These young Congolese, part of the Banyamulenge and Tutsi communities in the diaspora, used the opportunity to express strong support for President Tshisekedi’s peace efforts in eastern DRC and to publicly denounce Rwanda’s manipulation of their identity for geopolitical ends.


“We denounce the instrumentalization of our community by Rwanda and M23,” declared Banyamulenge, echoing the wider sentiment of betrayal felt by many Congolese Tutsis who refuse to be used as a pretext for foreign aggression.

According to Congolese government spokesperson Patrick Muyaya, the youth delegation made it clear that their loyalty lies with Congo’s sovereignty, peace, and unity, not with Rwanda's proxy ambitions in the Great Lakes region.


“Today, some of our brothers have been forcibly taken to Rwanda after being compelled to flee Uvira,” they added, emphasizing how Rwanda's involvement has fragmented their communities and created a humanitarian disaster under the guise of ethnic solidarity.

A Strategic Break With Kigali’s Narrative

For decades, Kigali has framed its military interventions in eastern Congo as protective measures for Congolese Tutsis, particularly the Banyamulenge. But the D.C. meeting delivers a powerful counter-narrative: not all Banyamulenge identify with Rwanda’s militarized agenda, and many see Rwanda as the aggressor, not the protector.


“We salute the action and determination of President Tshisekedi and the government to put an end to Rwanda’s repeated adventures in our country,” said the group.

Their unified message: Congo’s Banyamulenge are not a justification for war, and those fueling rebellion in their name do not speak for them.


Implications for the Region

This rare and vocal disavowal from within the Banyamulenge community comes at a time of heightened international scrutiny on Rwanda’s role in fueling violence in the DRC, including Congressional hearings in the United States and mounting calls for sanctions against Paul Kagame and top RDF officials.


By meeting directly with these Banyamulenge leaders in the heart of Washington, Tshisekedi not only undercut Kagame’s moral pretense for intervention but also amplified a Congolese-led message of unity and peace before the international community.


As the youth delegation stated:


“A better Congo will not be built on division, lies, or foreign manipulation; it will be built on unity, truth, and justice.”
