DRC and Israel signed two diplomatic MoUs as Israel announced the delivery of three tonnes of medical aid for the Ebola response.

The Democratic Republic of the Congo and Israel have signed two memoranda of understanding during a ministerial meeting in Jerusalem, opening new channels for political dialogue and diplomatic training.


The agreements were signed on Monday, July 27, by DRC Foreign Minister Thérèse Kayikwamba Wagner and her Israeli counterpart, Gideon Sa’ar.


Sa’ar also announced that Israel had delivered three tonnes of medical aid to support the DRC’s response to an Ebola outbreak.


The visit therefore produced two different outcomes: long-term diplomatic frameworks and an immediate health contribution. However, important details about how both will be implemented have not yet been made public.


What was signed?

The two countries signed separate memoranda covering:

The first MoU is designed to create a more organised channel for discussions between Kinshasa and Jerusalem. The two governments could use it to exchange positions on bilateral, regional and international issues.


The second focuses on cooperation between their diplomatic academies. In practical terms, this could eventually lead to training programmes, exchanges of expertise or joint professional-development activities for diplomats.


These possible activities should not yet be reported as completed programmes. The full MoU texts, budgets, participant numbers and implementation dates have not been published.
