The 2021 notice mandated that all students who leave school for various reasons should have the chance to return, including girls who left due to pregnancies in both primary and secondary schools. The notice specifies that these girls are allowed to re-enter the formal education system after delivery. As of March 2024, 5,142 girls had re-enrolled in formal education. Under the notice issued by the Commissioner for Education, girls who left school due to pregnancy are given two years from the time of leaving to re-enroll. School heads are also instructed to foster a supportive environment, providing psychological and counseling assistance to help these students adapt back to school. "In order to ensure all children are continuing to get education as their basic right, through this notice, the government gives an opportunity for students dropping out of school for various reasons to return to the formal education system. Despite a supposed ceasefire called on August 4th, violence erupted once again, devastating local communities. According to territory commander Isaac Kibira, Wazalendo fighters, who are often aligned with the national army, launched an attack on an M23 base. In the ensuing chaos, seven civilians were killed. Elsewhere in Rutshuru, a bus carrying passengers was set on fire, claiming the lives of nine more innocent people. The responsibility for these atrocities squarely falls on the M23 rebels, whose ranks are primarily composed of foreign troops from Rwanda. This has drawn widespread condemnation, as Rwandan President Paul Kagame has previously admitted Rwanda's involvement with the rebel group. The M23’s violent actions against civilians highlight their blatant disregard for peace and human life. While the Wazalendo militia has been involved in skirmishes, the foreign-backed M23 rebels must be held accountable for the ongoing instability, atrocities, and devastating outcomes in the region. The Pretoria High Court has mandated that Mthobisi Prince Mncube be transferred from the maximum-security section of Kgosi Mampuru Correctional Centre in Pretoria to another facility. Mncube, one of the five suspects in the trial concerning footballer Senzo Meyiwa's murder, has been held in the maximum-security section since December 2020. He claimed that being in "solitary confinement" compromised his right to a fair trial, leading to an emotional breakdown last month. Judge Jan Swanepoel ruled that Mncube should be relocated to his original detention center, Sun City prison in Johannesburg, or another appropriate maximum-security facility. The judge noted, “The fact that a person is awaiting trial in a so-called 'high profile' or 'critical' case is not, in terms of the standard operating procedures, a basis for the indefinite incarceration of that person in C-Max. ” He pointed out that other murder trials do not involve indefinite maximum-security confinement. He questioned why Mncube was treated differently from others in similar circumstances, adding, “ The question remains: what sets him apart from the others who are on trial in the same or similar matters but are not incarcerated in C-Max? That question is not answered in these papers.” The judge approved Mncube’s transfer request, affirming that he would remain in a maximum-security facility and continue to face trial without prejudice to the state. Judge Swanepoel also highlighted that “should he be moved from C-Max, his mental health may well improve with exposure to other prisoners and more normal conditions.” However, a similar application by Mncube's co-defendant Fisokuhle Ntuli was dismissed due to lack of urgency. Atiku’s call for a consultation period before removing subsidies was criticized, with the Presidency claiming it showed “a troubling lack of awareness regarding the state of the economy.” Presidential Special Adviser on Information and Strategy, Bayo Onanuga, released a statement titled, “Time for Atiku Abubakar to end his grand illusions and fantasies,” responding to Atiku’s critique of Tinubu’s economic policies. Atiku had described Tinubu’s reforms as “trial-and-error,” suggesting they imposed severe hardships on Nigerians.
