In this criminal campaign, tactical weapons — including kamikaze drones — have been used, causing civilian casualties and significant material damage. These attacks represent a flagrant violation of the ceasefire, of the commitments made under recent peace agreements, and of the fundamental principles of international humanitarian law. The Government deplores the rapid worsening of the humanitarian situation: more than one hundred deaths, over 200,000 new displaced persons, and thousands of others forced to flee; damaged civilian infrastructure; injured persons without access to medical care; and populations trapped in the conflict zones. The Government expresses its solidarity and compassion to the victims, particularly those in Uvira. The gravity of the situation is further underscored by the confirmed risk of regional destabilization. Beginning on December 4, 2025, RDF artillery fire originating from M23 positions crossed the border and hit Burundian territory, illustrating the destabilizing potential of Rwanda’s aggression for the entire Great Lakes region. The Government takes note of the clear declaration by the International Contact Group (ICG), which unambiguously identified Rwanda and its M23 proxies as responsible for the ongoing escalation. In light of Rwanda’s blatant defiance, it is imperative that coercive measures — including sanctions — be adopted to ensure the enforcement of the Washington Peace Accord , concluded under the auspices of the President of the United States, Donald J. Trump. The situation in Uvira marks a turning point: it is a deliberate decision by President Kagame to turn his back on the Washington Accords barely one week after signing them, intentionally undermining the efforts made by President Donald J. Trump to restore peace. The Government of the Democratic Republic of the Congo, therefore, calls upon the facilitators of the Washington and Doha processes, as well as the African Union and the international community, to use their full political and diplomatic leverage to preserve the credibility of these peace frameworks. Facilitators must take urgent, firm, and coordinated actions to stop the hostilities, restore respect for the agreements, and prevent the collapse of the peace efforts initiated by President Trump. At the same time, the Government urges the United Nations Security Council to take concrete and decisive measures to ensure the implementation of Resolution 2773 (2025), particularly concerning the protection of civilians, the cessation of hostilities, and the dismantling of all non-state armed groups.
