Kinshasa, 07 September 2025 – The Government of the Democratic Republic of Congo (DRC) has welcomed the findings of the United Nations Human Rights Mission of Inquiry on the situation in North Kivu and South Kivu.
The report, covering January to July 2025, confirms with evidence that the crisis in eastern DRC is not just a local rebellion but an international armed conflict, marked by the confirmed presence of Rwandan troops on Congolese soil. This recognition establishes that the DRC is a victim of foreign state aggression.
The report also highlights serious crimes committed by M23 and their Rwandan backers, including:
Massacres of civilians
Forced displacement
Sexual violence
Recruitment of children
Attacks on hospitals, schools, and other vital civilian infrastructure
Some of these massacres, based on ethnic targeting, are described under international law as possible acts of genocide.
On Allegations Against FARDC
The Government noted that the report was shared 72 hours before publication, allowing time for comments. Clarifications were submitted, stressing that there is no command link or political alliance between the Congolese army (FARDC) and the FDLR.
Instead, FARDC is a republican army, fully committed to the Constitution, international humanitarian law, and human rights law. Strict presidential orders prohibit collusion, and any violations are met with judicial and disciplinary measures.
Congo’s Position
The Government rejected attempts to equate the national army with subversive groups backed by a neighboring state. It stressed that Rwanda’s aggression is driven by terror, mass crimes, and the illegal exploitation of Congo’s natural resources.
The DRC remains open to serious examination of any documented allegations against its forces, within existing mechanisms, and is ready to cooperate with impartial and credible international bodies, including independent inquiries.
