  • Sacred Union to gather constitutional reform proposals by May 20

Sacred Union opens DRC constitutional reform consultations and invites proposals before May 20, ahead of a report for Tshisekedi. The Sacred Union has launched national consultations on constitutional reform in the Democratic Republic of Congo , calling on political groups, civil society, faith organizations, unions, academics, lawyers and Congolese in the diaspora to submit proposals by May 20, 2026, according to a statement reported by 7sur7.cd . In the statement, signed by Sacred Union permanent secretary and spokesperson André Mbata Betukumesu Mangu, the presidential platform said the consultation drive follows expressions of support for reforming the February 18, 2006 Constitution in Kinshasa, across the provinces and within the Congolese diaspora. The initiative also says a technical commission will be set up after submissions are received to review and synthesize the proposals before a final report is sent to President Félix Tshisekedi. The move comes after months of public debate over whether the 2006 Constitution should be revised or replaced. Earlier reporting showed that members of the Sacred Union and opposition figures have sharply disagreed over the issue, with André Mbata among the most visible backers of constitutional change. By formally inviting proposals from both supporters and non-partisan actors, the Sacred Union is trying to widen the discussion beyond party politics and frame the next phase as a broader national consultation. Whether that process leads to an official revision track, however, remains politically sensitive in a debate that has already exposed deep divisions across the Congolese political class. • India-Africa Summit Postponed Over Ebola Outbreak Concerns

India and the AU will reschedule the summit after Ebola concerns forced a delay in New Delhi India and the African Union will set new dates for the fourth India-Africa Forum Summit after the event was postponed over Ebola outbreak concerns, according to a joint decision announced before the planned New Delhi meetings. The summit had been scheduled for May 28–31 after more than a decade without the forum being held as cited by the BBC News . Officials said the delay was linked to the emerging public health situation on the African continent. The decision follows the World Health Organization’s declaration that the Ebola outbreak in DR Congo and Uganda is a Public Health Emergency of International Concern. The summit is expected to be rescheduled through consultations between India and the African Union. Indian media also reported that new dates will be communicated later, while health precautions continue for travellers from affected countries. India has not reported Ebola cases, but authorities have issued health guidance for passengers arriving from or transiting through affected areas. The outbreak has raised concern because it involves the Bundibugyo strain, for which there is currently no approved vaccine. The postponement shows how the health emergency is now affecting major diplomatic engagements beyond the immediate outbreak zones in Central and East Africa. • President Paul Kagame of Rwanda stated he was "satisfied" after meeting with his South African counterpart, Cyril Ramaphosa, and discussing the war in the eastern part of the Democratic Republic of Congo. When he came to Kigali for the 30th genocide commemoration ceremony, Ramaphosa met Kagame, but the results of their meeting were not announced. South Africa is leading a group of forces from the Southern African Community of Nations, SADC, which is assisting the Congolese government forces in fighting against the M23 in the North Kivu province. The deployment of troops by South Africa did not please the authorities in Kigali, who say that, as UN experts confirm, the Congolese army is joining forces with the FDLR rebels against the Rwandan government. While UN experts also accuse Rwanda of supporting the M23 group, a claim Kigali continues to deny, many now perceive South Africa and Rwanda as competitors in the Congo war. Ramaphosa's visit to Kigali was significant news. In a press conference on Monday in Kigali, Kagame said, "We would not spend hours, the president of South Africa and I, not talking about it," referring to the conflict in Congo. President Kagame stated: “I think we had a good conversation, we understood the situation well, and perhaps there is a better way to work together to solve the problem. I am satisfied.” Before leaving Rwanda, President Ramaphosa told reporters he was departing with "new energy and determination" to find a "political solution" to the conflict. • Dapo Akande Elected ICJ Judge: UK-Nigerian Lawyer's 2026 Win

Dapo Akande was elected an International Court of Justice judge on November 3, 2026. Read the UN vote, UK-Nigeria connection and term dates. NEW YORK / LONDON, 4 November 2026 — British-Nigerian international lawyer Dapo Akande was elected to the International Court of Justice on 3 November 2026 , winning a nine-year term beginning on 6 February 2027. Akande, an Oxford professor who qualified as a lawyer in Nigeria, stood as the United Kingdom's candidate . The result ended a period without a British judge on the 15-member United Nations court that began in 2017. The UK Foreign, Commonwealth and Development Office confirmed the result after the UN voting in New York. His broader academic and professional background is covered in XTRAfrica's companion Dapo Akande biography . What happened in Dapo Akande's ICJ election? On 3 November 2026, the United Nations General Assembly and Security Council separately elected Dapo Akande to the International Court of Justice. Standing as the United Kingdom's candidate, the Nigerian-trained international lawyer secured both required majorities. His nine-year term begins on 6 February 2027; he is judge-elect until then. How Akande won the UN vote The International Court of Justice elects judges through two separate UN bodies . A candidate must achieve an absolute majority in the General Assembly and another absolute majority in the Security Council. The bodies vote independently, and a candidate who succeeds in only one does not automatically win a seat. According to the UN General Assembly's 3 November proceedings , Akande received 129 votes in the first General Assembly ballot , where 191 members participated and 97 votes constituted an absolute majority. The Security Council separately notified the Assembly that Akande had obtained a majority there too. This completed his election on the first round, alongside three other candidates. The four candidates elected at that stage were Akande, François Alabrune of France, Mahmoud Daifallah Hmoud of Jordan and Rena Lee of Singapore . Voting then continued for the remaining vacancy, which went to Phoebe Okowa of Kenya after further rounds. The distinction matters because reporting of the later ballot numbers for Okowa should not be confused with the earlier vote that elected Akande. The UN proceedings confirm that the new term begins 6 February 2027 , while its Statute provides a nine-year term. The corresponding term is scheduled to run through 5 February 2036 . Being elected in November does not mean Akande assumed the new judicial office that same day. The transcript is an automatically generated UN text rather than the formal official record, so verbatim passages should be treated cautiously. Its account of Akande's election, however, is independently confirmed by the British government and contemporaneous international reporting in The Guardian . Why his election matters for the United Kingdom Akande's victory returns a UK national to the bench after the United Kingdom lost its court seat in 2017 . At that time, British judge Christopher Greenwood failed to secure re-election, and London was left without an ICJ judge for the next regular cycles. The UK government's November 3 statement described the new election as a significant institutional and diplomatic development. The British Ministry of Justice had publicly campaigned for Akande in October 2026 , with officials making the case for his international law experience in advance of the vote. His candidature was not an unexpected last-minute nomination: Oxford recorded the intended UK nomination in September 2024 . The government's campaign materials say 43 national groups nominated Akande by July 2026. Those nominations demonstrated support before the election, but 43 is not his General Assembly vote total ; the first-ballot figure recorded on November 3 was 129. This is one of the easiest figures to misread when following a two-stage nomination and election process. British officials welcomed the outcome. In its official announcement, the Foreign, Commonwealth and Development Office quoted Akande pledging to decide cases through an independent and impartial application of the law . The public message matters because judges are not instructed by the governments whose national groups nominate them. ADVERTISEMENT What the Nigerian connection means Akande is a dual UK–Nigerian national and a former student of Nigerian legal institutions. The UK's formal candidate profile explicitly records both nationalities. The UK was the candidate country in this ICJ election; Nigeria was not the state whose seat he was elected to fill. According to an earlier British High Commission statement from Abuja , he was raised in Ibadan, earned his first law degree from the University of Ife and qualified at the Nigerian Law School. He later studied at the London School of Economics and built his academic career in Britain. That history explains the cross-border attention to his election without reducing his appointment to a competition between two national identities. His work spans Nigerian legal training, British academic institutions and public international law practice for governments and international organisations. He was previously co-nominated by Nigeria and the UK for the International Law Commission , a different UN body, before being elected there in 2021 for a term beginning in 2023. In a fresh November 4 account, Nigeria's Punch described the Nigerian qualifications behind the new ICJ judge-elect. The detail is important for readers interested in the careers of Nigerian lawyers working in international institutions, not a suggestion that his judicial decisions will favour any particular state. What his legal record brings to the court Akande is the Chichele Professor of Public International Law at Oxford University and a fellow of All Souls College. His Oxford Faculty of Law profile lists research on the law governing armed conflict, international institutions, criminal accountability, cyber operations and dispute settlement. He is also a member of the UN International Law Commission as of November 2026. That academic work has been accompanied by litigation practice. The British government's full election brochure documents his work as counsel in proceedings involving the Chagos Islands, the Gambia–Myanmar genocide convention case, the occupied Palestinian territory and the Democratic Republic of the Congo–Uganda dispute . These are examples of past professional engagements, not forecasts of how he will vote as a judge. Trending Now US Democrats' Rwanda Record: Peaceful Change and Congo Sovereignty . Technology and Innovation NCC Device Checker Guide: Check Your Phone Safely . ADVERTISEMENT For African readers, the Congo–Uganda connection is especially concrete. Akande acted for Uganda during the reparations phase of the ICJ case arising from the two states' conflict. XTRAfrica's Joseph Kabila biography recounts the wider regional war and difficult postwar transition. A legal counsel's work in a case should be distinguished from the judges' findings, and court membership is a different responsibility from advocacy. Akande has also worked on international criminal law, but the ICJ is not the International Criminal Court . The ICJ's main jurisdiction concerns disputes between states and UN-requested advisory opinions; the ICC prosecutes individuals for particular international crimes. The difference can be seen in the individual criminal proceedings discussed in XTRAfrica's Jean-Pierre Bemba biography . What changes in February 2027? From 6 February 2027 , Akande is scheduled to join the Hague-based court as one of its 15 independent judges. A nine-year mandate gives him a long role in the international judicial system, but it does not make him a representative instructed to take British policy positions on individual cases. Neither his nationality nor his history as an advocate determines how future disputes must be decided. The ICJ settles cases submitted by states where jurisdiction exists and issues advisory opinions when qualified UN organs request them. Its judgments and opinions can have major diplomatic consequences, but the court is not a general world government, a criminal prosecutor or an automatic forum for every political grievance. Its authority derives from the UN Charter, the Court's Statute and the applicable rules of international law. The next confirmed milestone is therefore the start of the 2027–2036 judicial term , not an invented announcement of cases Akande will hear. For now, the verified achievement is a successful UN election after a sustained UK campaign, anchored in an international legal career that began in Nigeria. • Accra, Ghana — Ghana is set to choose a company by December to construct its first nuclear power plant, with contenders including France's EDF, U.S.-based NuScale Power and Regnum Technology Group, and China National Nuclear Corporation. Robert Sogbadji, the deputy director for power in charge of nuclear and alternative energy at Ghana’s energy ministry, disclosed this on Monday. Additional competitors for the contract, expected to span the next decade, include South Korea’s Kepco and its subsidiary Korea Hydro Nuclear Power Corporation, and Russia’s ROSATOM. Sogbadji stated, "Cabinet will approve the final choice. It can be one vendor or two nations; it will depend on the financial model and the technical details." Historical Context and Current Goals Ghana initially considered building a nuclear power plant in the 1960s, but the project was halted by a coup. The plan was revived in 2006 with assistance from the International Atomic Energy Agency (IAEA) following a severe power crisis. Out of 16 countries and companies that responded to Ghana’s request for vendors, a technical team from state agencies led by the energy ministry narrowed it down to the current five contenders. Ghana aims to integrate approximately 1,000 megawatts (MW) of nuclear power into its energy mix by 2034. Regional Nuclear Developments Across Africa, several countries are exploring nuclear power to address electricity supply gaps. Over 600 million people on the continent lack access to electricity. Burkina Faso and Uganda have agreements with Russia and China to build their first nuclear power plants. Kenya, Morocco, and Namibia are also pursuing nuclear energy projects. South Africa, which operates Africa's only existing nuclear plant, plans to add 2,500 MW of nuclear power to combat its severe power shortages. Ghana’s Energy Ambitions Ghana currently has an installed capacity of 5,454 MW, with 4,483 MW available. The country, a notable exporter of oil, cocoa, and gold, expects nuclear power to become its base load, facilitating quicker industrialization and increasing energy exports to neighboring countries like Benin, Ivory Coast, and Togo through the West Africa Power Pool. The government has already secured a site capable of accommodating up to five reactors. • M23 Still in Uvira Despite Pledge to Withdraw – Reuters

Despite pledging to withdraw, M23 rebels remain in Uvira. Congolese officials say the move was to distract US mediators and shield Rwanda from sanctions. KINSHASA — Rwanda-backed M23 rebels remain present in the eastern Congolese town of Uvira despite a public commitment earlier this week to withdraw, residents and local officials said on Wednesday, according to Reuters. The armed group had announced on Monday that it would pull its fighters back as a confidence-building step to support peace efforts led by the United States and Qatar in the long-running conflict between the rebels and the Democratic Republic of Congo’s armed forces. However, residents told Reuters that M23 fighters were still visible across Uvira, including near government buildings, major road junctions, and the port area. A Reuters witness also reported no observable change on the ground following the withdrawal announcement. M23 spokesperson Willy Ngoma said the group was prepared to leave the town but added that conditions attached to the withdrawal needed further review. “We are ready to leave (Uvira), but our conditions have to be reviewed,” Ngoma told Reuters, adding that Uvira should be secured by a neutral force to protect civilians. The rebels entered Uvira earlier this month, close to the border with Burundi, less than a week after the presidents of Congo and Rwanda met with U.S. President Donald Trump in Washington to reaffirm their commitment to the Washington Accords peace agreement. The United States later criticised the seizure of the town, warning it could undermine mediation efforts. Congolese authorities dismissed the withdrawal pledge as insincere. Communications Minister Patrick Muyaya described the announcement as a “diversion,” alleging it was intended to ease international pressure on Rwanda, which Kinshasa, the United Nations, and Western governments accuse of backing M23 — a charge Kigali denies. “The intention is to distract the American mediation team, which is preparing to take measures against Rwanda,” Muyaya told Reuters. South Kivu Governor Jean-Jacques Purusi also said rebel fighters had not left the town . “The rebels… do not want to leave,” he told Reuters, adding that they were present across Uvira’s neighbourhoods. Congo’s army spokesperson Sylvain Ekenge said clashes continued daily in eastern Congo, particularly in North Kivu and South Kivu provinces, where M23 has made rapid territorial gains this year. Rwanda has acknowledged deploying troops in eastern Congo but says the forces are acting defensively. It denies supporting M23 and has accused Congolese and Burundian forces of escalating the conflict. • DRC Moves to Prosecute Online Defamation Campaigns against the PM

DRC says it has taken legal action over alleged online smear campaigns targeting Prime Minister Judith Suminwa. The Democratic Republic of Congo says it has referred alleged online smear campaigns targeting Prime Minister Judith Suminwa Tuluka and other public officials to judicial authorities, according to an Actualité.cd report . In a statement issued on Saturday, April 25, the government denounced what it called a resurgence of defamatory attacks, insults, threats and digital harassment circulating mainly on social media and other online platforms. Authorities said the campaign was not limited to isolated criticism. The statement referred to alleged organized networks accused of spreading content designed to damage the reputation of public officials, manipulate opinion and weaken the credibility of state institutions. The government said competent services have been instructed to identify the authors, co-authors, accomplices and instigators of the alleged acts, including those operating anonymously or from outside the country. The move follows a wider push by Congolese authorities to enforce rules on digital conduct. In March, Justice Minister Guillaume Ngefa ordered prosecutors to pursue online offenses, saying Congolese cyberspace is not a lawless zone. The government also said freedom of expression remains protected under the Constitution, but argued that public insults, defamation, threats, hate speech and harassment fall outside lawful expression when they constitute criminal offenses. President Félix Tshisekedi had earlier called for stronger public awareness of the DRC’s Digital Code and more responsible use of online platforms, as authorities seek to regulate social media without undermining fundamental freedoms. Legal and digital-rights observers have warned that enforcement must be balanced with freedom of expression, especially in a political environment where social media has become a major space for public debate.
