The circular says all HND admissions in affected institutions are to be handled by JAMB from the current session. The stated aim is to create a central record, reduce irregular admissions and prevent graduates from discovering after completing an HND that their admission cannot support NYSC mobilisation.
JAMB spokesperson Fabian Benjamin told PUNCH that the board would comply with the directive. That confirmation establishes the policy direction, but the operational details are still incomplete. The circular says NBTE will prepare HND admission guidelines for JAMB's digital platform, while the Federal Ministry of Education is expected to issue further information.
Applicants should therefore distinguish the confirmed policy from steps that have not yet been announced. The official JAMB website had not published a dedicated HND application notice at the reporting cutoff. The existing NBTE HND admission portal explains the board's earlier effort to keep admissions within accredited programmes, but it is not proof that the new JAMB process is already open.

Until those details are published, candidates should not send money, passwords, one-time codes or certificates to social-media agents promising early access. JAMB's existing admission services run through its official domains and accredited centres. The new policy also does not automatically validate a past admission. Students with unresolved records should wait for the promised federal guidance or raise a ticket through JAMB's official support route. Graduates should keep their ND and HND admission documents, school records and any earlier JAMB or NBTE correspondence.

Part-time admissions and NYSC rules
The circular also caps part-time National Diploma admissions at 50 per cent of each institution's approved full-time quota. That provision concerns institutional capacity; it is not a promise that every school will fill the maximum allocation.
NBTE also reaffirmed that holders of an NCE/HND combination should not be presented for NYSC mobilisation under the cited arrangement. The reported directive says NCE holders seeking an HND must first obtain a valid National Diploma and enter through the prescribed direct-admission route. Only the ND and HND certificates would be recognised for mobilisation in those cases.
These rules make the accuracy of the admission record more important. A student can complete an academic programme but still face an administrative problem if the programme was unaccredited, the institution exceeded its capacity or the admission was never captured by the recognised system. Details still awaiting official publication
The policy announcement does not yet settle whether all applicants will need a new JAMB profile, how current institutional applications will be migrated, what the application fee will be or when the central platform will open. It also does not provide a universal waiting period between ND and HND programmes.
The circular says the forthcoming guidelines will address the waiting period and exemptions for some health-related ND programmes. The education minister is also expected to review agriculture-related exemptions. Applicants should treat any circulating list as provisional unless it is published by the ministry, JAMB or NBTE.
The most useful next update will be the Federal Ministry of Education's detailed statement and a dated JAMB application notice. Until then, the safe reading is narrow: centralisation has been approved and JAMB has accepted the directive, but applications should follow only after official procedures appear.
