Only three African Commonwealth countries Mauritius, South Africa and Nigeria clear a new youth AI readiness benchmark in a study covering all 56 Commonwealth members.

The 2026 Commonwealth Youth AI Readiness Index, published by the Ayre Think Tank and detailed in its white paper, scores Mauritius 64.4 (8th), South Africa 56.8 (13th) and Nigeria 54.5 (15th).

The readiness line is set at 53 points out of 100. Fifteen countries overall meet it; 41 fall short.

Kenya leads East Africa in the ranking but sits below the line at 48.7 (22nd), according to Tech-ish's report on the East African results. Ghana scores 51.2 (17th); Uganda 47.0 (23rd); Zambia 48.8 (20th).

What the index measures

Researchers reviewed 1,128 sources and 102 indicators across seven pillars covering connectivity, skills, education, employment, enterprise and safeguards for people aged 15 to 29. An eighth pillar on critical judgement was left out of the published ranking because comparable evidence was thin.

Nigeria's score sits just above the cut-off. Freshangle's coverage of the Nigeria ranking notes that the study also estimates a large gap in potential AI-related GDP impact after 10 years between countries above and below the line about $389 billion versus $29 billion in a moderate scenario. Those figures are illustrations, not country forecasts.

Why it matters

The report argues that connectivity alone is not enough: skills, education-to-work pathways and locally useful AI tools decide whether young people can turn access into jobs and businesses. Nigeria, South Africa and Mauritius are the only African Commonwealth members in the top 15 a signal for governments and investors watching where youth AI capacity is building.

Who is affected and what comes next

Young people across the Commonwealth, plus educators, employers and policymakers, are the primary audience. The white paper sets five priorities: affordable access, practical digital skills, stronger routes into work and enterprise, tools in local languages, and safeguards so young people can question automated decisions. How far governments act on those priorities will decide whether the next index shows more African countries clearing the line.
