In an interview on TV5Monde, Congolese Government Spokesperson Patrick Muyaya stripped away the diplomatic veil and directly named Rwanda and President Paul Kagame as the root cause of the ongoing violence in eastern DRC. According to Muyaya, the war is no longer about security or ethnic protection, but cold economic greed.

“You want to know why peace is not returning to eastern Congo? Ask Kagame, the father of M23,” said Muyaya. “This is a war of pillage.”

Rwanda’s Admission of M23 Coordination Changes Everything

Muyaya cited Rwanda’s own admission in January 2026 of its “security coordination” with the M23/AFC rebel coalition as a public confession that Kagame’s regime had lied for years.


Now that even Kagame admits M23 is his ‘son,’ the legal and diplomatic equation has changed. It’s time for real consequences,” Muyaya emphasized.

This comes after Kigali long denied its military presence in Congo, even as UN reports confirm that between 4,000 and 7,000 Rwandan troops have operated inside DRC alongside M23, triggering a humanitarian catastrophe.


The Cost: Displacement, Death, and Trauma

The humanitarian toll is staggering. According to Muyaya:


  • 1,000 civilians have been forced to flee to Burundi

  • Over 1,500 people have been killed

  • More than 12,000 children have been separated from their families


All this, while Rwanda continues drone strikes and armed incursions, violating ceasefire agreements signed in Washington (Dec 2025) and Doha (ongoing).


“They sit at the table in Doha and Washington, then go home and bomb civilians,” Muyaya said. “That is not peace. That is terror.”

False Protection Narrative: Banyamulenge Used as Pretext

Muyaya forcefully rejected Kagame’s long-standing claim that Rwanda intervenes to “protect” Congolese Tutsis (Banyamulenge) in the east. He called it “a recycled lie”, used to justify Rwanda’s military aggression.

We spoke directly with Banyamulenge youth in Washington. They reject this manipulation and support Congo’s sovereignty,” Muyaya stated.

He emphasized President Tshisekedi’s consistent engagement with Congolese Tutsi communities as proof that Kinshasa protects all Congolese citizens — and that it is Rwanda that endangers them by using their identity for political cover.


The Kigali–M23 Equation: “Father and Son” War Machine

Muyaya described M23 as a proxy rebel army funded and directed by Kagame’s regime.

“The father (Kagame) sends the son (M23) to loot Congo. That’s the reality. Rwanda wants war because peace threatens their economic interests.”

DRC’s Conditions for Peace

Muyaya reiterated that Kinshasa will not participate in any new internal dialogue unless:

  • All foreign troops (including RDF) leave Congolese soil

  • A verifiable ceasefire is enforced

  • All parties respect commitments signed in Doha and Washington

We’re ready for dialogue, but not one that rewards impunity,” he concluded. “We know Kagame’s game. And this time, it won’t work.”


Context

This high-stakes interview follows mounting international pressure on Rwanda after congressional hearings in Washington and testimonies from Banyamulenge youth who denounced Kigali’s manipulation.


As Rwanda tries to control the narrative, voices from Kinshasa and Congolese communities across the diaspora are fighting back with facts.
