It represents an attempt to draw a line between political opposition, which Tshisekedi says belongs inside democratic debate, and armed rebellion, which will be handled through security, peace and demobilization mechanisms. Who Exactly Is Excluded? Tshisekedi did not leave the exclusion criteria vague. According to his speech, groups or actors will not participate in the national dialogue as political components if, when the process begins, they are: fighting the constitutional order with weapons; occupying part of the national territory by force; illegally administering entities of the Republic; or acting in the service of a foreign power. Tshisekedi then explicitly identified that foreign power as Rwanda. That wording unmistakably places the current AFC/M23 rebellion at the center of the restriction, reflecting Kinshasa's position that the movement operates with Rwandan military backing. The Rwandan government has repeatedly disputed the DRC government's characterization of its role and says its security concerns are connected in particular to the FDLR and threats against communities in eastern Congo. But Tshisekedi's speech was not presented as an invitation to renegotiate those competing narratives. It was a declaration of the rules governing his domestic national dialogue. The Critical Distinction: Doha Is for AFC/M23 Tshisekedi also addressed an obvious question: if AFC/M23 cannot participate in the national dialogue as an armed political component, where will negotiations concerning the conflict take place? ADVERTISEMENT His answer was Doha. “The Doha process remains the appropriate framework for dealing with AFC/M23 on issues relating to the cessation of hostilities, disengagement, cantonment, disarmament and other modalities directly linked to the conflict.” This is arguably the most important structural element of the announcement. Tshisekedi is creating two separate tracks. The national dialogue concerns the political and institutional future of the Congolese Republic. The Doha process remains the framework for dealing with AFC/M23 on the armed conflict. The President stressed that one process would not replace the other. “The national dialogue will not substitute itself for this process.” That separation is intended to prevent the domestic dialogue from becoming an alternative negotiating channel through which an armed movement could transform battlefield leverage into political concessions. No Parallel Route From Battlefield to Political Power Tshisekedi was particularly direct on this point. He said the national dialogue: “Will not become a parallel route allowing people to obtain through arms what democracy and the constitutional order have not granted.” That statement addresses a sensitive issue in Congolese political history. Successive conflicts have repeatedly forced the Congolese state to confront the question of how former armed movements should be incorporated into post-conflict political and security arrangements. Tshisekedi's new formula attempts to distinguish individual reintegration after disarmament from political recognition obtained because an armed organization captured territory. The distinction is fundamental. Under the framework he announced, laying down arms can open a route back into the national community. Remaining armed does not create an entitlement to political representation. The Door Is Not Completely Closed to Individual Fighters Tshisekedi's position is therefore not simply “no reintegration.” The President explicitly said a path back into the national community would remain available to individuals who abandon armed struggle. ADVERTISEMENT But he attached conditions. Individuals would have to sincerely and verifiably renounce armed engagement and all forms of violence. They would also be required to unequivocally condemn what Tshisekedi described as the aggression against the DRC. Those individuals could then be handled through the country's Disarmament, Demobilization, Community Recovery and Stabilization Program (P-DDRCS), alongside applicable justice and reconciliation mechanisms. This creates an important distinction between reintegration of individuals and political legitimization of an armed organization. A fighter can potentially return to civilian national life after abandoning violence. An armed movement cannot, according to Tshisekedi's framework, retain its weapons and territorial leverage while simultaneously demanding recognition as an ordinary political actor. Tshisekedi Is Trying to Remove a Major Fear Around the Dialogue The announcement of a national dialogue immediately raises difficult questions in a country still facing armed occupation in parts of its eastern territory. Among them is whether “inclusivity” could eventually mean bringing AFC/M23 into a broader political settlement. Tshisekedi's speech appears deliberately designed to answer that concern before the dialogue begins. His position is essentially that inclusivity has constitutional limits.
