President William Ruto has appointed former Youth Affairs, Creative Economy and Sports Cabinet Secretary Ababu Namwamba as Kenya’s High Commissioner to Uganda, in the latest changes to the country’s diplomatic postings.


The move was announced on Wednesday, January 21, by Chief of Staff and Head of the Public Service Felix Koskei, who said the changes were driven by vacancies created by the end of service terms for some ambassadors and high commissioners, and would take effect immediately as reported by the  Kenyans.


Namwamba is set to replace Joash Maangi, who has been serving as Kenya’s High Commissioner to Uganda. Under the reshuffle, Maangi has been redeployed to Brussels, Belgium, where he will serve as Kenya’s ambassador to the European Union.


The reassignment returns Namwamba to an official government role after his exit from the Cabinet during President Ruto’s July 2024 decision to dissolve the Cabinet amid nationwide protests.


What the Kampala posting means

As High Commissioner, Namwamba will lead Kenya’s diplomatic mission in Kampala and serve as the government’s top representative to Uganda. The job typically covers political engagement with the host government, support for trade and investment links, coordination on cross-border issues, and delivery of consular services to citizens abroad.


Kenya and Uganda maintain long-standing ties through the East African Community (EAC), where member states pursue regional integration in areas such as trade, movement of people, and infrastructure development. While day-to-day diplomatic work is often technical, the Kampala mission is one of Kenya’s key regional posts because of the constant flow of business, travel, and policy coordination between the two neighbours.


High commissioners and ambassadors also routinely support government-to-government engagements, including official visits, inter-ministerial meetings, and bilateral agreements, while representing their countries at national ceremonies and key public events.


As with other diplomatic appointments, an envoy’s work is usually formalised through established diplomatic procedures, including accreditation in the host country and the presentation of credentials once the receiving state provides the required clearance.

Maangi’s move to Brussels

Maangi’s transfer to Brussels places him at the centre of Kenya’s engagement with the European Union, a major diplomatic and economic partner. In Brussels, Kenya’s mission to the EU typically handles political relations, trade and development cooperation discussions, and coordination on regional and global issues that feature in Kenya–EU engagements.

Koskei’s statement indicated that the changes were part of a wider adjustment of postings, rather than a recall without reassignment.



Namwamba previously served in President Ruto’s first Cabinet as the Cabinet Secretary responsible for youth affairs, the creative economy and sports. He took up the role in 2022.

His new posting comes at a time when the administration has continued to place former senior officials into diplomatic assignments, a trend that has drawn public attention in recent months as the government reconfigures both domestic leadership and external representation.


Supporters of such appointments argue that experienced political leaders can bring public-sector networks and visibility to diplomatic assignments, particularly in markets where government-to-government engagement matters for business access. Critics, on the other hand, often question whether the approach strengthens career diplomacy or places too much emphasis on political considerations.


What happens next

In Kenya, senior diplomatic appointments are typically communicated through official notices and then followed by administrative steps that allow the envoy to assume office. The process includes coordination by the Ministry of Foreign and Diaspora Affairs, which oversees foreign missions and the deployment of heads of mission.

Once in post, a high commissioner is expected to lead the mission’s staff, supervise reporting to Nairobi, and manage consular support to citizens, including assistance during emergencies. Missions also engage on issues such as migration, education links, security cooperation, and support for Kenyan businesses operating abroad.


For Namwamba, the Kampala role will involve building working relationships with Ugandan officials and positioning Kenya’s interests within ongoing regional conversations particularly within EAC frameworks that touch on trade, transport corridors, and the movement of people.


Kenya’s government has not provided a public timeline for when Namwamba will formally take up the posting, but Koskei’s notice said the changes take effect immediately.
