Massad Boulos, the newly appointed Senior Advisor for Africa to U.S. President Donald Trump, arrived in Kinshasa on Wednesday evening, April 2, 2025. On Thursday, April 3, he was officially received by President Félix Antoine Tshisekedi Tshilombo at the African Union City.

Boulos was accompanied by Corina Sanders, U.S. Deputy Assistant Secretary of State for African Affairs, and Dan Dunham, Director for Africa at the National Security Council. Together, they held a high-level meeting with the Congolese Head of State focused on strengthening U.S.-DRC relations, regional peace, and boosting private sector investment in key sectors like mining.

"I look forward to working with President Félix Tshisekedi and his team to build a deeper relationship that benefits the Congolese people and the American people, and to stimulate American private sector investment in the DRC, particularly in the mining sector, with the shared goal of contributing to the prosperity of our two countries," said Massad Boulos, Africa Advisor to U.S. President Donald Trump.

A major part of the discussions centered around the much-anticipated minerals agreement between the U.S. and the DRC.

"You have heard about a minerals agreement. We have taken note of the DRC's proposal, and I am pleased to announce that the President and I have agreed on a way forward for its development," Boulos confirmed.

The visit also highlighted America’s growing interest in supporting peace, sovereignty, and economic growth across the Great Lakes region.

"We seek lasting peace that respects the DRC’s sovereignty and supports a strong regional economy. This partnership holds great promise," he added.

The engagement signals a new chapter in U.S.-Africa diplomacy, with a strong emphasis on economic cooperation, resource development, and regional stability.
