Uganda Set to Join SAATM with their Africa open skies plan

Uganda is on the brink of embracing the Single Africa Air Transport Market (SAATM), indicating a significant departure from its previous cautious stance on open skies. Fred Bamwesigye, the Director-General of Uganda Civil Aviation Authority (UCCA), highlighted that the nation's entry into SAATM is imminent, pending Cabinet approval. This move is expected to catalyze Uganda's aviation sector by enhancing connectivity and competitiveness, with the development of key infrastructures like Kabalega International Airport and the upgrade of Entebbe International Airport being pivotal for accommodating the anticipated surge in air traffic.
The integration into SAATM is seen as a strategic step to bolster Uganda Airlines by expanding its network to major destinations such as Nigeria, Mumbai, South Africa, and the UAE. This expansion is facilitated by comprehensive consultations and agreements with stakeholders and the continental industry regulator, aiming to leverage the benefits of air market liberalization. The liberalization promises to unlock route access through the 5th Freedom rights, crucial for augmenting Africa's air transport connectivity.
Despite concerns about the competitive impact on national carriers, the liberalization under SAATM is anticipated to yield significant benefits in the long run, akin to Morocco's experience with open skies in Europe.
The initiative aligns with the goals of the 1999 Yamoussoukro Declaration, aiming to liberalize market access, ease ownership restrictions, and harmonize aviation safety and security standards. Uganda's accession to SAATM represents a commitment to enhancing intra-African connectivity, reducing airfares, and streamlining air travel across the continent.
