- Baxi transition: What Nigerian agents should check now
Baxi agents have been told to move funds within 30 days. Here is what to confirm about deadlines, balances, receiving banks and unresolved transactions. Baxi agents in Nigeria have been asked to transfer their funds to their preferred principal bank within 30 days as Onafriq winds down its agent banking business. The instruction was reported on Friday, 16 October 2026, and leaves agents with practical questions about their deadline, account balances and outstanding transactions. Onafriq said its teams would support the transition. For an individual agent, the immediate task is to obtain written instructions covering their own account before treating the change as complete. What should Baxi agents do during the transition? Confirm the deadline that applies to your account, obtain verified instructions for moving funds and reconcile outstanding transactions. Onafriq has announced a 30-day transfer period, but the published announcement does not establish a calendar deadline for every agent or identify the receiving principal bank. In an email reported by PUNCH , Onafriq said the decision concerns its Nigerian agent banking operation. It said agents onboarded through Baxi had been transitioned to another principal bank and had been asked to move their funds to their preferred principal bank within 30 days. That wording deserves attention. A transition to another bank does not, by itself, tell an agent that every balance, pending reversal or commercial arrangement has been settled. Ask support to explain what has already changed and what still requires action on your account. Techpoint Africa’s report also records the transfer instruction and the company’s commitment to provide assistance. Neither report names the receiving principal bank or provides an account-specific transfer procedure. Confirm your deadline and destination The published 30-day instruction should prompt action, but agents should obtain the start date and final date that apply to their notice. Do not calculate a universal closing date from a newspaper’s publication date. Before moving funds, ask your established Baxi support contact to confirm: Continue Reading Full Article TRANSPORT AND LOGISTICS Baxi transition: What Nigerian agents should check now By Kamau Bahati Entertainment Editor Kamau Bahati Home Comment Oct 19, 2026 Oct 19, 2026 4 min read Copy link Facebook X (Twitter) WhatsApp Published Updated: Baxi agents in Nigeria have been asked to transfer their funds to their preferred principal bank within 30 days as Onafriq winds down its agent banking business. Confirm your deadline and destination The published 30-day instruction should prompt action, but agents should obtain the start date and final date that apply to their notice. Do not calculate a universal closing date from a newspaper’s publication date. Before moving funds, ask your established Baxi support contact to confirm: Which principal bank now handles your agent relationship. Whether your existing account details remain valid. The approved route for transferring your available balance. The applicable deadline and any transaction limits or charges. Whether any further onboarding or identification steps are required. These are practical checks, rather than a published Baxi transfer procedure. Keep the reply with your account records. A destination supplied through a forwarded message should be checked through an established support channel before you act. ADVERTISEMENT Reconcile balances and unfinished transactions Record your available balance and download or request your transaction history before making the move. List any pending transfers, failed withdrawals, reversals, commissions or disputed deductions separately, so that an available balance is not mistaken for a complete settlement. For each unresolved item, retain the transaction reference, date, amount and complaint number. Ask who will handle it after the transition and how you will receive updates. If terminal ownership, deposits or return arrangements affect your business, request written clarification of those terms too. The Central Bank of Nigeria’s bank customer guidance says banks should explain contractual terms and charges and provide a mechanism for complaints. That general guidance is useful when discussing a receiving bank’s services; it does not establish the terms of Baxi’s individual agent contracts. Where to raise an unresolved complaint Start with the institution responsible for the disputed transaction and keep evidence that you have complained. State the amount, relevant dates, transaction references and the resolution you are seeking. Trending Now US and Egypt Sign First $125m Mutual Prosperity Deal . An agent’s commercial contract dispute may require a different route from a customer’s bank transaction complaint. Ask the institution which process applies rather than assuming the same escalation channel covers every transition issue. Which services are continuing? Onafriq says the closure does not represent its departure from Nigeria. Premium Times reports that it will continue serving the country through its payments network and card-issuing services. For agents, that continuing corporate presence does not replace account-specific guidance. The useful confirmation is a written record showing where funds should move, which transactions remain open and who is responsible for resolving them. - Taiwan Cancels Eswatini Trip After African Airspace Denials by china
Taiwan’s president cancels Eswatini trip after African states deny overflight access amid China tensions. Taiwan President Lai Ching-te has cancelled a planned visit to Eswatini after several African countries denied overflight access to his aircraft, according to a government statement on Tuesday. The trip, which was scheduled for this week, would have taken Lai to Eswatini one of the few countries that maintains formal diplomatic ties with Taiwan. Officials in Taipei said Seychelles, Mauritius and Madagascar withdrew previously granted permissions for the presidential aircraft to cross their airspace as cited by reuters . Taiwan’s government attributed the sudden change to pressure from China , which claims the island as part of its territory and opposes any official international engagement by Taiwanese leaders. A senior official said the alleged pressure included economic considerations, though these claims have not been independently verified. Authorities in Seychelles and Madagascar confirmed denying overflight clearance, citing adherence to the long-standing “One China” policy that recognises Beijing as the sole legitimate government of China. Mauritius had not issued an official response at the time of reporting. Lai, in a public statement, said the cancellation would not alter Taiwan’s commitment to engaging with international partners, adding that external pressure would not deter the island’s global outreach. His visit to Eswatini was intended to mark the 40th anniversary of King Mswati III’s accession. The incident underscores the diplomatic constraints Taiwan faces globally, particularly in regions where China maintains strong political and economic influence. - UN Torture Watchdog Back in Rwanda After Failed 2017 Mission
UN torture-prevention experts are scheduled to visit Rwanda from September 20–29, nine years after an earlier mission ended over access concerns. The September 20–29 visit is the first listed SPT mission to Rwanda since a 2017 inspection was suspended over access, confidentiality and reprisal concerns. KIGALI — September 20, 2026 — United Nations torture-prevention experts are scheduled to begin a 10-day visit to Rwanda on Sunday, marking the first listed mission by the UN Subcommittee on Prevention of Torture since an earlier inspection ended without a report nine years ago. The UN treaty-body database lists Rwanda for a visit from September 20 to September 29, 2026, by the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, commonly known as the SPT. No precise arrival time or schedule of detention-site inspections had been publicly announced when this article was prepared. That is not unusual: the SPT can conduct unannounced visits to places where people are deprived of their liberty, and detailed itineraries are generally not published in advance. The mission is significant because the SPT's previous visit to Rwanda, in October 2017, was suspended before completion. The UN body said at the time that it had encountered restrictions affecting access to some detention sites, its ability to conduct confidential interviews and its efforts to protect interviewees from possible reprisals. The suspended visit was formally terminated in July 2018 after the SPT said there was no realistic prospect of resuming it within a reasonable period. No country-visit report was produced. What does the UN Subcommittee on Prevention of Torture do? The SPT is an independent expert body established under the Optional Protocol to the Convention against Torture, known as OPCAT. Rwanda acceded to the protocol in 2015. Its role is preventive. Rather than waiting for an abuse allegation to become a criminal case, the SPT examines detention systems and recommends changes intended to reduce the risk of torture and other cruel, inhuman or degrading treatment. During a country visit, the experts may seek access to any place under state jurisdiction or control where people are, or could be, deprived of their liberty. Depending on the country and the delegation's programme, those places can include: Continue Reading Full Article JUSTICE & CRIME UN Torture Watchdog Back in Rwanda After Failed 2017 Mission By Serge Kitoko Tshibanda Political Analyst Serge Kitoko Tshibanda Home Comment Sep 20, 2026 Sep 20, 2026 7 min read Copy link Facebook X (Twitter) WhatsApp Published Updated: The September 20–29 visit is the first listed SPT mission to Rwanda since a 2017 inspection was suspended over access, confidentiality and reprisal concerns. Depending on the country and the delegation's programme, those places can include: prisons and police cells; pretrial and other detention facilities; immigration holding centres; psychiatric hospitals and other closed institutions; juvenile detention facilities; and other locations where people cannot leave freely under an official order or with official involvement. The delegation can examine physical conditions, detention records, safeguards against abuse, complaint procedures, access to lawyers and medical care, and the treatment of people in custody. It can also conduct private interviews with detainees, officials and other relevant people without witnesses. Confidential interviews are central to the SPT's work. OPCAT requires states to allow the delegation to choose whom it interviews and to ensure that no person or organization suffers sanctions or reprisals for communicating with the experts. The SPT also advises governments and works with national preventive mechanisms—independent domestic bodies that regularly inspect places of detention and recommend reforms. Why the 2017 mission ended early The SPT began a seven-day visit to Rwanda in October 2017 but suspended the mission on its fifth day. In its public explanation, the UN body said the delegation had been prevented from visiting some places of detention and had faced difficulties conducting private interviews with certain people deprived of their liberty. It also said several interviewees expressed fear that they could face reprisals after speaking with the experts. ADVERTISEMENT The SPT said those conditions prevented it from carrying out its mandate fully and safely. When it formally terminated the visit in July 2018, the body cited a lack of cooperation and said there was no realistic prospect that the mission could resume within a reasonable time. It was the first time the SPT had ended a country visit in that manner. Those statements represented the UN body's account of the breakdown. They did not amount to a judicial finding that Rwandan authorities had committed torture, and the incomplete mission produced no public country report assessing detention conditions across Rwanda. What previous reports say about torture allegations and detention sites The new UN visit comes against a background of serious—but not always judicially proven—allegations about the treatment of detainees in Rwanda. A Human Rights Watch investigation published in October 2024 documented accounts of torture and other ill-treatment at Nyarugenge Prison, also known as Mageragere; Rubavu Prison in western Rwanda; and a Kigali location known as Kwa Gacinya, which the organization described as an unofficial detention facility. The report was based on interviews and court documents gathered between 2019 and 2024. Human Rights Watch said it interviewed more than 28 people, including 13 former detainees who had been held at the identified locations between 2017 and 2024. It also reviewed court records involving 53 people and monitored proceedings against former prison officials and detainees. Trending Now US and Egypt Sign First $125m Mutual Prosperity Deal . ADVERTISEMENT Nyarugenge and Rubavu prisons Former detainees interviewed by Human Rights Watch described beatings, submersion in dirty water and other abusive punishment at areas they called “Yordani” inside Nyarugenge and Rubavu prisons. Some allegations entered Rwanda's own judicial system. In April 2024, the Rubavu High Court convicted former prison director Innocent Kayumba of assaulting and murdering a detainee at Rubavu Prison in 2019 and sentenced him to 15 years in prison. Two correctional officers and seven prisoners were also convicted of offences connected to beatings and deaths, while other defendants were acquitted. The case provides confirmed evidence that a Rwandan court held several people responsible for serious violence in custody. However, none of the defendants was convicted of the separate offence of torture. Kwa Gacinya Human Rights Watch described Kwa Gacinya, a house in Kigali's Gikondo area, as an unofficial detention location associated with police custody. Former detainees alleged that they were held in very small cells, beaten, threatened with death or forced to confess before being transferred to official facilities. The organization reported receiving information that the location was later being used as a police station, while two sources linked to the security services alleged that abuse continued in basement cells. Accra, Ghana — Ghana is set to choose a company by December to construct its first nuclear power plant, with contenders including France's EDF, U.S.-based NuScale Power and Regnum Technology Group, and China National Nuclear Corporation. Robert Sogbadji, the deputy director for power in charge of nuclear and alternative energy at Ghana’s energy ministry, disclosed this on Monday. Additional competitors for the contract, expected to span the next decade, include South Korea’s Kepco and its subsidiary Korea Hydro Nuclear Power Corporation, and Russia’s ROSATOM. Sogbadji stated, "Cabinet will approve the final choice. It can be one vendor or two nations; it will depend on the financial model and the technical details." Historical Context and Current Goals Ghana initially considered building a nuclear power plant in the 1960s, but the project was halted by a coup. The plan was revived in 2006 with assistance from the International Atomic Energy Agency (IAEA) following a severe power crisis. Out of 16 countries and companies that responded to Ghana’s request for vendors, a technical team from state agencies led by the energy ministry narrowed it down to the current five contenders. Ghana aims to integrate approximately 1,000 megawatts (MW) of nuclear power into its energy mix by 2034. Regional Nuclear Developments Across Africa, several countries are exploring nuclear power to address electricity supply gaps. Over 600 million people on the continent lack access to electricity. Burkina Faso and Uganda have agreements with Russia and China to build their first nuclear power plants. Kenya, Morocco, and Namibia are also pursuing nuclear energy projects. South Africa, which operates Africa's only existing nuclear plant, plans to add 2,500 MW of nuclear power to combat its severe power shortages. Ghana’s Energy Ambitions Ghana currently has an installed capacity of 5,454 MW, with 4,483 MW available. The country, a notable exporter of oil, cocoa, and gold, expects nuclear power to become its base load, facilitating quicker industrialization and increasing energy exports to neighboring countries like Benin, Ivory Coast, and Togo through the West Africa Power Pool. The government has already secured a site capable of accommodating up to five reactors. Sogbadji indicated that Ghana prefers a "build, own, operate and transfer" arrangement that allows for local equity participation.
