KINSHASA — September 2, 2026 — UNICEF has opened applications for two temporary Human Resources positions in Kinshasa to support staffing for its Ebola emergency response in the Democratic Republic of the Congo.


Both appointments will run for six months, and applications close on September 9, 2026, at 11:55 p.m. West and Central Africa time.


The positions are categorized under Emergency and Human Resources and will support recruitment, workforce planning, deployments and personnel management during UNICEF's response to the Ebola outbreak.


People and Culture Officer, NO-2

The first vacancy is People and Culture Officer, NO-2 — Job No. 595501, Position No. 138387.


The officer will provide day-to-day HR support for the response, including accelerated recruitment, personnel deployments and movements, onboarding, workforce reporting, staff wellbeing and advice to managers and employees.


Applicants must hold a bachelor's degree or equivalent in Human Resource Management, Business Management or Administration, International Relations, Psychology, Law, Social Sciences or a related field.


Candidates also need at least two years of professional HR experience in an international organization, United Nations agency, NGO or large company. Relevant experience should include recruitment, contract administration and HR operations.

Fluency in French and intermediate knowledge of English are required. Humanitarian, emergency or outbreak-response experience is an advantage.


UNICEF states that it will not facilitate visas or work authorization for candidates applying for National Officer and General Service positions. Applicants should therefore ensure they are eligible to work in the DRC.

The second vacancy is People and Culture Manager, P-4 — Job No. 595500, Position No. 138386.


The manager will lead the people and workforce strategy for UNICEF's Ebola response. Responsibilities include emergency workforce planning, rapid recruitment, surge deployments, onboarding, staff wellbeing, HR data and management of the response's People and Culture team.


Applicants must have a relevant master's degree in Human Resource Management, Business Administration, Organizational Psychology, Social Sciences, International Relations, Law or a related discipline.


UNICEF also requires at least eight years of progressively responsible HR experience, including a minimum of three years in an international organization.
