Can Congolese Applicants Apply?

Yes.

The position is classified at P-4, which falls under UNICEF's International Professional staff category.

International Professional staff are recruited internationally and can serve across UNICEF duty stations worldwide. Unlike National Officer positions, this vacancy is not restricted only to nationals of the duty-station country.

That means qualified Congolese professionals living in the DRC or abroad can compete for the role if they meet UNICEF's academic, professional and language requirements.

UNICEF also states that mobility is a condition of International Professional employment, meaning staff in this category are part of its internationally mobile workforce.

What Will the Partnerships Manager Do?

The Partnerships Manager will help UNICEF strengthen relationships with major partners while expanding opportunities for funding, collaboration and policy influence in the Democratic Republic of the Congo.

A major part of the role involves identifying and building new partnerships that can help UNICEF finance and expand programmes for children and communities.

Responsibilities include:

  • Developing and implementing partnership strategies

  • Supporting UNICEF's resource-mobilization efforts

  • Identifying potential new donors and partners

  • Managing relationships with governments and development partners

  • Engaging international financial institutions

  • Working with foundations and civil-society organizations

  • Monitoring political and development trends

  • Identifying partnership opportunities and potential risks

  • Supporting senior management with strategic engagement

  • Developing annual work plans and performance targets

  • Supervising staff and managing complex projects

The manager will also act as a senior technical resource on partnership development and help UNICEF strengthen its visibility and influence with external stakeholders.

Education Requirements

Applicants must hold an advanced university degree in one of the following areas:

  • International relations

  • Political science

  • Communications

  • International development

  • Another relevant technical field

UNICEF's general International Professional requirements also confirm that P-level staff are normally expected to hold an advanced university qualification relevant to their work.

Professional Experience Required

Candidates need at least eight years of relevant professional experience.

Relevant areas include:

  • Public affairs

  • Programme management

  • Resource mobilization

  • External relations

  • Partnership development

  • Other closely related fields

The eight-year requirement is consistent with UNICEF's standard experience level for P-4 International Professional positions.

Skills UNICEF Is Looking For

Successful candidates should demonstrate strong experience in partnership building and fundraising, along with the ability to work with senior government, development and institutional stakeholders.

UNICEF specifically seeks professionals with:

  • Partnership-development expertise

  • Resource-mobilization experience

  • Strong planning and organizational skills

  • Policy-analysis capability

  • Knowledge of international development cooperation

  • Understanding of political and government processes

  • Strong negotiation skills

  • Diplomatic communication skills

  • Ability to identify new funding and partnership opportunities

  • Experience managing complex programmes and priorities

  • Strong written and verbal communication

Because this is a senior P-4 position, applicants should clearly demonstrate leadership and strategic responsibility rather than only technical participation in projects.

Language Requirements

Applicants must be fluent in:

French and English.

Knowledge of another official UN language — Arabic, Chinese, Russian or Spanish — or a local language is considered an advantage.

Experience That Can Strengthen an Application

UNICEF lists several additional areas as desirable.

Candidates can strengthen their applications if they have worked with:

  • Civil-society organizations

  • International financial institutions

  • Policy analysis

  • Development programmes at country level

  • Fragile states or fragile settings

  • Humanitarian operations

Experience working across governments, donors, NGOs, international organizations or development-finance institutions could therefore be particularly relevant to this vacancy.

Documents Required

The public UNICEF vacancy does not provide a fixed list of documents that every applicant must upload.

Candidates should complete the UNICEF Careers application carefully and provide all information and documents requested by the recruitment platform.

Applicants should make sure their profile contains accurate details about:

  • Education

  • Employment history

  • Professional responsibilities

  • Language skills

  • Partnership and resource-mobilization experience

  • Management experience

UNICEF says selected candidates are subject to reference and background checks, including verification of academic qualifications and employment history.

Applicants should therefore avoid overstating qualifications or responsibilities.

How to Apply

Applications must be submitted through the official UNICEF Careers platform.

To apply:

  1. Open UNICEF Job 595467.

  2. Select Apply Now.

  3. Create or sign into your UNICEF Careers account.

  4. Complete your candidate profile.

  5. Add your full education and professional history.

  6. Clearly demonstrate at least eight years of relevant experience.

  7. Highlight partnerships, fundraising, external relations and stakeholder-management achievements.

  8. Confirm your French and English proficiency.

  9. Review the application carefully.

  10. Submit before September 15, 2026 at 11:55 PM Kinshasa time.

Applicants should avoid waiting until the final hours because incomplete applications may not be considered.

Is There an Application Fee?

No.

UNICEF explicitly states that it does not charge processing fees at any stage of recruitment.

This includes:

  • Applications

  • Interviews

  • Validation

  • Appointment

  • Training

UNICEF also says it will not request applicants' bank-account information during recruitment.

Important Note for Government Employees

UNICEF says government employees who are selected for employment are normally required to resign from their government positions before taking up a UNICEF appointment.

Applicants currently employed by a government institution should therefore take this condition into account.

Why This Opportunity Matters for Congolese Professionals

The UNICEF Partnerships Manager vacancy is particularly relevant to senior Congolese professionals working in international development, diplomacy, donor relations, government affairs, NGOs, development finance and fundraising.

Because it is a P-4 International Professional position, the role can also attract experienced Congolese professionals currently working elsewhere in Africa, Europe, North America or other regions who want to pursue a senior international-development career based in Kinshasa.

Candidates with strong experience securing funding, developing donor relationships, managing partnerships or engaging governments and international financial institutions should pay particular attention to the vacancy.

Applications close on September 15, 2026.
