- Kenya Moves to Expand Investor Incentives With New Laws
Kenya’s new laws target corporate restructuring, SEZ incentives and Konza governance to support investment growth. President William Ruto has signed three economic reform bills into law, in a move aimed at easing corporate restructuring, strengthening investor incentives and expanding Kenya’s technology and industrial policy framework, according to a Kenyans.co.ke report . The laws include the Income Tax (Amendment) Bill, the Special Economic Zones (Amendment) Bill and the Technopolis Bill. Together, they form part of the government’s broader push to lower barriers for investors and improve the business environment. The Income Tax changes are expected to make it easier for companies to reorganise ownership structures and transfer assets within corporate groups without automatically triggering tax penalties. The report says the law also addresses capital gains tax treatment for non-resident vendors and strengthens Kenya Revenue Authority registration requirements for foreign investors. The Special Economic Zones (Amendment) Bill, 2026 focuses on expanding Kenya’s SEZ framework, including provisions linked to upstream and midstream petroleum and energy operations. The reforms are tied to efforts to attract large-scale capital into strategic projects such as the South Lokichar Basin in Turkana. Ruto’s administration has previously framed SEZs as central to investment, jobs and industrial growth, with the presidency saying the zones are intended to support skills transfer, competitiveness and inclusive economic development through targeted reforms. The Technopolis law creates a governance framework for Konza Technopolis, including an authority to oversee the city and a dispute resolution tribunal. It also sets rules for technology parks, incentives and penalties. The new laws now shift attention to implementation, including how tax agencies, SEZ regulators and Konza authorities apply the reforms in the coming financial year. - Trump Administration Blocked Kagame From Re-Entering the US
Paul Kagame was unable to return to the US after the Trump administration refused his diplomatic visa amid tensions over eastern Congo. Rwandan President Paul Kagame was reportedly unable to return to the United States following what Africa Intelligence describes as a refusal by the Trump administration to grant him an A-1 diplomatic visa, in a development that could signal growing tensions between Washington and Kigali. According to the publication , Kagame had submitted a visa application in late April with hopes of potentially attending an event linked to Harvard University in the United States. However, the trip never materialized, and multiple sources cited by Africa Intelligence suggest the visa request may not have been approved by US authorities. Neither the US State Department nor Harvard University officially commented on the matter when contacted by the publication. Rwanda’s government spokesperson, Yolande Makolo, also reportedly did not respond to requests for comment. The reported visa issue comes at a sensitive moment in US-Rwanda relations, particularly over the ongoing conflict in eastern Democratic Republic of Congo. Washington has increasingly pressured Kigali over allegations of support for the M23 rebel movement operating in eastern Congo. In March, the United States imposed sanctions on the Rwanda Defence Force (RDF) and senior Rwandan military officials accused of backing the rebel group, allegations that Rwanda continues to deny. The Trump administration has also reportedly criticized Kigali for failing to remove what Rwanda describes as “defensive measures” in eastern DRC, where the AFC-M23 coalition still controls significant territory. The diplomatic tension appears to have affected the Washington peace process launched after the December peace agreement signed between Rwanda and the Democratic Republic of Congo. Following the alleged visa refusal, Rwanda reportedly informed the United States that it would not send an official delegation to a scheduled meeting of the Joint Oversight Committee responsible for monitoring implementation of the Washington Accords . The meeting, initially planned for April 22 in Washington, was eventually held a day later via videoconference after discussions between both sides. The committee is co-chaired on the Rwandan side by Jean-Paul Nyirubutama, Kagame’s deputy senior adviser on defense and security, and on the Congolese side by Patrick Luabeya, special envoy to President Félix Tshisekedi. - Rwanda‑Backed M23 Cries Foul as FARDC Moves to Liberate Minembwe
As FARDC advances on Minembwe, Rwanda-backed M23 rebels launch a disinformation campaign to deflect from military setbacks and retreat in eastern Congo. As the Congolese army advances to liberate Minembwe, the Rwanda‑backed AFC/M23 coalition has launched a familiar propaganda campaign, accusing Kinshasa of atrocities while attempting to deflect attention from its own military setbacks and illegal presence on Congolese soil. In a statement released after withdrawing from the city of Uvira, AFC/M23 claimed to be “concerned” about fighting in Minembwe and the surrounding highlands overlooking Uvira. The rebel group alleged that these areas have become heavily militarized by forces aligned with the Congolese government — an accusation that comes as FARDC intensifies operations to restore state authority in territories long occupied by armed groups. AFC/M23 went as far as alleging that government‑aligned forces are carrying out campaigns against the Banyamulenge community, a claim repeatedly used by the group to justify rebellion and foreign interference. Congolese authorities have firmly rejected this narrative, describing it as a dangerous ethnic manipulation aimed at masking Rwanda’s proxy war. South Kivu army spokesperson Sous‑Lieutenant Mbuyi Reagan confirme d that the Congolese army is conducting operations with a clear objective: the liberation of Minembwe. “We are fully engaged in combat against the M23/AFC rebels supported by Rwanda, as well as allied armed groups such as Twirwaneho, Gumino, and RED‑Tabara,” he said. “Our objective is Minembwe. Once this area is secured, further stabilization operations will follow. The enemy is suffering heavy losses.” Rebels Accuse as They Retreat Despite claiming adherence to ceasefire agreements, AFC/M23 accused FARDC of launching airstrikes using Sukhoi‑25 fighter jets and drones, and of encircling Minembwe by cutting access routes. However, Congolese military sources say these claims are part of a disinformation strategy used whenever rebel forces are pushed back. FARDC has countered by accusing AFC/M23 of indiscriminate shelling of civilian areas, particularly as the rebels lose ground. “When they realize they are being defeated, they resort to firing blindly into populated areas,” said Sous‑Lieutenant Reagan. “The Congolese army does not fight among civilians. Our mission is to protect the population.” The armed group Twirwaneho, which operates alongside M23 and has been repeatedly linked to Rwanda, is also actively involved in the clashes, further underscoring the coalition nature of the rebellion targeting Congolese sovereignty. - Who Is Olara Otunnu?
Olara Otunnu biography: age, education, diplomatic career, family, Otunnu Formula and Uganda’s 2026 UN secretary-general nomination. Olara Otunnu is a Ugandan lawyer, diplomat and former politician whose 2026 campaign to lead the United Nations has returned his five-decade public career to the spotlight. Uganda nominated him for secretary-general on 24 July, and he presented his programme to UN member states on 19 August. The latest attention came on 27 August, when Pulse Uganda reported that opposition leader Bobi Wine had endorsed his bid . Otunnu, 75 as of 27 August 2026, is not the UN secretary-general; he remains a candidate in a selection process decided through the Security Council and General Assembly. Who is Olara Otunnu? He is a Ugandan diplomat, lawyer and former foreign minister best known for leading the UN’s work on children affected by war and developing the Security Council straw-ballot method called the Otunnu Formula. Uganda nominated him for UN secretary-general in July 2026. Why Olara Otunnu is back in the news The United Nations says Otunnu was nominated by Uganda on 24 July 2026. During his General Assembly interactive dialogue , he argued that the next secretary-general should prioritise conflict diplomacy, institutional reform, human rights, development finance and responsible governance of artificial intelligence. He also connected global policy to his recent peacebuilding work in northern Uganda. Bobi Wine’s endorsement widened the domestic political meaning of the campaign. It placed a leading opposition voice behind a candidate already backed by President Yoweri Museveni’s government. That does not erase the long political differences surrounding Otunnu’s relationship with the government. It does, however, make his candidacy a rare point of public support across Uganda’s political divide. XTRAfrica’s coverage of Bobi Wine’s post-election opposition role provides context for why the endorsement attracts attention. From Mucwini to Oxford and Harvard Otunnu was born on 6 September 1950 in Mucwini, in northern Uganda. His official campaign biography says he attended King’s College Budo on a Queen’s Scholarship before studying at Makerere University, Oxford and Harvard. A profile based on his submitted curriculum vitae records a bachelor’s degree in jurisprudence from Oxford and a Master of Laws from Harvard Law School. At Makerere, Otunnu became president of the Students’ Guild in 1972. His student leadership developed during Idi Amin’s rule, and he later served as secretary-general of the Uganda Freedom Union, an exile opposition organisation. After legal study, he worked at the New York law firm Chadbourne & Parke and taught at Albany Law School. Harvard Law School identifies him as an LL.M. graduate from the class of 1978 . After legal study, he worked at the New York law firm Chadbourne & Parke and taught at Albany Law School. Harvard Law School identifies him as an LL.M. graduate from the class of 1978 . ADVERTISEMENT A rapid rise through Ugandan and UN diplomacy Otunnu served as Uganda’s ambassador and permanent representative to the United Nations from 1980 to 1985. During that period, he was president of the Security Council in December 1981, vice-president of the General Assembly and chair of the former UN Commission on Human Rights. His best-known procedural contribution came during a deadlock over the choice of UN secretary-general in 1981. As Security Council president, he introduced a confidential straw-ballot system designed to reveal where support and opposition lay without forcing an immediate formal vote. The method became known as the Otunnu Formula and influenced later secretary-general selections. He returned to Kampala as foreign affairs minister from 1985 to 1986. After leaving government, he held academic appointments in France and served as president of the International Peace Academy—now the International Peace Institute from 1990 to 1998. Building the UN agenda for children affected by war Otunnu’s most durable international work began when Kofi Annan appointed him the first UN special representative for children and armed conflict. He served at under-secretary-general level from 1997 until 2005, helping move violations against children from the margins of humanitarian discussion onto the Security Council’s peace-and-security agenda. His tenure helped establish a system for identifying and reporting grave violations against children in conflict. Harvard Law School later credited him with establishing the framework behind Security Council Resolution 1612 , adopted in 2005. The resolution created a monitoring and reporting mechanism and a Security Council working group focused on children and armed conflict. The work earned Otunnu the 2005 Sydney Peace Prize . The award recognised his commitment to human rights, protecting children during war and supporting their recovery after conflict. It remains one of the clearest markers of his international reputation. Return to Ugandan politics After years in international service, Otunnu returned to party politics and led the Uganda People’s Congress from 2010 to 2015. He was the UPC presidential candidate in Uganda’s 2011 election, which Yoweri Museveni won. His campaign did not translate his diplomatic standing into a large national vote, but it re-established him as an active opposition figure. ADVERTISEMENT That chapter is relevant to the 2026 UN bid because Uganda’s government now supports a diplomat with whom it has had a long and difficult political relationship. The endorsement should not be treated as evidence that all past disagreements have been resolved. It does show that the state has chosen to promote Otunnu’s international experience. XTRAfrica’s review of Uganda’s 2026 regional voting patterns gives broader context to the country’s current political landscape. In recent years, Otunnu has focused on reconciliation in northern Uganda. His campaign biography says he has co-chaired Rocco Paco since 2023, working with former chief justice Alfonse Owiny-Dollo on community rebuilding and healing after the Lord’s Resistance Army war. Personal and family status Otunnu has spoken publicly about family while resisting the idea that marital status should determine a person’s suitability for leadership. In a 2016 Daily Monitor interview , he said he had never married but had once come close. That interview is not recent enough to establish his current status. He has publicly acknowledged having two daughters. New Vision reported his direct statement in 2011 , but their names are not needed for this biography. Olara Otunnu career timeline Year Event Significance 1972–1973 Led the Makerere University Students’ Guild Became a prominent student opponent of Idi Amin’s government 1980–1985 Served as Uganda’s permanent representative to the UN Entered senior multilateral diplomacy and chaired major UN bodies 1981 Presided over the Security Council and introduced the Otunnu Formula Helped break a secretary-general selection deadlock through straw ballots 1985–1986 Served as Uganda’s foreign affairs minister Held the country’s senior diplomatic office during a turbulent transition 1990–1998 Led the International Peace Academy Expanded his work in conflict prevention and international policy 1997–2005 Served as UN special representative for children and armed conflict Helped build the UN’s monitoring and accountability system for violations against children 2010–2015 Led the Uganda People’s Congress Returned to national politics and contested the 2011 presidency 2023–present Co-chairs Rocco Paco Focuses on reconciliation and recovery in northern Uganda 2026 Nominated for UN secretary-general Returned to the centre of international diplomatic debate What happens next in the UN selection Under Article 97 of the UN Charter, the Security Council recommends one candidate and the General Assembly makes the appointment. The five permanent Security Council members can block a candidate during the council stage, which makes consensus central to the process. Otunnu’s experience with the very straw-ballot procedure used to test support is unusual, but it does not guarantee success. His candidacy must compete with regional expectations, other nominees and the interests of council members. If appointed, the next secretary-general would succeed António Guterres after his term ends on 31 December 2026. XTRAfrica has separately covered Guterres’s call for UN reform and permanent African representation on the Security Council , issues that overlap with Otunnu’s campaign message. - KAA Warns of Flight Delays at Kenyan Airports
KAA says some departing flights at Kenyan airports are delayed. Travellers should confirm flight status directly with their airline. NAIROBI, Kenya — 30 August 2026: The Kenya Airports Authority warned passengers shortly before midday on Sunday that some departing flights were delayed at airports across the country. KAA advised travellers to contact their airlines for the latest flight status and to plan their journeys around the disruption. The authority did not identify every affected airport, publish a cancellation list or state when normal departures would resume. Reporting from Jomo Kenyatta International Airport linked the delays to a go-slow involving KAA and Kenya Civil Aviation Authority staff, but KAA’s own passenger notice did not state the cause. Are flights delayed at Kenyan airports today? Yes. KAA says some departing flights are experiencing delays and has urged passengers to confirm their individual flight status with the operating airline. The authority has not announced a nationwide closure or a complete cancellation list, so travellers should not assume that every flight or airport is affected. What KAA told passengers KAA said it was working with aviation agencies, airlines and other stakeholders to manage the disruption and keep airport operations moving. The Standard reported that the authority promised further updates as the situation developed. The passenger instruction is straightforward: contact the airline operating your flight before leaving for the airport. The Eastleigh Voice account also carried KAA’s public contact details and said the authority had not disclosed the cause in its notice. Travellers should check the airline’s app, booking page, SMS or email notices and official customer-service channels. A flight number is more useful than a route alone because different departures on the same route may have different operating conditions. Kenya Airways maintains an official travel-alerts page , although passengers should also open the booking-specific flight-status tool. What is reported at JKIA and Wilson Airport The Star reported at 11:56 AM EAT that several flights scheduled from around 8:00 AM had remained on the ground for hours at JKIA. It attributed the disruption to a go-slow involving KAA and KCAA employees and reported access problems at JKIA and Wilson Airport. A separate Kahawatungu report described passengers waiting for departure information and airlines attempting to manage the impact. These reports support the existence of operational delays at Kenya’s main hub, but they do not establish that every airport, airline or flight is disrupted. Continue Reading Full Article TRANSPORT AND AIRLINES KAA Warns of Flight Delays at Kenyan Airports By Serge Kitoko Tshibanda Political Analyst Serge Kitoko Tshibanda Home Comment Aug 30, 2026 Aug 30, 2026 4 min read Copy link Facebook X (Twitter) WhatsApp Published Updated: NAIROBI, Kenya — 30 August 2026: The Kenya Airports Authority warned passengers shortly before midday on Sunday that some departing flights were delayed at airports across the country. ADVERTISEMENT Travellers should check the airline’s app, booking page, SMS or email notices and official customer-service channels. ADVERTISEMENT KAA’s notice referred broadly to “our airports,” while the strongest on-the-ground reporting focused on JKIA. Passengers at Mombasa, Kisumu, Eldoret, Malindi and other KAA-managed airports should therefore verify their own departures instead of applying the Nairobi reports automatically. What remains unclear No named union statement explaining the reported go-slow was located by the verification cutoff. KAA did not say how many departures were delayed, how long the average delay was, whether arrivals were affected or whether any flights had been cancelled. That uncertainty makes sweeping claims unsafe. The available evidence supports “some departing flights are delayed,” not “Kenya’s airports are closed.” It also does not support blaming a specific worker dispute until KAA, KCAA or the relevant union issues a detailed account. The disruption comes after an earlier aviation labour process, but the current notice must be reported on its own verified facts. XTRAfrica has covered wider pressure on African aviation from fuel and supply risks and a separate Kenya Airways suspension involving Kinshasa . Neither earlier story proves the cause of Sunday’s delays. Trending Now US Democrats' Rwanda Record: Peaceful Change and Congo Sovereignty . ADVERTISEMENT Practical steps for passengers Passengers due to depart on Sunday should keep their booking reference available, take screenshots of airline notices and retain receipts for expenses caused by a confirmed delay. International travellers should allow extra time for check-in and security but should avoid travelling to the airport solely on the assumption that a delayed flight has been cancelled. If an airline changes a departure, ask it directly about rebooking, connections and baggage handling. KAA manages airport infrastructure, while the operating airline controls the passenger’s booking and is the correct source for flight-specific changes. The next verifiable updates will be a KAA or KCAA statement explaining the disruption, airline-specific schedule changes, and confirmation that normal operations have resumed. Tiffany Pollard says Nicki Minaj’s recent political rhetoric has disappointed members of the LGBTQ+ community. Speaking to TMZ in West Hollywood earlier this week, Pollard — who recently came out as queer and non-binary — said Minaj’s political involvement and rhetoric have alienated some of her longtime LGBTQ+ supporters. Pollard said she does not believe Minaj should be excluded from the entertainment industry but suggested the artist engage with more progressive voices. She referenced musician Bruce Springsteen, noting his public criticism of forme r President Donald Trump , as an example of a figure Minaj could learn from. Minaj has recently praised Trump’s agenda and appeared at a Turning Point USA event, where she drew attention after mistakenly referring to U.S. Senator J.D. - Ghana ex‑finance minister detained by ICE over visa, faces extradition
Former Ghana finance minister Ken Ofori-Atta, facing corruption charges, was detained by U.S. immigration over visa issues as Ghana seeks extradition. Former Ghana finance minister Ken Ofori-Atta, Ghana’s former finance minister who faces multiple corruption charges at home, has been detained by U.S. Immigration and Customs Enforcement (ICE) over an alleged visa overstay. His Ghana-based law firm said the 66-year-old was taken into custody on 6 January by ICE officials in Virginia while seeking to extend his stay for medical treatment. The case has drawn attention because Ghana’s Office of the Special Prosecutor (OSP) wants him extradited to face trial and because he served as finance minister from 2017 until February 2024. Detention and immigration status According to a statement by the law firm Minkah-Premo, Osei-Bonsu, Bruce-Cathline and Partners, Ofori-Atta has a pending petition for adjustment of status, which would allow him to remain in the United States beyond his original visa expiry. ICE took him into custody to resolve questions about his current status. The lawyers said his U.S. legal team is in contact with ICE and expects the matter to be resolved “expeditiously”. They stressed that he is cooperating fully and described him as a law-abiding person. The BBC originally reported the detention, citing similar statements from his representatives. Medical treatment in the United States Ofori-Atta has been outside Ghana for more than a year receiving medical care. An official case chronology published by the OSP shows he left Ghana around 2 January 2025 and subsequently informed investigators that he required indefinite medical treatment . He has been treated for prostate cancer and underwent a radical prostatectomy at the Mayo Clinic in Minnesota on 13 June 2025. He has also been managing a post-COVID-19 multi-system inflammatory condition requiring ongoing monitoring. Charges and extradition The OSP has opened several corruption investigations against Ofori-Atta and other former officials. An official press briefing by Special Prosecutor Kissi Agyebeng listed alleged irregularities, including contracts between Strategic Mobilization Ghana Limited and the Ghana Revenue Authority, the termination of a loss-reduction project with a Chinese firm, payments related to the National Cathedral project and a fleet of ambulances, and the handling of tax refund accounts. The briefing described Ofori-Atta as a fugitive after he failed to appear for questioning in February 2025. In November 2025 the OSP formally charged him and seven co-accused with 28 counts of corruption and corruption-related offences, and Ghana’s attorney-general later forwarded an extradition request to U.S. authorities. The pending cases allege the accused individuals influenced procurement processes and caused financial losses through contracts awarded to SML. The pending cases allege the accused individuals influenced procurement processes and caused financial losses through contracts awarded to SML. Lawyers’ response ADVERTISEMENT Ofori-Atta’s international lawyer, Enayat Qasimi, told Ghana’s state broadcaster that his client is not evading justice and believes the proceedings are politically motivated. Qasimi said the former minister’s whereabouts and medical condition were known to investigators and argued that issuing an Interpol Red Notice was unnecessary. He added that Ofori-Atta is willing to answer all questions and “fully comply with the laws of Ghana”. Ofori-Atta served as Ghana’s finance minister from 2017 until February 2024, when President Nana Akufo-Addo removed him in a cabinet reshuffle. He had overseen Ghana’s response to a severe debt crisis and negotiations with the International Monetary Fund, but faced criticism over soaring inflation and currency depreciation. Ghana’s ruling New Patriotic Party then lost the December 2024 general election; former president John Dramani Mahama won the presidency after his rival Vice-President Mahamudu Bawumia conceded defeat. Mahama, who campaigned on anti-corruption pledges, also secured a parliamentary majority for his National Democratic Congress. In September 2025 President Mahama announced that Ghana would accept West African nationals deported from the United States and had already facilitated the transit of 14 deportees to their home countries. He said the arrangement recognised that West Africans can enter Ghana without visas. However, Ghana has also criticised recent U.S. foreign-policy moves. On 4 January 2026 the Foreign Affairs Ministry condemned what it called a unilateral U.S. military invasion of Venezuela and demanded the immediate release of President Nicolás Maduro and his wife, describing the reported abduction as a violation of international law . The ministry warned that such actions undermine the sovereignty of states and called for de-escalation. These statements highlight Accra’s willingness to cooperate on migration issues while resisting perceived overreach in other areas. Next steps ICE has not publicly commented on Ofori-Atta’s detention, and it is unclear how long he will remain in custody. Ghana’s extradition request is now with U.S. authorities for review. If U.S. courts find probable cause and the Secretary of State approves, he could be transferred to Ghana to stand trial. Until then, his legal team says they will continue to seek an immigration status adjustment and challenge what they describe as politically driven charges. - GehGeh Questions Peller’s Readiness for Marriage to Jarvis
GehGeh has criticised Peller’s marriage move, saying financial success does not automatically mean someone is ready to marry. Peller ’s latest relationship milestone has sparked celebration among fans—but not everyone is cheering. Just days after the popular TikTok star announced that he had paid the bride price of fellow content creator Jarvis, social media commentator GehGeh stepped into the conversation with a blunt assessment of the young influencer’s decision. According to The Punch, GehGeh, whose real name is Ojaigho Prosper, questioned whether financial success alone is enough reason to get married, arguing that marriage demands far more than money. The debate started after Peller, born Habeeb Hamzat, shared videos from a family introduction ceremony and revealed that he had officially completed traditional marriage rites with Jarvis, whose real name is Elizabeth Aminata. The announcement quickly spread across social media, with many fans congratulating the couple on taking another major step in their relationship. GehGeh, however, believes the bigger conversation should be about readiness. Reacting on X, the commentator argued that marriage requires emotional, mental, physical and spiritual maturity. In his view, those celebrating the union because of Peller’s financial status are overlooking other important factors that come with lifelong commitment. He also expressed frustration that Peller did not take his previous advice, suggesting that the content creator still has significant personal growth ahead of him before embracing married life. The outspoken commentator further challenged supporters of the relationship, asking whether they would encourage a younger sibling or relative of the same age to get married simply because they had money. The discussion arrives just weeks after Peller proposed to Jarvis at the La Palm Royal Beach Hotel in Accra, Ghana. The proposal attracted widespread attention online and became one of the most talked-about moments in Nigeria’s influencer space. What the R399 Sports package includes The R399 price applies to DStv Sports on streaming; the satellite price is R479. DStv says the plan includes every English Premier League, UEFA Champions League and South African Premiership match, all cricket, local and club rugby, one United Rugby Championship match of the week, combat sport, cycling and the entertainment already available on Select. ADVERTISEMENT It is not the complete SuperSport catalogue. DStv's official launch summary says Premium remains the home of Springbok and other international rugby, Formula 1, MotoGP, major tennis and golf. Customers who mainly want football and cricket may find Sports sufficient; viewers who follow those Premium-only codes will still need the higher tier. That distinction explains much of the search interest. The plan is sports-focused, not sports-complete. XTRAfrica's earlier guide to watching rugby, PSL and EPL in South Africa shows why channel-level confirmation matters before a major fixture. Movies, local channels and lower-cost plans Select adds Mzansi Magic and full PSL coverage to Starter's lineup. Starter includes selected football through SuperSport Kickoff, including selected Premier League and PSL matches and La Liga coverage. Movies & Series is a new R500 plan built around M-Net, kykNET, M-Net Movies and other entertainment channels. It still includes the content available on Select, but it does not replace Premium for viewers who want the widest sports rights. - Mafia Island Travel Guide: Diving, Whale Sharks and When to Go
Plan a Mafia Island trip with the best seasons for whale sharks and diving, where to stay, how to get there, marine-park fees and responsible travel. Mafia Island rewards travellers who plan around the sea, not a checklist of beaches. The island lies off Tanzania’s mainland coast and has two practical tourism centres: Kilindoni in the west for the airport, town life and seasonal whale-shark trips, and Utende in the southeast for Chole Bay’s reefs and dive operations. It is not part of Zanzibar. The protected seascape is substantial: the Protected Planet profile for Mafia Island Marine Park records an area of 822 square kilometres. Yet a successful visit depends less on that impressive number than on choosing the right coast, month and number of nights. XTRAfrica’s broader Tanzania travel guide can help position Mafia within a longer national trip. When is the best time to visit Mafia Island? Choose late October to February if whale sharks and the widest range of diving are priorities. Stay near Kilindoni for whale-shark outings and near Utende for Chole Bay diving. Allow four or five nights, because wind, tides and visibility can change marine plans. Before You Book: Understand Mafia Island’s Two Coasts Mafia is in Tanzania’s Pwani Region, south of Dar es Salaam. It is separate from the Zanzibar archipelago, so do not use Zanzibar maps, airport transfers or island-entry arrangements to plan it. Tanzania’s Immigration Services Department remains the authority for national visa and entry information. Kilindoni, on Mafia’s western side, contains the airport, the main town and the departure area used by many whale-shark boats. Utende, roughly across the island to the southeast, is the usual base for diving and snorkelling in Chole Bay and Mafia Island Marine Park. Chole and Juani are reached by boat and work better as slow excursions or specialist stays than as substitutes for Kilindoni’s services. For a first visit centred equally on whale sharks and reefs, splitting the stay is often worth the extra transfer. If diving is the only priority, base yourself at Utende. If whale sharks are the reason for the trip, Kilindoni removes an unnecessary early-morning road journey but still leave room for a Chole Bay day. How Many Nights Do You Need? Four nights is a sensible minimum; five is safer when marine wildlife is the main purpose. A short stay can be lost to a delayed flight, unsuitable sea conditions or a whale-shark outing with no sighting. Wildlife never follows a booking calendar. A balanced five-night plan looks like this: Continue Reading Full Article TRAVEL GUIDE Mafia Island Travel Guide: Diving, Whale Sharks and When to Go By Neema Asha Mwakalinga Travel & Culture Expert Neema Asha Mwakalinga Home Comment Aug 20, 2026 Aug 20, 2026 16 min read Copy link Facebook X (Twitter) WhatsApp Published Updated: Mafia Island rewards travellers who plan around the sea, not a checklist of beaches. Four nights is a sensible minimum; five is safer when marine wildlife is the main purpose. A short stay can be lost to a delayed flight, unsuitable sea conditions or a whale-shark outing with no sighting. Wildlife never follows a booking calendar. A balanced five-night plan looks like this: Arrive at Mafia Airport and settle near Kilindoni. Make a first whale-shark attempt, then explore the town or west coast. Keep a second weather window before transferring to Utende. Dive or snorkel in Chole Bay. Choose another dive, a sandbank, mangroves or a community-guided heritage trip. Fly out after a final night close to the side of the island that best suits the departure time. Travellers adding Mafia to a safari should protect at least one mainland connection night before an international flight. The route-planning principles in XTRAfrica’s 10-day Tanzania itinerary are useful even if Mafia replaces Zanzibar: domestic flights simplify the map, but weather and operating changes still require buffers. Whale Sharks: The Season Is a Window, Not a Promise A whale shark photographed underwater during a trip off Mafia Island. Sightings are seasonal and never guaranteed. Photo: Barlky/Wikimedia Commons, CC BY-SA 4.0. Mafia’s whale-shark season is commonly advertised from October into February or March. The strongest scientific evidence is more precise. A peer-reviewed Frontiers in Marine Science study of tagged Mafia whale sharks defines the sighting season as October to February and found that the animals’ core habitat was exclusively inshore from December to February. During the March-to-September off-season, tracked sharks shifted into deeper, offshore water. That distinction matters. The sharks do not necessarily leave the wider Mafia area; they become much harder for visitors to encounter at the surface. December to February offers the strongest seasonal logic for a whale-shark-focused trip, while late October and November can work without guaranteeing either calm seas or sightings. Most visitor encounters are snorkelling trips, not scuba dives. Ask an operator how many people enter the water at once, whether a spotter is used and what happens if conditions deteriorate. Build two possible mornings into the itinerary rather than paying for one rushed attempt. A responsible crew should brief guests to enter calmly, keep clear of the animal’s path, never touch or chase it and follow the guide immediately if the encounter is stopped. Those rules protect both swimmers and sharks. WWF’s account of its work around Mafia explains that it has worked with the local Whale Shark Tourism Operators Network to develop sustainable standards and an ethical code of conduct. The community-led WATONET network also connects tourism, conservation and local livelihoods. Choose an operator willing to explain these standards before the boat leaves. ADVERTISEMENT Diving and Snorkelling in Chole Bay Two scuba divers explore a tropical coral reef. Illustrative diving image; not photographed at Mafia Island. Photo: HUAHIN PILOT LAND & REAL ESTATE DRONER/Pexels. Chole Bay is the practical centre of Mafia’s reef tourism. Sheltered sites can serve newer divers and snorkellers, while channels and sites beyond the bay demand more experience. Conditions are controlled by tides and currents, not by a fixed resort timetable. One established local operator, Mafia Island Diving , currently describes shore and Chole Bay diving as available year-round, while scheduling dives outside the bay from October to March for advanced divers because depths and currents are less forgiving. Treat that as operator-specific guidance, not a guarantee that every centre or site will run throughout those months. Daily timing also changes with the tide. Big Blu’s current diving information says a two-dive outing may occupy four to six hours and asks certified divers to bring proof of certification and diving insurance. Before paying a deposit, confirm the intended sites, maximum group size, equipment included, refresher requirements and cancellation policy. Non-divers still have good options. Ask for a genuine snorkelling trip rather than assuming you can ride on a dive boat; the best site and supervision ratio may differ. A flotation aid, rash vest and reef-safe sun protection are useful. Never stand on coral, collect shells or accept feeding of marine animals to produce photographs. When to Go, Based on What You Want to Do A traditional wooden boat rests beside a palm-lined beach on Mafia Island in Tanzania’s Indian Ocean waters. Photo: Gill Penney/Wikimedia Commons, CC BY 2.0. For a national comparison of safari, coast and mountain seasons, read XTRAfrica’s best time to visit Tanzania . Mafia has its own marine rhythm, so a month that works well for a mainland safari may not be the best month for outer-reef diving or whale sharks. The long-rain period requires direct confirmation. Some island tourism businesses reduce services or close, and rough conditions can interrupt flights or boats. Do not rely on a property’s automated booking calendar as proof that its dive centre, restaurant and transfers are all operating. Getting There and Around the Island A small passenger boat crosses the water near Mafia Island’s harbour early in the morning. Flying is the most dependable way to build Mafia into a time-limited itinerary. Coastal Aviation’s Mafia timetable currently lists daily Dar es Salaam flights, including services taking about 30 to 35 minutes, but the airline tells passengers to confirm the complete schedule with reservations. Auric Air also advertises Mafia connections from Dar es Salaam, Zanzibar and southern safari areas. Search live inventory for the actual travel date rather than copying a timetable into a rigid plan. Small-aircraft baggage allowances can be tighter than international-airline limits. Divers should check the booked carrier’s current allowance, excess-baggage procedure and rules for regulators, lights and other specialist equipment before departure. The mainland sea route should be treated cautiously. In May 2026, The Citizen reported that MV Kilindoni had broken down , leaving residents dependent on smaller vessels. XTRAfrica found no authoritative, current timetable confirming dependable resumption by the verification date. Do not build an international connection around old blog schedules; reconfirm the vessel, departure point, ticketing and sea conditions locally. On Mafia, pre-arranged vehicle transfers are the easiest option between the airport, Kilindoni and Utende. Confirm whether a lodge quote is per person or per vehicle. Local taxis and three-wheelers can serve shorter trips, but road surfaces, lighting and availability vary. Arrange the return journey before a late outing rather than expecting an app-based ride. Choose the base before choosing the hotel. Stay near Kilindoni when whale sharks, an early flight or access to town restaurants matters most. Ask how far the property is from the boat departure point, not merely whether it advertises “whale-shark access.” This side also makes sense for a short first or final night. Stay near Utende when diving and snorkelling are the centre of the trip. Ask whether the property lies inside the marine-park charging area, whether the dive centre is on site or independent, and whether meals are included. Utende is not a substitute for Kilindoni if you want a wide choice of everyday town services. Stay on Chole or another smaller island for quiet, character and boat-based exploration. Confirm electricity hours, mobile signal, drinking water, luggage transfer, low-tide landing arrangements and emergency transport. Romantic isolation becomes inconvenient when those details are unclear. Costs, Marine-Park Fees and Booking Questions Mafia is not automatically a cheap alternative to Zanzibar. Domestic flights, transfers, marine activities and protected-area charges can outweigh a modest room rate. For context on how coastal extensions fit a larger holiday budget, use XTRAfrica’s 2026 Tanzania safari cost guide . The government’s MPRU Reservation and Payment System lists Mafia Island, but public access did not expose a simple, current visitor tariff during this review. Ask the lodge or dive centre for a dated, itemised quotation showing the marine-park fee, taxes, number of chargeable days, payment currency and whether the property collects it. Do not present an old screenshot or operator blog rate as the official fee. Before confirming, request these items in writing: domestic flight and baggage terms; airport transfer in both directions; room, taxes and meal plan; marine-park charges and payment method; dive package, equipment hire and insurance requirements; whale-shark trip, retry and weather-cancellation policy; card surcharge, cash needs and refund terms. Carry more than one payment method. ATMs and card connections can fail, while remote lodges may settle extras differently from town businesses. Keep cash secure and do not assume every quoted US-dollar price can be paid with an old or damaged banknote. What to Do Beyond Whale Sharks and Diving Historic stone ruins surrounded by dense vegetation on Chole Island, near Mafia Island. Photo: Jens Klinzing/Wikimedia Commons, CC BY-SA 3.0. Leave at least half a day unassigned. Depending on tide and operator, alternatives can include a sandbank, mangroves, birding, a village walk or a resident-guided visit to heritage remains around Chole and Juani. These are not filler activities: they reveal the inhabited archipelago behind the underwater marketing. Ask who leads a village or heritage visit and how the fee benefits residents. Dress with ordinary community settings in mind, request permission before photographing people and do not fly a drone without checking national, protected-area and local restrictions. A respectful guide should explain daily life without staging residents as attractions. Mafia Island Marine Park is not an empty wilderness. The Western Indian Ocean Marine Science Association describes a co-management system involving village liaison and enforcement committees. Spending with locally rooted guides, boat crews and food businesses helps keep tourism connected to the communities sharing the protected seascape. Photo: Nina R/Wikimedia Commons, CC BY 2.0. Medical capacity is limited on a remote island. UK government guidance notes that healthcare facilities are limited outside Dar es Salaam , so insurance should cover treatment and emergency evacuation. Divers should disclose medical conditions honestly and confirm that their policy covers their planned depth and activity. Accessibility information is inconsistent. Sand, uneven paths, boat steps, wet landings and tide-dependent jetties can create barriers for travellers with limited mobility. Ask a property for current photographs and measurements of the room entrance, bathroom, paths and boat access. “Accessible” is too vague without those details. Is Mafia Island Right for You? Choose Mafia when the trip’s centre is marine life, diving, community-scale tourism and unhurried evenings. It works especially well for travellers prepared to build days around tides and conditions. Choose Zanzibar instead if you want a larger range of beach districts, frequent road transfers, extensive dining and nightlife, or a historic city stay without relying on small aircraft. The strongest Mafia trip is not the one with the most excursions. It is the one with enough time to move between the island’s two useful bases, repeat a weather-dependent outing and accept that whale sharks remain wild. Plan that structure first; choose the lodge second. FAQs What is the best month to visit Mafia Island for whale sharks? December to February has the clearest research basis for inshore whale-shark habitat, although trips commonly begin earlier in the October-to-February sighting season. No month guarantees an encounter, so allow more than one possible outing. Is Mafia Island part of Zanzibar? No. Mafia Island is part of mainland Tanzania’s Pwani Region, not the Zanzibar archipelago. Do not assume Zanzibar airport transfers, ferries or island-specific entry procedures apply to Mafia. Do I need to scuba dive to enjoy Mafia Island? No. Whale-shark encounters are normally snorkelling activities, and Chole Bay also offers snorkelling, sandbanks, boat trips and community-guided excursions. Confirm swimming requirements and flotation support with the operator. How long should I stay on Mafia Island? Four nights is a practical minimum, while five gives a better weather buffer and makes a Kilindoni–Utende split realistic. Add a mainland connection night before a long-haul departure. Can I take a ferry from the mainland to Mafia Island? A sea connection has operated, but a major vessel failure was reported in May 2026 and no dependable current schedule was verified for this guide. Confirm locally before relying on it; flying is easier to protect within a fixed itinerary. Is there a fee for Mafia Island Marine Park? Visitors using or staying in the marine-park area should expect protected-area charges. Because categories and collection arrangements can change, request a dated itemised quote and verify it against the government MPRU payment system rather than copying an old rate. Is Mafia Island suitable during the March-to-May rains? Only for flexible travellers who verify every service. Heavy rain and rough conditions can affect flights and boats, and some lodges or dive operations reduce services or close seasonally.
