- DRC Justice Ministry Confirms Denise Dusauchoy Arrest in Tanzania
DRC's Justice Ministry confirms Denise Dusauchoy was arrested in Tanzania on August 30 under a Congolese judicial warrant and international cooperation. KINSHASA, Democratic Republic of the Congo — August 31, 2026 — The DRC Ministry of Justice and Keeper of the Seals has officially confirmed the arrest of Denise Dusauchoy in Tanzania, saying the operation was carried out under international judicial cooperation between Congolese and Tanzanian authorities. According to Communiqué No. 0031/CAB/ME/MIN/J&GS/2026, Dusauchoy was arrested on August 30, 2026, by the competent Tanzanian authorities in execution of an arrest warrant issued by judicial authorities in the Democratic Republic of the Congo. The ministry said the arrest follows judicial proceedings connected to criminal cases currently under investigation. It also revealed that in October and November 2025, the Prosecutor General at the Court of Cassation sent three international letters rogatory to Belgian judicial authorities concerning criminal cases opened by the Kinshasa/Gombe prosecutor's office involving Dusauchoy and other individuals. According to the statement, international arrest warrants had also been issued as part of those proceedings. The Justice Ministry praised what it described as the “quality and effectiveness” of cooperation between Congolese and Tanzanian authorities, saying that cooperation allowed the judicial measure to be executed while respecting applicable procedures. Kinshasa also thanked Tanzanian authorities for their cooperation and reaffirmed the DRC's intention to strengthen international judicial cooperation in the fight against impunity and for the effectiveness of justice. Importantly, the ministry stressed that the arrest is a procedural judicial measure and does not determine Dusauchoy's guilt. She remains presumed innocent until a final judicial decision is issued. The communiqué was issued in Kinshasa on August 31, 2026, by the Communication Unit of the DRC Ministry of Justice and Keeper of the Seals. HRW urges pressure on the UAE after alleging Colombian mercenaries were trained for Sudan’s RSF. Human Rights Watch is urging governments to increase pressure on the United Arab Emirates after accusing it of training Colombian mercenaries who were later deployed to support Sudan ’s Rapid Support Forces, according to an Associated Press report. The UAE denied the allegations. The rights group said countries, including members of the European Union, should press Abu Dhabi to end any support for the RSF and consider suspending military cooperation and arms sales. The allegations add to growing scrutiny of foreign involvement in Sudan’s war, which began in April 2023 between the Sudanese army and the RSF. The issue has also drawn sanctions attention. The U.S. Treasury previously sanctioned a network it said recruited former Colombian military personnel and trained fighters, including children, for the RSF. - Nigeria Polytechnic Degree Bill: Who Qualifies and What Happens Next?
Nigeria's Senate backs B.Tech degrees at federal polytechnics. See which qualifications are covered, the NUC condition and why the plan is not yet in force. ABUJA, Nigeria — 16 October 2026. Nigeria's Senate reconsidered and passed the Federal Polytechnics Act (Amendment) Bill on Thursday, 15 October, backing a proposed route for federal polytechnics to award honours Bachelor of Technology ( B.Tech .) degrees in science, engineering and technology. The proposal covers specified diploma holders, but it does not mean institutions can immediately enrol students for the new awards. According to Premium Times' account of the Senate sitting , the degree-awarding provision would require accreditation from the National Universities Commission (NUC) and other relevant regulators. Separate plenary reporting by New Telegraph says the revised bill must proceed to the House of Representatives for concurrence before any presidential assent. Can Nigerian federal polytechnics now award B.Tech degrees? The Senate approved a proposal on 15 October 2026 allowing federal polytechnics to award specified technology-related bachelor's degrees, subject to regulatory accreditation. That is a legislative step, not an immediate launch. Final lawmaking, institutional authorisation and approved programmes still stand between the Senate vote and a student's admission. What the Senate changed on 15 October The Senate returned to provisions of a bill it had already passed on 7 July 2026. Senate Leader Opeyemi Bamidele moved to withdraw the earlier decision on the affected clauses and send them back to the Committee of the Whole for another review. The chamber then considered the amendments and passed the revised bill at third reading. The Guardian's report of the sitting independently confirms that lawmakers reconsidered the measure before passing it again. The major educational change is a proposed addition to Section 2, creating authority for federal polytechnics to award a Bachelor of Technology with honours in designated science, engineering and technology programmes. According to Premium Times' description of the revised provision, the award could be available to holders of a National Diploma (ND), Higher National Diploma (HND) or postgraduate diploma, subject to the relevant accreditation requirements. Those categories identify qualifications mentioned in the proposed legal framework. They are not a published admissions notice, a conversion certificate or a guarantee that everyone with an ND or HND will receive a bachelor's degree. Who would the B.Tech pathway cover? Those categories identify qualifications mentioned in the proposed legal framework. They are not a published admissions notice, a conversion certificate or a guarantee that everyone with an ND or HND will receive a bachelor's degree. ADVERTISEMENT Who would the B.Tech pathway cover? The proposal concerns federal polytechnics . It does not, by itself, establish that every state or private polytechnic will gain the same direct degree-awarding powers. Nor does it identify which particular campuses or courses have completed the necessary approvals. Student or institution What the Senate proposal means ND holder Named among qualification holders who may enter an authorised B.Tech pathway; admission rules and duration still need clarification. HND holder Included in the proposed framework, but an existing HND is not automatically converted into a degree. Postgraduate diploma holder Also mentioned; individual eligibility, credit recognition and programme conditions have not been published. Federal polytechnic Could receive a legal route to award specified B.Tech degrees after the bill becomes law and required approvals are obtained. State or private polytechnic Not automatically covered by a provision expressly described as applying to federal polytechnics. An important distinction is between studying at a polytechnic and receiving a degree from that polytechnic. Some Nigerian polytechnics already participate in university-affiliated degree programmes. The NUC's list of approved affiliations includes arrangements involving polytechnics, but those arrangements do not prove that the institutions independently hold the proposed B.Tech awarding authority. Accreditation remains the condition that students cannot ignore Even after legislation is completed, accreditation will determine whether an institution can offer a particular degree programme. The NUC's Directorate of Accreditation describes its role in checking degree-awarding institutions and academic programmes against standards, resources and quality requirements. That distinction matters because a general statutory power does not identify the laboratories, lecturers, curriculum, facilities or assessments that will be acceptable for a specific engineering or science course. An institution may satisfy requirements for one programme without having approval for another. There was no verified institution-by-institution list of newly authorised B.Tech programmes, application dates, tuition charges or completion timelines in the material available on 16 October. Any advertisement saying that every HND holder can obtain a recognised B.Tech immediately should therefore be checked with the NUC, the institution and the education authorities before money changes hands. Does this end the HND–BSc divide? Not automatically. The bill addresses the types of qualifications that participating federal polytechnics may eventually award; it does not itself replace every public-service recruitment, promotion or salary rule that differentiates diploma and degree holders. Nigeria's long-running debate about the treatment of HND graduates helps explain the interest in the proposal. Premium Times reports that HND holders have encountered differences in recruitment grades and promotion opportunities. Separately, the National Board for Technical Education (NBTE) has previously described academic-progression obstacles for HND holders and promoted a distinct degree top-up route involving foreign universities. The NBTE's 2024 polytechnic schemes-of-service explanation also recorded changes to the recognition of HND holders within polytechnic academic staffing. Such employment reforms operate through their own rules. They should not be confused with the new Senate proposal or treated as evidence that all HND and bachelor's qualifications have become legally identical. ADVERTISEMENT For graduates, the distinction is practical: a new degree route could broaden opportunities for future students, but it would not automatically rewrite qualifications already issued or erase requirements set by employers and professional bodies. What happens to current ND and HND admissions? Students should continue to distinguish the ND and HND system in operation from the proposed B.Tech legislation. No published instruction reviewed for this report says existing ND or HND studies have been cancelled or that current students must switch into a degree programme. That is also separate from the September directive concerning how HND admissions should be recorded. XTRAfrica's earlier report on the NBTE directive involving JAMB and HND admissions explains that central admission processing and NYSC-record concerns are administrative questions, not permission for every polytechnic to confer B.Tech degrees. For ordinary 2026 tertiary admissions, candidates can also consult XTRAfrica's JAMB CAPS admission-status guide for the existing confirmation route. Applicants should not treat a social-media post about the Senate bill as an official offer or substitute for an institution's published requirements. The bill also proposes changes to polytechnic leadership Degrees are not the only issue in the amendments. Premium Times reports that a revision to Section 8 would put the appointment of federal polytechnic rectors in the hands of governing councils and provide for an initial five-year term, with eligibility for a second and final four-year term. Another revision to Section 31 concerns the definition of the minister responsible for education. These are proposed governance provisions , not appointment decisions announced for individual schools. Their final effect depends on the text that completes the legislative process. Students and staff should not assume that a reported rector-tenure change has already taken effect simply because the Senate approved it. What must happen before applications can begin? The revised bill must complete the remaining legislative stages. New Telegraph reports that it is to be transmitted to the House of Representatives for concurrence, with presidential assent to follow if the parliamentary process is completed. The National Assembly's explanation of the ordinary bill process likewise distinguishes third reading in one chamber from final approval of a law. ADVERTISEMENT After any enactment, attention would shift to guidance from the federal education authorities, the NUC, other applicable regulators and the affected institutions. Families considering a new qualification should look for these specific details before paying an application or registration fee: A verifiable final legal instrument and commencement arrangements. An official list of federal polytechnics and specific accredited B.Tech programmes . Published admission conditions for ND, HND or postgraduate diploma holders, including duration and any credit-transfer rules. A named official portal, approved fees and intake dates, issued by the responsible institution or regulator. Clear identification of the body awarding the qualification, especially where a university-affiliation arrangement is involved. Financial assistance may still be available through existing programmes rather than this bill. For example, XTRAfrica's 2026 MTN scholarship guide explains the separate eligibility rules that applied to qualifying public-polytechnic students. A proposed degree does not automatically change a scholarship's conditions. Questions students are asking Is the Federal Polytechnics Act amendment already law? The verified development is the Senate's revised third-reading passage on 15 October 2026. A completed House concurrence, presidential assent and a new implementation notice were not established by the sources reviewed for this article. Will every HND holder receive a B.Tech degree? No automatic conversion is provided in the reported proposal. HND holders are among the qualifications named for a potential pathway, but admissions, credit recognition and programme accreditation remain separate requirements. Can a private polytechnic start awarding the new degree? The Senate provision described in current reporting is about federal polytechnics. Private and state institutions should not claim the same independent authority without an applicable legal and regulatory basis. When will applications open? No verified national application date, fee schedule or approved-campus list accompanied the Senate reports. The next meaningful update will be documentary confirmation of the final law and specific degree approvals, not simply another announcement of parliamentary support. - Anti-apartheid veteran Lekota dies at 77; funeral details to follow
Mosiuoa “Terror” Lekota, former defence minister and COPE co-founder, has died at 77. COPE says funeral details will follow. South Africa’s Congress of the People (COPE) says it will provide details of funeral and memorial arrangements following the death of its co-founder and long-time leader Mosiuoa “Terror” Lekota, who died aged 77. COPE said Lekota died in the early hours of Wednesday after a period of illness, prompting tributes across South Africa’s political landscape for a veteran of the anti-apartheid struggle who later became a senior government minister. Lekota was best known in government for serving as South Africa’s minister of defence during former President Thabo Mbeki’s administration. In party politics, he became a central figure in one of the most notable post-1994 splits inside the governing African National Congress (ANC), helping launch COPE in 2008 after Mbeki was forced from office . In its first national election contest in 2009, COPE emerged as a significant new opposition force, but the party later declined amid internal disputes and shrinking electoral support. It was reported that COPE failed to win parliamentary seats in the 2024 general election, and that Lekota had stepped away from active politics in 2025 for health reasons, after which the party appointed an acting leader. Beyond his later role in opposition politics, Lekota’s death is also renewing focus on his decades-long political trajectory from activism under apartheid to time in prison on Robben Island. It was reported he was imprisoned there from 1974 to 1982 alongside other anti-apartheid figures, including Nelson Mandela. As COPE prepares to announce funeral plans, South African leaders have also been issuing official condolences. A statement carried by AllAfrica said President Cyril Ramaphosa conveyed condolences and noted Lekota’s service as a former premier, defence minister and COPE co-founder . - Brian Kagoro Biography: Zimbabwean Lawyer and Pan-African Activist
Brian Kagoro is a Zimbabwean constitutional lawyer, human-rights advocate and Open Society executive. Read his career, education and Kenya dispute. Brian Kagoro is a Zimbabwean constitutional lawyer, human-rights advocate and Pan-African development practitioner whose work has crossed civil society, international development and philanthropy. In September 2026, he returned to regional headlines after being removed from a Nairobi-bound flight in Addis Ababa while attempting to travel to Kenya. The incident followed his February denial of entry into Kenya and a later High Court order connected to the dispute. Kagoro's public career, however, stretches back decades through Zimbabwe's constitutional-reform movement, the Crisis in Zimbabwe Coalition, the United Nations Development Programme, ActionAid International and the Open Society Foundations. Who is Brian Kagoro? Brian Bright Tamuka Kagoro is a Zimbabwean constitutional lawyer and human-rights advocate known for helping build civil-society and constitutional-reform movements in Zimbabwe and later holding senior regional and global development roles. In 2026, his dispute over entry into Kenya brought renewed attention to his career and Pan-African public work. Why Brian Kagoro is back in the regional spotlight Kagoro's latest public attention comes from a cross-border legal and immigration dispute involving Kenya. The Eastleigh Voice reported that he was removed from a Nairobi-bound aircraft in Addis Ababa on 15 September 2026 after boarding the flight. The report, citing the Pan African Lawyers Union and partner organisations, said he was questioned and prevented from reboarding. The attempted trip followed an earlier dispute at Jomo Kenyatta International Airport. In February, the Open Society Foundations said Kagoro was held for more than 10 hours after arriving in Nairobi, questioned by national-intelligence officers, denied entry and returned to Johannesburg. OSF said no formal charges were presented to him and that the removal order cited Section 54 of Kenya's Citizenship and Immigration Act, which relates to documentation offences. Kenyan media reports at the time carried allegations from unnamed security sources that Kagoro had been linked to efforts to finance or coordinate political unrest. Kagoro and Open Society rejected those claims. OSF said he had not been charged with or convicted of a criminal offence and denied that the organisation funds or organises political protests. The dispute then moved into Kenya's courts. According to Eastleigh Voice's September follow-up , the Constitutional and Human Rights Division of the High Court issued conservatory orders in June protecting Kagoro against an arbitrary future denial of entry while a constitutional petition remained pending. His lawyers said after the Addis Ababa incident that they were seeking clarification and considering further legal steps. The case sits within a wider Kenyan debate over courts, state authority and civil liberties. XTRAfrica has separately covered how Kenya's High Court has intervened in disputes involving government disclosure and public protest , as well as the scrutiny that followed the death of blogger Albert Ojwang in police custody . Those cases are distinct from Kagoro's, but they form part of the broader legal environment in which due process and state accountability remain closely watched. From Zimbabwe's student movement to constitutional reform Continue Reading Full Article BIOGRAPHY Brian Kagoro Biography: Zimbabwean Lawyer and Pan-African Activist By Truce Elikia Art & Culture Journalist Truce Elikia Home Comment Sep 17, 2026 Sep 17, 2026 10 min read Copy link Facebook X (Twitter) WhatsApp Published Updated: Brian Kagoro is a Zimbabwean constitutional lawyer, human-rights advocate and Pan-African development practitioner whose work has crossed civil society, international development and philanthropy. From Zimbabwe's student movement to constitutional reform Kagoro's public career began long before his 2026 Kenya dispute. His official biography identifies him as a human-rights activist and constitutional lawyer and says he was a founding member of Zimbabwe's National Constitutional Assembly, a coalition that pushed for a new constitutional framework. ADVERTISEMENT He was also involved in student politics at the University of Zimbabwe. His biography records service as a former board secretary of the Zimbabwe National Students Union and as a legal adviser to the Zimbabwe Congress of Trade Unions. These roles placed him within the networks of students, labour groups, lawyers and civic organisations that shaped Zimbabwe's reform debates in the late 1990s and early 2000s. Kagoro also founded the Crisis in Zimbabwe Coalition and served as its spokesperson and national coordinator. When Yale selected him for its World Fellows programme, Yale described him in 2003 as a constitutional lawyer and political organiser coordinating a coalition of more than 100 non-governmental organisations. His career developed through law and organised civil society rather than electoral office. Zimbabwe's constitutional politics have continued to evolve long after Kagoro's early reform work. XTRAfrica's reporting on parliamentary proposals to extend presidential terms in Zimbabwe illustrates how constitutional design remains an active political issue in the country where his advocacy career began. Education and the international turn in his career Kagoro studied law at the University of Zimbabwe and later completed postgraduate legal studies at the University of Warwick. His own biography confirms the Warwick master's degree, while Yale's current profile records degrees from both the University of Zimbabwe and Warwick. His selection as a Yale World Fellow in 2003 widened the international dimension of his career. The fellowship brought together emerging leaders from politics, law, civil society and public policy. Yale's profile also records Kagoro as a 2005 World Economic Forum Young Global Leader. After his Zimbabwe civil-society work, Kagoro moved into regional and international development roles. Yale says he served as Pan-African Head of Policy and Advocacy at ActionAid International before joining the United Nations Development Programme, where he worked as a regional programme adviser on governance and public administration in Africa. He later founded UHAI Africa Group, a governance and development consultancy with operations in Johannesburg, Harare and Nairobi. That period was followed by senior work at Open Society Foundations. ADVERTISEMENT Leadership at Open Society Foundations Kagoro's role at Open Society has changed over time as the organisation restructured its programmes. In 2021, Open Society announced that he would serve as Director of Justice and Intersectionality after previously directing programmes in its Africa Regional Office. By 2026, OSF identified him as its Managing Director of Programs. A recent Leadership Lab Yetu profile likewise described him in that role while noting his work across constitutional law, justice, governance, economic development and global policy. His career has also included board and advisory work. Yale records previous service as chair of Atrocities Watch Africa and Greenpeace Africa and participation as a mentor with the African Leadership Centre. His own biography lists service with Amani Trust and legal work connected to the Zimbabwe Congress of Trade Unions. Across those roles, his work has remained centred on governance, rights, development policy and accountability. What happened during the February 2026 Kenya incident? The February episode remains central to understanding the September dispute. OSF said Kagoro arrived in Nairobi on 22 February and was held for more than 10 hours before being denied entry and returned to Johannesburg. The foundation said he was questioned by intelligence officers and that no formal charges or written reasons were presented to him beyond the removal document's citation of immigration law. The International Federation for Human Rights later issued an urgent appeal describing the denial of entry and deportation and calling for due-process protections. FIDH said Kagoro rejected allegations that he had financed or coordinated protest activity. Because the constitutional petition has not been finally determined in the reporting reviewed for this profile, the competing legal and factual claims should not be treated as settled. The September flight incident is likewise an ongoing matter: rights groups say a High Court order protected Kagoro from arbitrary denial of entry, while Kenyan and Ethiopian authorities had not publicly provided a detailed explanation for the Addis Ababa removal in the reports available on 17 September. Personal and family life Public biographies focus on Kagoro's professional work and do not provide strong current evidence on his marital status, partner or children. Those details are therefore left unconfirmed rather than inferred. Repeated checks with incorrect details may consume the permitted uses attached to an e-PIN. Is the 2026 WAEC Result Out? Yes. WAEC announced the results of the 2026 Computer-Based WASSCE for School Candidates on 5 August 2026 . At the time of release, WAEC said it had fully processed and released the results of 1,834,695 candidates, representing 94.05% of those who sat the examination. A further 116,031 results were still being processed because of technical and other issues. WAEC also withheld 167,486 results over alleged examination malpractice. A withheld result is not the same as a final cancellation; reported cases must pass through the Council's review process. What You Need to Check the Result Prepare the following information: Your 10-digit WAEC examination number Examination year: 2026 The correct examination type Result-checker serial number or e-PIN voucher number Result-checker PIN A phone or computer with internet access Your examination number normally combines the seven-digit examination-centre number and your three-digit candidate number. Example format: 4250101001 Use your real number; the example above is for illustration only. How to Retrieve Your WAEC Serial Number and PIN WAEC's official digital platform says candidates can obtain a serial number and PIN for result checking. The dedicated retrieval page requests the examination year, examination diet, 10-digit candidate number and NIN. ADVERTISEMENT Follow these steps: Visit https://serial-pin.waec.org/ . Select 2026 as the examination year. Choose the correct examination diet. Enter your 10-digit candidate or examination number. Enter your 11-digit NIN. Select Search . Copy the serial number and PIN carefully or save them securely. Do not post the PIN publicly. A result-checker PIN has a limited number of uses and should not be shared with strangers. If the retrieval portal cannot match your information, confirm the examination number and NIN. School candidates should also contact their school or WAEC if the details are correct but the record cannot be found. Detailed Online Checking Instructions Step 1: Open WAECdirect Go directly to www.waecdirect.org . The page should display the WAEC result-checker form. Step 2: Enter your examination number Type the full 10-digit examination number without spaces. Check it against your examination document or school record. Step 3: Select the examination year Choose 2026 from the year menu. Selecting the wrong year may produce a “no result” message even when the result exists. Step 4: Choose the examination type Select the correct examination category. School candidates should choose the option for WASSCE for School Candidates. Private candidates must select the relevant private-candidate series. The examination diet must match the one used during registration. Step 5: Enter the serial number and PIN Enter the e-PIN voucher or serial number in its field, followed by the associated PIN. The serial number and PIN work as a pair. A PIN obtained for one candidate should not be used to retrieve another person's result. Step 6: Submit the request Select Submit and allow the page to load. Avoid refreshing repeatedly while the portal is processing the request. Step 7: Save the result After the grades appear: Check that the name and examination number are correct Review every subject and grade Save the page as a PDF or take a clear screenshot Print a copy for temporary use An online result printout is not always the same as the original WAEC certificate. Meaning of WAEC Grades WAEC grades are commonly interpreted as follows: Grade Meaning A1 Excellent B2 Very Good B3 Good C4 Credit C5 Credit C6 Credit D7 Pass E8 Pass F9 Fail Admission requirements differ by institution and programme. Many Nigerian tertiary programmes require at least five relevant credit passes, often including English Language and Mathematics, but candidates should check their institution's official requirements. What “Result Not Available” May Mean A “result not available” or “no result for this candidate” message can occur when: ADVERTISEMENT The examination number is incorrect The wrong year was selected The wrong examination type was chosen The result is still being processed WAEC has not uploaded the record to the checking portal The candidate's result is affected by an outstanding sponsorship payment Check the information and try again later. If the message continues after the details have been confirmed, contact WAEC or the candidate's school. What “Result Withheld” Means WAEC uses withheld when a result is connected to a reported examination-malpractice case pending review. Do not pay anyone promising to release the result. Candidates can check official updates or use WAEC's Notice of Examination Malpractice portal where the appropriate 2026 examination category is available. WAEC's complaints portal allows affected candidates to view a notice and, when permitted, make a representation for the Council's consideration. Allegations remain allegations until the review process produces a decision. What “Held,” “Outstanding” or “Pending” Can Mean These messages are not always interchangeable: Held or withheld: Commonly connected to an investigation or reported irregularity. Outstanding or pending: Some subjects or the complete result may still be undergoing technical processing. Cancelled: WAEC has made a final adverse decision affecting the stated subject or result. Candidates should rely on the exact message displayed by WAEC and avoid conclusions drawn from social-media posts. Why the WAEC Result Portal May Not Load The portal can become slow when many candidates check at the same time. Try the following: Wait several minutes before trying again. Use a stable data connection. Try Chrome, Firefox or another current browser. Clear the browser cache. Check during a less busy period. Confirm that you are using waecdirect.org . Do not keep pressing Submit while the first request is still loading. “PIN Has Been Used Up” or Invalid PIN WAECdirect states that an e-PIN has a limited number of uses. If the allowed uses have been exhausted, the candidate will need a new result-checker credential. Before obtaining another one, check that: The PIN was typed correctly Letters and numbers were not confused The serial number matches the PIN The PIN was not shared with another person Use WAEC's official retrieval or purchase channel. Avoid result-checker PINs advertised by anonymous social-media accounts. Can You Check the Result Without a PIN? The WAECdirect online form requires the relevant serial number and PIN. Eligible 2026 candidates can attempt to retrieve these through WAEC's official Serial Number and PIN Retrieval System . You will need the correct candidate number and NIN for the retrieval process. How to Access the WAEC Digital Certificate The online result page allows candidates to see their grades. The WAEC Digital Certificate platform is a separate service for accessing and sharing eligible digital certificates. To use it: Visit https://waec.org/ . Create a candidate certificate-access account or log in. Complete the identity-verification steps. Follow the dashboard instructions to access an available certificate. WAEC warns that its Digital Certificate service will not request confidential information or payments through unsolicited social-media messages, SMS, telephone calls or email.
