  • Published: June 11, 2024 at 10:42:19 AM Modified: June 14, 2024 at 5:47:10 AM Kenya has secured a staff-level agreement with the International Monetary Fund (IMF), paving the way for a $976 million disbursement. The IMF announced that if its Executive Board approves the second review of Kenya's Resilience and Sustainability Facility, the country will immediately access $120 million. The IMF has urged Kenya to adjust its 2024/25 budget to include more revenue-raising measures. This call comes in light of a worsening primary fiscal balance and a tax collection shortfall, which are expected to keep domestic borrowing needs high. Despite facing liquidity challenges since 2022, Kenya managed to sell a new $1.5 billion Eurobond in February. This move, although costly, helped to buy back another Eurobond maturing in June, easing investor concerns about a potential default and strengthening the shilling against the dollar. The IMF stated that fiscal adjustments for 2024/25 could improve the situation. The Kenyan authorities have introduced several measures in the draft 2024/25 Budget and the 2024 Finance Bill aimed at fiscal consolidation. The finance minister is set to present the 2024/25 (July-June) budget to parliament on Thursday, with overall spending approved at 4 trillion shillings ($31 billion), up from the initially presented 3.75 trillion shillings for the 2023/24 year, which was later adjusted to 3.85 trillion shillings. From Power to Prison: Baltasar Ebang Engonga Sentenced to 8 Years Equatorial Guinea’s Baltasar “Bello” Engonga was sentenced to 8 years for embezzlement, marking one of Africa’s most shocking political scandals. Published: August 28, 2025 at 6:14:42 PM Modified: September 11, 2025 at 12:58:56 AM Written By | Serge Kitoko Tshibanda Political Analyst Serge Kitoko Tshibanda Equatorial Guinea’s political elite has been shaken by the dramatic fall of Baltasar Ebang Engonga, better known as “Bello.” Once seen as untouchable, the former senior official has been sentenced to eight years in prison for embezzlement. According to court officials in Malabo, the provincial court of Bioko also fined him CFA 125.4 million (about $222,000). He was tried alongside other senior officials accused of diverting public funds through fake travel expenses and mission allowances. Engonga became infamous long before his conviction. In November 2024, hundreds of sex tapes leaked online while he was in pre-trial detention at the notorious Black Beach prison. The videos, filmed in offices and private homes, showed him with multiple partners, including the wives of powerful officials. The scandal spread rapidly across Africa, inspiring memes, parody songs, and even a mock award dubbed the “Ballon d’Or 2024.” Social media users nicknamed him the face of an imaginary aphrodisiac called Balthazariem. Nicknamed “Bello” for his looks and flamboyant lifestyle, Engonga is the son of Baltasar Engonga Edjo’o, president of the regional CEMAC Commission. He rose quickly in Equatorial Guinea’s power circles, first as head of the National Financial Investigation Agency (ANIF), later at the Directorate-General of Insurance and Reinsurance. For years, he was considered close to President Teodoro Obiang’s ruling clan, with access to sensitive financial matters that gave him extraordinary influence. The trial began in June 2025 and attracted wide attention inside and outside Equatorial Guinea. Prosecutors accused Engonga and others of embezzlement, illicit enrichment, and abuse of power. They initially requested an 18-year sentence and fines exceeding CFA 900 million. Investigators presented evidence, including financial records of diverted funds and more than 400 sex tapes, which prosecutors argued showed a pattern of abuse of office and personal misconduct. In the end, the court sentenced him to eight years and imposed a fine, a sharp fall for a man once considered untouchable. For many young Africans, Engonga’s story has become more than just gossip. His downfall is seen as a symbol of the deep gap between political elites, who enjoy power, money, and impunity, and ordinary citizens struggling with unemployment and poverty. The case of “Bello,” from powerful official to convicted prisoner, is likely to remain one of the most talked-about scandals in African politics. Gregory Meeks criticizes the DRC–Rwanda peace deal signed in Washington, calling it symbolic and urging justice for Congo. Published: December 8, 2025 at 2:32:45 PM Modified: December 10, 2025 at 11:53:48 AM Written By | Serge Kitoko Tshibanda Political Analyst Serge Kitoko Tshibanda WASHINGTON, Dec 8, 2025 — In a strongly-worded statement following the much-publicized Washington Peace Accord between the Democratic Republic of Congo (DRC) and Rwanda, U.S. Representative Gregory W. Meeks , Ranking Member of the House Foreign Affairs Committee, expressed serious concerns over the sincerity and durability of the agreement, and accused former President Donald Trump of using Congo's tragedy for political optics. “DRC and Rwanda recommitting to the Washington Accords can be an encouraging step toward ending decades of conflict in eastern Congo,” Meeks said. “However, the ceremony hosted by former President Trump risks being more show than substance.” A Peace Deal Already Undermined? Just 24 hours after the signing ceremony, clashes resumed in South Kivu, as Congolese forces (FARDC) reported fresh attacks launched by Rwanda-backed M23 rebels, killing civilians and destroying vital infrastructure. “Recent diplomatic promises have not resulted in tangible improvements for the Congolese people,” Meeks stated. “Militia violence continues, displacing civilians who had hoped to rebuild their lives and undermining implementation of the peace process.” Meeks warned that the pageantry in Washington cannot obscure the reality on the ground, a conflict still raging in the Kivu provinces, despite high-profile diplomatic gestures. Direct Criticism of Trump’s Role The veteran Democratic lawmaker delivered a sharp rebuke of Trump’s handling of the ceremony: “President Trump cannot simply declare this peace deal a success for the sake of stroking his own ego,” Meeks said. “Nor should he treat Congo’s suffering as a backdrop for exploiting critical minerals while millions of Congolese remain impoverished, as he did today.” Accountability Must Follow Words Meeks urged the current U.S. administration and the international community to ensure both parties comply with the Washington Accord’s terms and that Congolese citizens benefit from their own mineral wealth. “The path to lasting peace must be grounded in real accountability, justice, and economic benefit for the Congolese people,” he stressed. “That is the only path to durable peace and an end to this decades-long conflict.” Renewed Fighting Exposes Fragile Deal Meeks’ statement coincided with a disturbing update from FARDC, which accused Rwandan forces and M23 of firing artillery shells from Bugarama inside Rwanda into Congolese territory in Uvira and Kamanyola, just 48 hours after the peace signing. According to General-Major Ekenge Bomusa Efomi, the shelling killed Congolese civilians and destroyed homes, schools, and health centers. FARDC denounced the attack as a war crime and a violation of the Washington Accord. What Next? With the peace accord hanging by a thread, Rep. Meeks argues Diplomacy must be backed by enforcement. “Paper promises are meaningless unless they protect lives on the ground. Declassified 1996 memo shows U.S. already knew Kagame’s regime was abusing justice and fueling war. Squalid prisons, secret arms, and brutal security exposed. Published: June 16, 2025 at 5:59:17 AM Modified: June 18, 2025 at 3:29:11 AM This declassified U.S. government briefing document outlines the situation in Rwanda during the mid-1990s, specifically from 1995 to 1996. It provides background for U.S. officials meeting with Paul Kagame, then Vice President and Minister of Defense of Rwanda. Here's a breakdown of what it reveals, and why it's damning for the Kagame regime: 1. Prisons Full of Uncharged Genocide Suspects Over 75,000 people, mostly Hutus, were imprisoned in horrible conditions without being charged. The genocide law that would define crimes and allow trials or amnesties was repeatedly delayed, showing Kagame's regime was more interested in holding people indefinitely than delivering justice. This raises serious concerns from Congress, NGOs, and international observers. 2. RPF’s Insecurity and Brutality The Kagame-led RPF used guerrilla attacks by ex-genocidaires as justification for refusing reforms and possibly preparing retaliatory attacks in Zaire (now the DRC). The report openly admits that Rwandan troops under Kagame committed atrocities after he took power. This is a rare official confirmation from the U.S. READ ALSO: Kagame Escapes U.S. Case Over 1994 Plane Attack 3. Refugee Crisis Weaponized There were 1.7 million Rwandan refugees (mostly Hutus) in camps in Zaire and Tanzania, controlled by remnants of the former regime. Kagame wanted to shut down or relocate those camps, which later became a pretext for his invasion of Congo in 1996. The camps were labeled as a “security threat”, setting the stage for Kagame’s justification for war. 4. Kagame’s U.S. Visit Agenda Kagame was lobbying in Washington D.C., meeting with high-profile figures and institutions like: CSIS, IMF, World Bank U.S. officials: Tim Wirth, George Moose, and Secretary Perry He was seeking aid, political support, and non-lethal military gear. The U.S. was supporting Kagame with AID money, military training (IMET), and influence at the UN — including helping lift the arms embargo. 5. Manipulation of Genocide Narrative Kagame pushed the U.S. to focus on cross-border attacks and repatriation, while deflecting from RPF war crimes and internal repression. The document urges Kagame to pass the genocide law, a signal that the U.S. was aware Rwanda was delaying justice for political gain. 6. Burundi Involvement Kagame's regime was secretly arming the Burundian military. Rwanda pretended to support sanctions against the Tutsi-led Buyoya regime, but felt betrayed when other countries moved quickly to enforce them. This exposes Rwanda’s duplicity in regional politics, publicly supporting peace while fueling conflict behind the scenes . • Published: March 4, 2024 at 7:24:13 AM Modified: March 4, 2024 at 7:24:13 AM A view of the African Continental Free Trade Area (AfCFTA) headquarters, the epicenter for strategizing Africa's trade elevation Africa's global trade share remains under 3%, largely influenced by merchandise trade in 2023, according to a recent Economic Commission for Africa report. Despite efforts towards regional integration, African countries still predominantly trade with non-African nations. The report highlights a lag in meeting macroeconomic convergence criteria and notes minimal progress in intra-African trade since the launch of the African Continental Free Trade Area in 2021, with intra-African trade decreasing slightly from 2021 to 2022. Infrastructure developments in roads and ICT have advanced, but rail and energy sectors face challenges, primarily due to funding shortages. ECA's Regional Integration and Trade Division Director, Stephen Karingi, points out that governance issues, poverty, and unemployment remain significant hurdles. He emphasizes that the success of the free trade area depends on effective implementation to harness the benefits of market and trade integration across Africa. Addressing the infrastructure funding gap, estimated between $130bn and $170bn annually, experts suggest innovative financing methods like blended finance, sustainability-focused bonds, and debt-for-nature swaps to support Africa's trade and integration efforts. • Published: February 27, 2024 at 3:25:29 PM Modified: February 28, 2024 at 9:06:39 AM Liberia's Central Bank Under the Microscope Following President Joseph Boakai Audit Order The recent presidential order in Liberia to audit the Central Bank has ignited a significant debate over the legal boundaries and the bank's autonomy. President Joseph Boakai mandated the General Auditing Commission (GAC) to audit the Central Bank of Liberia (CBL), raising questions about the legality of this directive, the GAC's authority to audit the CBL, and the potential impact on the CBL's independence. This action is part of a broader anti-corruption drive by President Boakai, who has committed to fighting graft and enhancing transparency in government institutions, including the central bank, the national security agency , and the executive protection service, focusing on the period from 2018 to 2023. The debate centers around the interpretation of the GAC Act, specifically whether the CBL's operations are considered "public accounts" or "public funds" as defined by the Act, and thus, whether they fall within the GAC's audit jurisdiction. Critics argue that the presidential order contradicts the CBL Act, which outlines the bank's independence and its authority over internal and external audits. They point to the Act's provisions, which mandate regular audits by the Chief Internal Auditor of the CBL, the appointment of external auditors by the Board of Governors, and oversight by an independent Audit Committee, all designed to protect the CBL from undue influence. In contrast, proponents of the audit argue that the presidential directive falls within constitutional powers to ensure accountability in government institutions, emphasizing that the CBL's autonomy does not exempt it from external scrutiny, especially concerning financial management and accountability. This situation highlights the ongoing tension between the need for transparency and accountability in government institutions and the preservation of the autonomy of key financial institutions like the Central Bank of Liberia .
