The Democratic Republic of the Congo is preparing a major step toward improving the lives of public servants by placing salary inclusion at the heart of its 2027 budget priorities.

Deputy Prime Minister and Public Service Minister Jean-Pierre Lihau said the government wants every public employee who genuinely performs their duties to receive regular pay.

The initiative will focus on identifying active workers and progressively integrating eligible employees into the official payroll.

According to Zoom Eco, the measure was discussed during budget consultations between Lihau and Deputy Prime Minister and Budget Minister Adolphe Muzito.

The planned reform could bring greater financial stability to public workers and their families while strengthening morale across the administration.

Reliable salaries can help households meet essential expenses such as food, housing, transport and school fees.

Salary inclusion also forms part of a broader programme to modernize the Congolese public service. The government is advancing personnel identification, workforce renewal and improved administrative infrastructure across the provinces.

A separate Zoom Eco report confirms that improving salary conditions for public employees is among the priorities being prepared for the 2027 budget.

By connecting active public workers to the national payroll, the government aims to build a fairer, more motivated and more effective administration capable of delivering better services to citizens across the DRC.
