His words lit a fire across the nation, demanding immediate action to stop the “massacres of our brothers and sisters” and calling for unity, dignity, and national resurrection Read Martin Fayulu’s “Call to Responsibility” in English, Translated by XTRAfrica Studio ADVERTISEMENT CALL TO RESPONSIBILITY Congolese men and women, dear compatriots, The hour is serious. It is very serious. We are undoubtedly living through the darkest hours of our history. The balkanization of our country, feared since 1960, is no longer a distant threat: it is underway, moving quickly. We must stop it. And for that, I solemnly address three compatriots: Corneille Nangaa , Joseph Kabila , and Félix Tshisekedi . Mr. Nangaa, I beg you: stop being complicit in the massacres of our brothers and sisters. Stop handing over our land, our lives, and our resources to foreign forces. Congolese blood can no longer be shed with your complicity. No ambition is worth the price of a people’s suffering. ADVERTISEMENT Mr. Kabila, No reason, no strategy, can justify aligning yourself with those who are tearing our country apart. The only path to redemption for our past mistakes is dialogue, not compromise. I urge you to leave Goma , this martyred city, now occupied with the complicity of foreign forces. History does not forgive betrayals, especially not betrayals against the homeland. Mr. Tshisekedi, You have the duty not to let our generation be the one that allowed Congo to disintegrate. I call on you for a surge of honor and responsibility. I want to see you, not for a favor, but for a direct discussion, without pretenses, without compromises, but out of patriotism, to find a dignified way out of this existential crisis. Yes, if we must die for Congo to be reborn, let us die. But let our death be useful. May this fight be one of national resurrection . Congolese people, Let us raise high our proud foreheads,” these words from our national anthem must not remain empty. Let’s lift our heads, put down fear, and confront the situation. Let’s rise up, united, against foreign forces. Let’s refuse submission. Let’s reject fatalism. Let’s choose the homeland. Let’s build together, with pride and determination, a new future, because the blood of our ancestors has never been in vain. • President Guelleh seeks to extend rule as Djibouti heads to the polls

Djibouti votes as Guelleh seeks sixth term after age cap removal, with focus on stability and next governance phase. Djibouti headed to the polls on Friday with President Ismaïl Omar Guelleh expected to secure a sixth term, extending his nearly three-decade rule after lawmakers removed presidential age limits last year, according to a Reuters report . The 78-year-old leader, who has governed since 1999, is widely seen as the frontrunner in a race featuring only one challenger, Mohamed Farah Samatar of the Unified Democratic Centre. Analysts note that the legal changes adopted in October 2025 removed the 75-year age cap, allowing Guelleh to run again without constitutional barriers. The election marks the next phase in Djibouti’s political trajectory, with Guelleh campaigning on continuity and stability in a region often marked by volatility. The country has maintained relative calm compared to neighbours such as Somalia and Ethiopia, while positioning itself as a key economic gateway to landlocked Ethiopia . Samatar has focused his campaign on governance reforms, pledging to tackle corruption, reduce public spending inefficiencies, and expand social programs, according to regional reporting by AP News . Djibouti’s strategic importance continues to shape its political outlook. Located at the entrance to the Red Sea, the country hosts multiple foreign military bases, including those of the United States, China, France, Japan, and Italy, underscoring its role in global security and maritime trade routes. Human rights organisations have raised concerns over political freedoms, accusing authorities of restricting opposition activity and limiting press space, claims the government has consistently denied. As voting unfolds, the outcome is expected to reinforce Guelleh’s long-standing leadership while setting the tone for Djibouti’s governance and economic direction in the coming years. • Rwanda Receives 7 US Deportees as Cash‑Grant Deal Could Reach 250

Rwanda accepted 7 US deportees in mid-August under a cash‑grant deal that could reach 250. Rights groups warn of abuses, detention, and forced returns. Kigali, 1 September 2025 – On a humid August evening in Kigali, seven exhausted passengers stepped off an unmarked plane. They were the first migrants deported from the United States under a controversial agreement that could see up to 250 people sent to Rwanda. To the Rwandan government, these arrivals are proof that it is “ready to take them,” with promises of job training and healthcare. Yet behind the official reassurances lie human lives upended by policies hammered out thousands of miles away. “We want to go home – or build new lives” According to government spokesperson Yolande Makolo, of the seven deportees who quietly arrived in mid-August, three immediately requested to return to their home countries. At the same time, four said they would try to build lives in Rwanda, Makolo insisted that all seven had been vetted and would receive “training, healthcare, and accommodation support to jump‑start their lives.” For now, they are housed by an international organisation, with visits from local social services and the International Organization for Migration. Those assurances are cold comfort to people whose identities have been kept secret. The deportees are not Rwandan and have no connection to the country. They are essentially stranded, dependent on a government that treats them like a foreign policy asset. A secretive bargain – with cash attached The Rwandan government has been vague about the deal’s terms, saying only that it signed an agreement with the Trump administration in June 2025. However, reporting by Radio France Internationale reveals that the pact includes a US cash grant. An unnamed Rwandan official told Reuters that Washington sent a list of ten people to vet and that the grant letter was signed in July. Makolo framed the agreement as an altruistic gesture, saying, “nearly every Rwandan family has experienced the hardships of displacement.” Not everyone is buying that narrative. Phil Clark, a Rwanda expert at SOAS University, notes that the US originally dangled the deportation scheme as leverage over Rwanda’s role in peace talks with the Democratic Republic of Congo, but the cash reveals a more transactional motive. “Now it shows that Rwanda will also profit financially from this scheme,” he told RFI. Rwanda has already pocketed hundreds of thousands of pounds from Britain’s now‑scrapped asylum deal, and Clark says this arrangement cements a disturbing trend: richer nations paying African states to offload migrants. A Rwandan activist who asked to remain anonymous put it bluntly: “The deal comes down to money and political influence. Accepting these deportees also gives Rwanda an advantage in the ongoing peace negotiations regarding the conflict in DRC” “The whole scheme stinks.” Rwanda is not alone. Uganda, Eswatini, and South Sudan have also agreed to take US deportees, often under opaque conditions. In Uganda, the lack of parliamentary approval has angered many. Opposition lawmaker Ibrahim Ssemujju joked bitterly that President Museveni “will be asking, ‘When are you bringing them?’”. Mathias Mpuuga, former leader of Uganda’s opposition, decried the arrangement outright: “The whole scheme stinks”. Other Ugandans noted that the country already struggles to host refugees fleeing neighbouring conflicts. Mathias Mpuuga, former leader of Uganda’s opposition, decried the arrangement outright: “The whole scheme stinks”. Other Ugandans noted that the country already struggles to host refugees fleeing neighbouring conflicts. ADVERTISEMENT The human cost of these deals is already evident. In Eswatini, five deportees were placed in solitary confinement upon arrival. A lawyer representing them said he was denied access to his clients, prompting rights groups to file a court challenge. Immigration advocates warn that “third‑country deportations are unnecessarily cruel” because they dump people into societies where they may not speak the language or understand the culture. Some deportees have no criminal record; others have already completed sentences, yet find themselves incarcerated again Why activists worry about Rwanda Rwanda presents itself as a stable, fast‑growing country, but human rights organisations paint a different picture. Human Rights Watch’s 2025 report describes the July 2024 presidential election, which Paul Kagame won with 99.15 % of the vote, as taking place against a “backdrop of repression.” The report notes ongoing ill‑treatment of detainees and a crackdown on civil society, including the closure of thousands of churches and restrictions on opposition parties. The UN refugee agency has warned that migrants deported to Rwanda risk being forced back to the countries they fled Given this context, rights experts say sending vulnerable people to Rwanda could violate international law. They argue that outsourcing deportations allows Western governments to sidestep their responsibilities and shield abuses from public scrutiny. Geopolitics Africa Biya’s Appointment of His Son Marks Nepotism at the Highest Level . ADVERTISEMENT Beyond statistics: people caught in geopolitics The Kigali arrivals are not numbers in a report; they are people used as bargaining chips. Behind the US cash and Kigali’s polished language, each deportee is a person torn from family and community. Some may have fled violence; others might be long‑term residents of the US; none asked to end up in Rwanda. Trump’s administration says third‑country deportations are necessary when home countries refuse to take back their nationals. Supporters argue that the policy enhances public safety. Critics point to abuses: the same Trump policy sent hundreds of Venezuelans to a notorious prison in El Salvador, and human smugglers like Kilmar Ábrego García have been wrongly deported, beaten, and tortured A Pan‑African challenge Rwanda’s willingness to host deportees may make diplomatic sense for Kagame, but many Africans see it as a betrayal. The activist from Kigali warns that Rwanda is trading dignity for money. Ugandan politicians and activists echo the sentiment, asking why their nations should solve America’s immigration issues. Even in Eswatini and South Sudan, where ruling elites benefit from US patronage, local lawyers and rights groups are fighting back At its core, the policy treats Africa as a dumping ground for unwanted migrants, reinforcing neocolonial patterns. If Pan‑Africanism still has meaning, it lies in challenging this injustice: refusing to allow African soil to be used as a holding pen for migrants deemed undesirable by Western governments, and demanding migration policies that respect human dignity. This raised panic and may have contributed to the fake cancellation rumor. WAEC blamed the delays on tightened security to stop exam leaks and malpractice. ADVERTISEMENT An investigation by Sunday PUNCH found that the English Language questions were leaked online four days before the exam, with suspicion falling on insiders within WAEC. ₦100 Billion Lawsuit Filed Against WAEC, Ministry of Education Human rights lawyer Evans Ufeli has filed a lawsuit at the Federal High Court in Lagos, demanding ₦100 billion in damages from WAEC and the Federal Ministry of Education. He accused both institutions of putting students through harsh and unsafe conditions, especially during the English Language paper. “Some students were forced to write exams under poor lighting in unsecured locations as late as 8pm,” Ufeli said. His brother, Ben, expressed gratitude for receiving Chilima’s personal belongings from the crash site, including his watch and rosary. Public Reaction The service was not without tension, as some attendees booed government officials, including President Lazarus Chakwera, during their speeches. Catholic priests intervened to restore calm. ADVERTISEMENT Final Resting Place Chilima will be buried in his home district of Ntcheu, 180km south of Lilongwe, on Monday. The day has been declared a public holiday in his honour. Malawi mourns the loss of a leader who inspired hope and captured the hearts of many, especially the youth. • Tshisekedi Backs Digital Monitoring of DRC Public Money

President Félix Tshisekedi has backed the IGF’s $39 million plan to introduce continuous digital monitoring of public financial flows. President Félix Tshisekedi has backed a plan to move the Democratic Republic of the Congo away from mainly manual, occasional financial inspections and toward continuous digital monitoring of public money. The Inspector General of Finance, Christophe Bitasimwa Bahii, presented the Inspection générale des finances’ 2026–2028 strategic plan to Tshisekedi during a meeting at the Cité de l’Union Africaine in Kinshasa on Thursday, July 23. According to the IGF and the Congolese Press Agency, Bitasimwa said the proposed system would provide broader and more permanent oversight of financial flows created across the country. The President expressed his support for the strategy and promised to be involved in its implementation, the IGF said. The announcement is an important political endorsement of a plan that the institution has been developing for several months. It does not mean that all government financial systems are already connected or that suspicious transactions are currently being detected automatically. No new funding decision, procurement contract or complete implementation calendar was announced after the presidential meeting. What the IGF wants to change The IGF audits and investigates the management of public finances. Its work covers the State, provinces, public companies and other entities handling public resources. Traditional inspections can require teams to travel to an institution, request documents and examine transactions during a limited period. That method can uncover wrongdoing, but it may detect problems only after money has already been spent or revenue has been lost. The new strategy is built around what the IGF calls systemic control . ADVERTISEMENT The new strategy is built around what the IGF calls systemic control . Instead of examining only individual transactions, inspectors would use connected information systems to understand how money moves through the wider public-finance system. Data from different platforms could then be compared to identify unusual patterns, inconsistencies and areas with a higher risk of fraud or mismanagement. In practical terms, the transition is intended to move oversight: from occasional checks to more continuous monitoring; from paper-heavy procedures to digital information; from depending mainly on records supplied by the institution under inspection to collecting and comparing data from several systems; from discovering losses after they occur to identifying risks earlier; and from treating every transaction equally to directing inspectors toward higher-risk operations. The IGF says this approach will strengthen existing controls rather than create an entirely separate form of inspection. How digital monitoring could work The plan calls for greater use of data analysis and the gradual interconnection of public financial platforms. Budget, tax, customs, payroll and expenditure data could be analysed more quickly when the necessary systems are compatible and the IGF has lawful access to reliable information. For example, digital tools could help flag a payment that does not match an approved budget line, repeated payments to the same beneficiary, unexplained differences between revenue declarations and deposits, or an unusual change in the spending pattern of a public entity. A digital alert would not by itself prove corruption. It would identify a transaction or pattern requiring examination by inspectors, auditors or another competent authority. ADVERTISEMENT The IGF has also discussed using artificial intelligence, machine learning and business-intelligence tools to support risk analysis. Their value will depend on the quality of the underlying data, the rules used to flag transactions and the ability of human investigators to verify the results. The six priorities in the 2026–2028 plan The official IGF outline identifies six major areas: Digital transformation of the IGF; Systemic control of public revenue and expenditure; Protection of State assets and natural resources; Better governance of public companies and decentralised territorial entities; Performance audits of public spending; and Stronger institutional effectiveness within the IGF. Together, these priorities aim to turn the IGF into what Bitasimwa described as an intelligence and intervention body serving the transformation of public governance. The strategy is broader than buying software. It also requires trained personnel, secure infrastructure, clear access to information and cooperation from the institutions being monitored. Why continuous oversight so important for Congolese citizens Public money pays for salaries, roads, schools, hospitals, electricity, water and other essential services. When irregular spending is found only months or years later, the State may struggle to recover the money. Projects may already be delayed, services weakened and evidence more difficult to trace. Earlier detection could allow authorities to suspend questionable operations, preserve records and investigate before losses become larger. ADVERTISEMENT Connected systems could also make it more difficult to hide the same transaction across several institutions or submit inconsistent figures to different government departments. However, digitalisation alone will not stop corruption. A warning system has little value if alerts are ignored, inspectors cannot access complete data, corrective measures are not enforced or investigation results remain permanently hidden from the public. The real measure of success will be whether the reform protects revenue, prevents waste and improves the services financed by public money. The plan is estimated at $39 million Earlier information published by the IGF placed the total cost of the three-year transformation at approximately $39 million . The institution said about $22 million in financing had been identified, leaving approximately $17 million still to be mobilised. The strategy envisages a gradual transition through pilot projects, new digital infrastructure, staff development and connections with public financial-management platforms. The stated objective is to reach maturity in systemic control by 2028 without stopping the IGF’s existing inspection work. These figures provide useful context, but Tshisekedi’s July 23 endorsement was not a new disbursement of the money. The IGF will still need to show how the remaining financing is secured, what technology is acquired and which institutions become connected first. • DRC and Qatar Seal $21B Deal: A Turning Point for Congo and Africa

DRC and Qatar sign $21B deal across 9 sectors. A historic partnership set to create jobs, drive growth, and boost Congo’s role in Africa’s economy. On September 2, 2025, Prime Minister Judith Suminwa Tuluka welcomed a high-level Qatari delegation led by Sheikh Mansour Bin Jabor Bin Jasim Al Thani at the Government Hotel in Kinshasa. The meeting resulted in the signing of a $ 21 billion investment package, one of the largest commitments in the Democratic Republic of the Congo’s history. The partnership brings together Al Mansour Holding, the State of Qatar, and the Congolese government in what both sides have called a win-win approach. Planned investments will cover nine key sectors: agriculture, mining, hydrocarbons, infrastructure, health, education, finance, cybersecurity, and environmental protection. Officials confirmed that eight Memoranda of Understanding (MoUs) are being finalized to speed up implementation. Beyond Aid: Africa Attracts Strategic Investment This deal is more than just numbers. It reflects a new African reality: countries are moving away from the old model of dependency on aid and positioning themselves as destinations for strategic capital. Qatar, flush with petro-dollars and diversifying its economy under Vision 2030, is looking for partners with resources and growth potential. The Democratic Republic of Congo, with its fertile land, vast water resources, and unmatched reserves of cobalt and copper, offers exactly that. Instead of begging for donor funds, Congo is negotiating billion-dollar partnerships that can create jobs, build infrastructure, and secure its place in regional and global supply chains. What It Means for the DRC Government For Prime Minister Suminwa, this agreement is a direct reflection of her government’s policy of openness to private investment. She emphasized that the $21B package is aimed at: Job creation for Congolese youth. Economic diversification to reduce dependence on raw mineral exports. Sustainable growth that invests in education, health, and environmental protection. Analysts agree that if fully realized, this deal could transform Congo into a regional economic hub. But they also stress the importance of transparent management and ensuring that revenues are used for schools, clinics, and infrastructure rather than lost to corruption. DR Congo’s Rise is Africa’s Rise This agreement also fits into a wider continental story. Across Africa, nations are attracting major investments from the Gulf, Asia, and BRICS+ countries. Ethiopia, Kenya, and Tanzania have already signed similar deals with Gulf states. Now, the DRC is entering the same league. • U.S. Vows to Hold Rwanda, M23 Accountable for Congo War Crimes

At the UN, the U.S. warned Rwanda and M23 will be held accountable for fueling war in eastern Congo and obstructing peace under the Washington Accord. New York – December 12, 2025 | In a scathing statement delivered before the United Nations Security Council , the US Ambassador Mike Waltz has accused Rwanda of orchestrating a full-scale military and political campaign in eastern Congo, undermining the Washington Peace Accord signed just last week. Rather than a march toward peace, Rwanda is leading the region toward instability and war,” the U.S. representative declared, citing credible evidence of Kigali’s direct involvement in the renewed M23 offensive in South Kivu. The address, delivered during negotiations over the future mandate of MONUSCO, painted a deeply troubling picture of the scope, sophistication, and strategic intent behind Rwanda’s actions, from deploying suicide drones and artillery strikes into Burundi to fielding between 5,000 and 7,000 troops inside Congolese territory. A Coordinated Proxy War Under Rwanda’s Command According to the U.S., Rwanda exercises full strategic and operational control over both the M23 rebel group and its political arm, the Congo River Alliance (AFC). The evidence, the U.S. said, includes direct Rwandan involvement in military planning, command, and battlefield deployment, with recent escalations including surface-to-air missile systems and sophisticated drone warfare. Kigali has been intimately involved in planning and executing the war, the U.S. statement affirmed. “This is no longer a question of support; it is direct participation.” Rwanda's support has also included electronic warfare, such as GPS spoofing and signal jamming, which has effectively grounded MONUSCO’s air operations, obstructing its ability to move, resupply, or protect civilians in and around Goma. Spoilers to Peace Will Be Held Accountable The U.S. warned that it would use “tools at its disposal” to hold accountable “spoilers to peace”, referring to both Rwanda and M23. It also demanded: The immediate withdrawal of Rwandan forces from Congolese territory, an end to attacks on civilians, Unfettered humanitarian access, and the lifting of the M23 blockade on MONUSCO The fact that UN peacekeepers are under siege by forces backed by a member state, which is itself a troop contributor to peacekeeping, is a sad hypocrisy,” the U.S. said. • Iran’s IRGC Pushes Staged Talks as War Shifts Power

Iran’s Guards now shape wartime strategy as Tehran pushes phased U.S. talks while delaying nuclear negotiations. Iran’s wartime leadership is pushing a staged diplomatic path with Washington as the Islamic Revolutionary Guard Corps gains greater influence over Tehran’s strategic decisions, according to a Reuters report published Tuesday. The report says Iran submitted a new proposal that would begin with talks on ending the war and resolving Gulf shipping disputes, while leaving the nuclear issue for a later stage. That sequencing has become a central obstacle, with Washington insisting that nuclear questions must be addressed from the start. The shift comes after the reported death of Ayatollah Ali Khamenei and the elevation of Mojtaba Khamenei, whose role is described by sources as more symbolic than directive. Real wartime power, the report says, is increasingly concentrated among IRGC commanders, security officials and a narrower hardline leadership circle. That structure could slow diplomacy. A Pakistani official briefed on mediation efforts told Reuters that Tehran’s responses can take two to three days, suggesting the absence of a single decisive command authority. The diplomatic front remains active, with Foreign Minister Abbas Araqchi and Parliament Speaker Mohammed Baqer Qalibaf involved in talks. But the report identifies IRGC commander Ahmad Vahidi as a key wartime figure shaping Iran’s position on the ground. For Tehran, the staged proposal appears designed to preserve leverage over the Strait of Hormuz while avoiding early nuclear concessions. For Washington, however, separating the war file from the nuclear file remains unacceptable. The result is a tense diplomatic pause: Iran signals talks are possible, but only on its preferred sequence; the United States wants nuclear commitments first. With the Guards now central to decision-making, any deal may depend less on traditional clerical authority and more on what Iran’s wartime security leadership is willing to accept. • Why the ANC NEC Lekgotla matters ahead of local elections

ANC’s NEC meets in Boksburg to plan implementation of January 8 priorities, with local government delivery a key election issue. The African National Congress (ANC) has begun a three-day National Executive Committee (NEC) Lekgotla in Boksburg, east of Johannesburg , bringing together senior party representatives from across the country at a politically significant moment ahead of this year’s local government elections. According to reporting by Busi Chimombe, the meeting is being attended by ANC leaders deployed in government as ministers, deputy ministers, premiers and executive mayors. The stated task of the Lekgotla is to put in place a working plan to implement the six priorities outlined in the party’s January 8 Statement, delivered in the North West province about two weeks ago as reported by sabcnews . The ANC’s January 8 Statement typically sets the party’s priorities for the year. In this case, the NEC Lekgotla is positioned as the forum where those priorities are translated into practical steps that can be carried through by deployees operating in national, provincial and local government structures. The timing matters because the party itself frames the gathering as a crucial meeting ahead of local government elections expected later this year. Local elections place renewed focus on governance at municipal level, where communities often assess performance through visible service delivery and infrastructure outcomes. ANC Secretary General Fikile Mbalula signalled that municipal delivery issues will be part of the discussions, pointing to what he described as a disconnect between available funding and conditions on the ground. “Two billion of municipal infrastructure grant has returned back and there are potholes. Where is the bottleneck? What are the challenges?” Mbalula said. His comments highlight a key issue the party says it wants to address: why money allocated for municipal infrastructure has not been fully utilised, even as residents continue to experience problems such as poor road conditions. Mbalula added that discussions would extend beyond infrastructure delivery into the broader challenge of improving local government performance and economic outcomes. “So those are the things we’re going to address and therefore, fixing local government, the economy,” he said. He also referenced provincial inequality and the state of implementation of the ANC’s industrialisation programme and job creation agenda, suggesting the Lekgotla will assess how far the party has progressed on policy commitments that have been presented publicly through its manifesto. ADVERTISEMENT “Two billion of municipal infrastructure grant has returned back and there are potholes. ADVERTISEMENT “If you look at the poor provinces and so on and the industrialisation program in our manifesto, how far we have gone in implementing it and creating jobs,” Mbalula said. In the same remarks, he pointed to what he described as “offshoots that are positive about our economy,” and posed a forward-looking question about consolidating those gains. “We have offshoots that are positive about our economy, so how do we build on that?” he said. Taken together, the comments place the Lekgotla in the space between political priorities and practical delivery: translating the January 8 commitments into a working plan, while interrogating challenges that the party believes are holding back municipal infrastructure spending, local government performance, and economic programmes linked to industrialisation and job creation. ADVERTISEMENT The structure of attendance also matters. By bringing together officials deployed across governmentministers, premiers and executive mayors the meeting brings multiple levels of governance into a single planning process. That configuration supports the ANC’s stated aim of producing a coordinated working plan, rather than leaving implementation to fragmented structures. The ANC has not, in the text provided, detailed the full six priorities or the specific resolutions expected from the Lekgotla. However, the meeting’s stated purpose is to formalise a practical plan for implementation, and the Secretary General’s remarks indicate that municipal infrastructure spending, local government performance, and economic programmes will be among the issues under discussion. As the Lekgotla continues over the next three days, the central political test will be whether the party emerges with a clear working plan that aligns deployees across the country on implementing the January 8 priorities particularly in areas that the ANC itself has placed in focus, such as municipal infrastructure delivery and measures linked to jobs and industrialisation.
