South Africans searching for the latest ANC Cape Town mayoral candidates are usually trying to answer two different questions: who will lead the ANC’s campaign in the city, and whether that person could actually become mayor.
The distinction matters. Political parties may present a mayoral candidate to voters, but Cape Town residents do not elect the mayor directly. Residents elect councillors, and the new City Council elects the executive mayor from among its members.
