You can also apply through the KRA M-Service app, which KRA lists alongside iTax for TCC applications and validity checks. Enhanced eTIMS rule (important) KRA enhanced the TCC process so taxpayers who earn income other than employment income must be registered on TIMS/eTIMS before a TCC can be issued. This applies immediately to business-income earners. If you only have employment income, the extra eTIMS registration requirement does not apply for TCC. If you are exempted from eTIMS, KRA says you can apply for a TCC at your Tax Service Office (TSO). How long it takes When you have no outstanding liabilities and returns are in order, KRA states the certificate can be issued immediately and sent to your email, or downloaded from the link on successful application. KRA’s Tax Compliance Certificate FAQ also notes that successful applicants may receive the email with the TCC attached within 5 working days , and unsuccessful applicants are told what is non-compliant. Validity and renewal Validity: 12 months only. Renewal: apply again from 7 days before expiry. ADVERTISEMENT To check if a TCC is still valid, use the TCC/Exemption Checker on iTax or the KRA M-Service app. If your application is rejected Common blockers are unfiled returns, unpaid taxes, unsettled debt without an approved payment plan, VAT non-compliance, or missing eTIMS/TIMS registration when you have business income. Fix the issues KRA lists in the rejection email, then apply again. File missing returns and settle debt (or get a payment plan approved) before reopening the Certificates flow. • Killing of AFC/M23-Appointed Chief Exposes Fragile Rule in Walikale

The killing of a rebel-appointed chief in Walikale renewed concerns over AFC/M23’s parallel administration in eastern DRC. The killing of a newly installed village chief in Walikale territory has renewed attention on the growing system of local authorities set up by the AFC/M23 rebellion in parts of eastern Democratic Republic of Congo . According to initial reports by local outlets , the chief of Kateku village in the Ikobo grouping was shot dead by suspected Wazalendo fighters only 48 hours after being installed by the AFC/M23. Local sources said the victim was attacked at his home in front of family members on Wednesday, May 13, before the assailants fled the area. The motive behind the killing has not been officially established, although some observers linked the incident to tensions surrounding authority and territorial control in Walikale. The assassination is being viewed as one of the clearest signs yet of the fragile governance structures emerging in territories occupied or influenced by the AFC/M23 rebellion . Since expanding its presence in parts of North Kivu, the movement has increasingly overseen the appointment or replacement of local administrators, customary chiefs and community representatives in several localities under its control. Kinshasa has repeatedly rejected such appointments, arguing that armed groups have no constitutional mandate to install civilian or customary leaders. Under Congolese law, traditional leadership structures are recognized through state administrative mechanisms, making parallel rebel-backed appointments highly controversial. The issue has become more visible as AFC/M23 attempts to consolidate influence beyond military positions by establishing forms of local administration in occupied zones. Similar concerns have previously surfaced in areas around Rutshuru, Masisi and other rebel-controlled territories where residents reported changes in local leadership structures amid ongoing conflict. The United Nations and several international observers have also warned about the broader humanitarian and governance consequences linked to the conflict in eastern DRC. Recent UN reports have documented continuing instability, population displacement and competing systems of authority in areas affected by armed group activity, including zones linked to M23 operations. UN officials have previously cautioned that parallel administrations risk deepening insecurity and weakening civilian protection mechanisms. Firm Encourages Ruto's Government to Use Market Research to Address Skill Gaps Dec 11, 2024 Facebook X (Twitter) WhatsApp Copy link Huawei Kenya Media Director Khadija Mohamed (left) advises creating localized solutions to tackle skill gaps The government has been advised to create localized solutions to tackle skill gaps in the workforce effectively. Huawei Kenya Media Director Khadija Mohamed highlighted that many current models have not been successful because they are not customized to the local job market. Speaking at a private sector dialogue during Kenya's 60th diplomatic anniversary at the Kenyatta International Conference Centre (KICC), Khadija emphasized the importance of using market research and development to find tailored solutions for Kenya’s youth. “All we are saying is that solutions that are working in the USA or China are not necessarily going to work here, and there the government must seek more partnerships with the private sector in localising the solutions,” she said. Khadija explained that the private sector can assist the government by providing skills and training opportunities. These initiatives can help young people gain international exposure and work experience in global organizations. “For instance at Huawei, we have the ICT academy that offers training to university students who get exposure to the outside world at the end of the programme. We later guide them on how they can come up with solutions tailored for the locality's needs,” she added. Huawei’s programs include an annual management training initiative that selects 30 university students for various placements. After completing their training, students take an examination, and high performers are either employed by Huawei or recommended to partner organizations. “In our experience of implementing these two programmes, many students have mastered the theory work. But after training, they are now able to relate with real work-life while leveraging on technology to hasten the way of doing things,” she said. Centum CEO James Mworia echoed these views, stating that technology plays a vital role in bridging employment gaps, which in turn helps the government meet its tax revenue goals. “The economic base of a country is the projection of its national power which is driven by the private sector. It is therefore upon the government to come up with policies that enable the private sector to expand its reach,” said Mworia. Mworia urged the government to expand its focus beyond primary industries by collaborating with the private sector to attract investments and grow markets for economic development. He also criticized the government for signing international trade agreements without involving the private sector. “How can we sign trade agreements with other countries and leave out the private sector? what we must understand is that Kenya still has small markets to scale and we must then focus on the EU and US markets which will offer a great opportunity for us to access the global market,” Mworia said. • DRC Plans New System to Track Government Delivery

DRC shifts Cabinet meetings to twice a month and plans stronger monitoring of government decisions. The Democratic Republic of Congo will now hold Cabinet meetings twice a month as President Félix Tshisekedi moves to give ministers more time to implement decisions already taken, according to a local report . The change was announced during the 91st ordinary meeting of the Council of Ministers. Since Tshisekedi came to power, Cabinet meetings had generally been held every week, except on public holidays, as part of regular monitoring of government files and the implementation of the Government Action Programme. Under the new arrangement, government members are expected to spend more time executing decisions, responding to public concerns, and improving the effectiveness of state action across the country. Tshisekedi also called on ministers to show greater diligence, responsibility, and efficiency in carrying out their duties. A strengthened monitoring and evaluation mechanism is also being introduced to assess progress across ministries and measure results in different sectors. The move signals a shift from frequent deliberation toward closer tracking of delivery and implementation. The Cabinet meeting also addressed international human rights missions in the DRC. Prime Minister Judith Suminwa welcomed the ongoing work of the African Commission on Human and Peoples' Rights, whose Resolution 643 condemns serious and massive human rights violations and international crimes in the country. The government also discussed the UN-backed inquiry into abuses in eastern Congo. The UN Human Rights Council commission of inquiry is mandated to investigate alleged violations and abuses in North Kivu and South Kivu linked to the latest escalation of hostilities. Suminwa said experts from the commission are expected in Kinshasa on June 7, 2026, before continuing their work in Goma after a week in the capital. She instructed the ministers responsible for human rights and interior affairs to ensure a secure environment and smooth coordination with national authorities. She also asked the budget and finance ministers to make the necessary operational resources available for the teams supporting the mission. • In an ambitious move to bolster its economy, Nigeria is currently on the lookout for skilled fund managers to steer a newly proposed $10 billion diaspora fund. This initiative aims to harness the significant financial contributions of Nigerians living abroad to fuel investments in key sectors such as infrastructure, healthcare, and education. With the World Bank reporting over $20 billion in diaspora remittances to Nigeria last year, the government sees a golden opportunity to channel these funds into sustainable local development. The planned diaspora fund is a strategic effort to attract more dollar inflows and foreign investments, which are crucial under the current economic strain marked by foreign currency shortages and a struggling naira. The Ministry of Industry and Trade has issued a public notice calling for experienced fund managers. The role involves comprehensive fund setup, including legal, operational, financial, and administrative frameworks. Prospective candidates should have a robust track record in Nigeria, showcasing substantial experience in raising capital and managing profitable venture capital funds. The fund, set to operate over a decade with a possible two-year extension, is looking at an initial investment period of three to five years, followed by subsequent investments. This timeline reflects the government's commitment to long-term economic growth fueled by diaspora engagement. Further strengthening this approach, Minister Doris Anite highlighted the initiative as an "unprecedented opportunity" for the Nigerian diaspora to actively participate in the country's economic advancement. Additionally, Nigeria is planning to issue diaspora bonds later this year, aiming to increase foreign exchange inflows further and alleviate the ongoing pressure on the naira.
