KINSHASA — September 2, 2026 — The Democratic Republic of the Congo has launched a new digital platform designed to modernize freight management, improve cargo tracking and strengthen the collection of public revenue.
Vice Prime Minister and Minister of Transport, Communication Routes and Opening Up Jean-Pierre Bemba officially launched the SYGREM platform in Kinshasa on September 1.
The system was developed through a partnership between the Office de Gestion du Fret Multimodal (OGEFREM) and technology company PADS Corporation.
According to the Congolese Press Agency, the platform will manage multimodal freight charges and the documents used to trace goods entering and leaving the country.
Freight Documents Move Online
SYGREM will digitalize three important documents used in the DRC's external trade system:
FERI: Electronic Import Information Form
FERE: Electronic Export Information Form
AD: Destination Certificate
The platform also includes cargo geolocation, online and multichannel payments, centralized transaction processing and the management of revenue-generating operations for OGEFREM.

The official SYGREM portal identifies September 1, 2026, as its commissioning date and describes the system as operational.
Instead of relying entirely on separate paper-based processes, freight operators will be able to handle key documents and payments through one digital system. Authorities say this should make cargo movements easier to trace and make freight-related transactions more secure.

Government Targets Fraud and Revenue Leakage
OGEFREM Director General Olivier Tshibola Mukuma said the platform is intended to improve revenue collection, reduce fraud and give the country greater control over freight operations.
According to 7sur7, funds collected through the system will be centralized in dedicated OGEFREM bank accounts. The platform is also expected to create a clearer record of cargo movements and payments at each stage of the process.
For the government, that traceability could make it harder to falsify freight documents or divert revenue. It could also provide better information about the volume and movement of goods across the DRC's trade corridors.

Bemba described the launch as an important step in the government's wider digital-transformation programme. He called on OGEFREM and PADS Corporation to implement their responsibilities rigorously and deliver measurable results.
