A youth leader allied to the ruling camp in the Democratic Republic of Congo has argued that President Félix Tshisekedi should be viewed not as pursuing a third term, but as carrying a longer “mission of peace,” in remarks that are likely to sharpen debate over presidential limits and constitutional change.


In an interview published Thursday, Mardoché Nsele Minga said Tshisekedi was engaged in a “special 12-year mandate of peace” tied to state continuity, sovereignty and the security crisis in the east.


Nsele’s intervention lands in a highly sensitive constitutional context. The DRC’s 2006 Constitution states that the president is elected for a five-year term renewable only once, making the current two-term limit the core legal reference in any debate about political continuity beyond 2028.


Rights groups have also noted that Tshisekedi publicly floated constitutional change in late 2024, helping turn term-limit questions into a major national political issue.


By tying his argument to war, territorial integrity and institutional survival, Nsele sought to broaden the discussion beyond ordinary electoral politics.


That framing comes as fighting in eastern DRC remains active, with recent security monitoring pointing to continued M23 offensives and shifting front lines in North and South Kivu, a backdrop that supporters of institutional continuity increasingly invoke in political messaging. Still, Nsele’s remarks reflect a partisan political suggestion rather than an established legal doctrine or announced state policy. His comments are likely to revive arguments among the majority, opposition and civil society over whether the country’s security emergency can be used to justify a broader rethinking of presidential tenure.


A separate Human Rights Watch analysis has already warned that proposals to revisit term limits could test the credibility of Congo’s constitutional order.
