The decision follows a lack of response from Rwandan authorities to Belgium's request for accreditation. The outgoing Belgian ambassador, Bert Vermessen, will not be replaced for the time being, as Belgium's request for a new representative in Kigali has remained unanswered. Belgium initially sent the request six months ago and issued an ultimatum to Kigali in June, demanding a response within 24 hours. The absence of any reaction from Rwanda led Belgium to consider this silence as a refusal. "This last request has remained without reaction or explanation. We have communicated to Rwanda the withdrawal of our application for approval," stated the Belgian federal public service of foreign affairs. On the Rwandan side, officials have acknowledged receipt of the note from Belgium. A diplomatic source indicated that Rwanda views the withdrawal as a reciprocal measure, noting that the post of Rwandan ambassador to Belgium has been vacant for a year. The tension stems partly from Belgium's refusal to accredit Vincent Karega, the former Rwandan ambassador to the Democratic Republic of Congo (DRC), who was expelled from the DRC and previously accused of involvement in the persecution of Rwandan opponents while serving in South Africa. Although diplomatic ties between Belgium and Rwanda have not been severed, relations will continue at the level of the chargé d'affaires. The strained context is exacerbated by Kigali's perception that Brussels is overly sympathetic to the DRC's claims regarding the conflict in North Kivu with the M23 rebel group, which is supported by Rwanda. Still, it was not signed, and both sides did not publicly announce the reason. Rwanda Foreign Minister Mr Olivier Nduhungirehe Nduhungirehe told Reuters: “We were ready to sign, but the Minister of DR Congo refused. She reviewed the reports, returned them, and said she did not trust what was written in them.” After the discussions on September 14, various sources reported that the DR Congo side disagreed with the experts' report. The reports outlined a plan for fighting the FDLR (Patriots Rebels Group) first. Days later, Rwanda also could withdraw its troops from DRCcongo territory according to Reuters, However, the Minister of DR Congo rejected the idea of implementing the plan. Minister Thérèse Kayikwamba told BBC that there was an agreement in Luanda "that was presented for us to agree on but we have not reached the level of accepting or rejecting the agreement, there are several steps that must be taken first, The most important step that has been achieved is short ceasefire agreement that is accepted by all parties involved". The clash, one of the mercenary group's deadliest in Africa, occurred near Mali's border with Algeria. Last month, the Wagner group reported significant losses among its fighters and Malian soldiers during intense fighting against Tuareg rebels and al Qaeda-affiliated Islamist fighters. The Tuareg rebels claimed they had killed at least 84 Wagner mercenaries and 47 Malian soldiers in late July. In Moscow, just a few hundred meters from the Kremlin, dozens of Russians mourned the fallen. A man in military attire, adorned with Wagner badges, knelt before photos of the deceased. Under flags bearing the Wagner motto "Blood, Honor, Motherland, Courage," attendees lit candles and laid red carnations. A woman was seen weeping beside a photo of a fallen fighter. Attendees at the memorial declined to comment when approached by Reuters. Mali, which has experienced coups in 2020 and 2021, continues to fight a prolonged Islamist insurgency. The Malian government maintains that the Russian forces present are not Wagner mercenaries but trainers assisting local troops with Russian-supplied equipment. The team made up of the Nigerian Army, Police, and DSS, recovered a cache of weapons, though some suspects fled into the nearby bush, reportedly injured. The operatives intercepted the group early in the morning at Eha Alumona in Nsukka Local Government Area as they were planning attacks across parts of the state, including the metropolis. An ESN commander wanted and known for operating from neighboring states, was also captured after an intense standoff. He later led the team to their hideouts, where weapons, charms, and dangerous items were found. Two security personnel sustained minor injuries in the encounter but are now in stable condition. Enugu State Governor Peter Mbah previously pledged to rid the state of criminal activity through reforms, including the establishment of the Distress Response Squad (DRS) and an enhanced Command and Control Center equipped with surveillance and modern technology for better threat response. Meanwhile, the Imo State Police Command alleged that IPOB/ESN was behind the Tuesday bombing at Orlu International Market. In this incident, two individuals were killed while attempting to plant an Improvised Explosive Device (IED), injuring others nearby. According to police spokesperson Henry Okoye, “two young men, suspected to be members of the proscribed IPOB/ESN, were carrying an Improvised Explosive Device (IED) on a motorcycle with the intention of planting it at Orlu International Market, near Mbari Okporo.” However, the device detonated prematurely, killing them instantly and preventing a larger tragedy.
