They were later accused of illegally owning firearms and charged in the General Court Martial at Makindye in Kampala. It is still not known if they were legally extradited, deported, or abducted. Normally, a country can send back a foreigner or its own citizen who is wanted for a crime in another country. Mr. Geoffrey Turyamusiima, a lawyer experienced in extradition cases like Jamil Mukulu’s, explained the conditions needed for extradition. First, there must be an agreement between the two countries involved. Second, the crime must be a criminal act, not political. Lastly, the person must appear in court to review the extradition request. “They (offences) must be normal criminal cases, like murder. You cannot be extradited on political crimes,” Mr. Turyamusiima said. Uganda’s Extradition Act also protects individuals from being extradited for political crimes. According to Section 3(a) of the Act:The following provisions shall be observed with respect to the surrender of fugitive criminals—(a) a fugitive criminal shall not be surrendered if the offence in respect of which his or her surrender is demanded is one of a political character or if it appears to a court or the Minister that the requisition for his or her surrender has in fact been made with a view to try or punish him or her for an offence of a political character.” Additionally, the law says a suspect cannot be surrendered for any crime other than the one specified in the extradition request. Mr. Turyamusiima explained that extradition begins in the country where the crime happened. This country starts the process by asking for an arrest warrant, which is then sent to the country where the suspect is located. Countries often use the International Police Organisation (Interpol) to locate and arrest suspects hiding in other nations. Interpol facilitates the transfer of such suspects. Its members must cooperate and arrest wanted individuals. When arrested, the suspect is taken to court in the arresting country. The charges are read, and the court ensures the crimes are not political. After this, the suspect is sent to the country where the crime occurred. Alison ended the relationship, but Mike refused to accept it. He began harassing her at her workplace, prompting her to send an attorney's letter demanding he leave her alone. Despite this, Mike continued sending threatening messages via WhatsApp, including threats to distribute explicit videos of Alison to her attorney, family, and friends. He even shared a link to a fake Facebook profile he created, warning Alison that he would upload the videos if she refused to sleep with him. Alison later discovered that some videos and photographs were taken without her knowledge during their relationship. In August 2015, the fake Facebook profile was used to share the explicit content, which Alison's family and friends saw. In an interview with Kofi TV, Idris, the 11th of his father's 17 sons, shared his suspicions about the will's legitimacy, explaining that his father, a devout Muslim, followed Islamic principles that discourage leaving wills for children, wives, or blood relatives. “If my father wanted to do a will, he would have consulted with a respected Muslim to handle it for him to avoid confusion among his sons,” Idris stated. Despite his efforts to obtain a copy of the will and verify its authenticity, Idris said his siblings refused to provide one. “They informed us about the will, so when we got to court, I requested a copy… I wanted to have a feel of the paperwork because I previously worked as an auditor so I can detect if it's authentic or not. For one year, they never gave us the copy. My eldest brother… raised an alarm that the will was fake,” he explained. WATCH The case, first reported in August 2024, is being heard at the Achimota Circuit Court. The accused include lawyer Joseph Kwow Addo Sam, Chief Alhaji Seidu Adam Baba (Chief of Banda in Accra), and Idris’s siblings, Saeed Salia, Abdulai Salia (also known as Abdulai Salia Junior), and Abubakar Salia, both of whom remain at large. Earlier in August, Saeed Salia was granted bail set at GH¢120,000, with three sureties, one of whom must be a civil servant earning a minimum of GH¢1,500 per month.
