Constant Mutamba announces the execution of the death penalty against the Kulunas convicted of terrorism

On Tuesday, December 3, 2024, the Minister of Justice, Constant Mutamba, announced the creation of a special Commission to fight urban banditry. This decision follows instructions from the President of the Republic. The Commission includes top military and civilian judges, the Provincial Police Commissioner, and other security officials. The Minister said the Commission aims for "operation zero kuluna" to deal with urban bandits known as Kulunas, who cause fear and harm in Congolese communities.



Constant Mutamba also revealed that starting December 4, the Commission will begin immediate trials for Kulunas caught in the act. He stated that the death penalty will now be used for Kulunas found guilty of terrorism.


“They will all be sentenced for terrorism. The acts they commit are simply terrorism and, therefore, punishable by the death penalty. The Commission has also decided to carry out the death penalty but also to transfer all the Kulunas to high-security prisons. The first batch of Kulunas sentenced this week will be evacuated to Angenga and other prisons. Blockades will be organized in the neighborhoods and streets of Kinshasa,” said the minister.


He also warned that people causing noise pollution will face heavy fines and have their property seized
