Kinshasa, 9 September 2025 – The Government of the Democratic Republic of Congo has strongly condemned the latest terrorist attacks carried out by the Allied Democratic Forces (ADF), affiliated with the Islamic State, in Lubero and Beni territories, North Kivu.


According to provincial authorities:

  • In Notoyo, near Mangurujipa (Lubero territory), the attack on the night of 8 September 2025 left 71 people dead, 6 injured, caused several disappearances, and burned down many homes and vehicles.


  • In the villages of Fotodu (Bakila-Bakaiko locality) and Avey (Buloloma locality), in the Beni-Mbau sector, another assault killed 18 people.


Condolences and Support

The Government expressed its deepest condolences to the grieving families and compassion for the injured. It pledged support to the North Kivu provincial government in handling the humanitarian consequences of the massacres.


Commitment to Security

The statement reaffirmed that the Government remains firmly committed to continuing military operations against the ADF, pursuing those responsible, and ensuring the destruction of their bases.


The Government also reiterated its determination to protect civilians, restore security, and work with regional and international partners to put an end to ADF terrorism on Congolese soil.
