Referral visas
Some nationalities require approval from the Commissioner General of Immigration or the Commissioner of Immigration Zanzibar. Business and transit visas
A Business Visa is for specified short-term professional tasks and costs US$250, with a maximum validity of 90 days. It is not a substitute for a work permit. The official standard processing indication is within ten days, except for referral cases. That is not a promise that every application will finish exactly on day ten. Zanzibar’s insurance is separate from the Tanzanian visa. Current entry guidance for Zanzibar states that all visitors except residents must hold Inbound Travel Insurance from the Zanzibar Insurance Corporation for the duration of a stay of up to 92 days. Other international policies do not replace this requirement, and a visitor without the correct cover may be refused entry.

Yellow-fever documentation depends on the route taken, not simply the traveller’s nationality. The CDC Tanzania traveller page states that a certificate is required for travellers aged one year or older arriving from a country with yellow-fever transmission risk, including airport transit or a layover longer than 12 hours in a risk country. Direct travel from a non-risk country does not create that certificate requirement.
Ask a qualified travel-health professional how the rule and any medical exemption apply to you. A certificate required at the border is different from a vaccine recommended for personal health.
