In a significant development amidst the ongoing oil importation dispute between Kenya and Uganda, Tanzania has stepped in with a set of compelling offers to Uganda that could potentially reshape the dynamics of oil trade in East Africa. Under the leadership of President Samia Suluhu Hassan, Tanzania has proposed to allow the Uganda National Oil Company (Unoc) to utilize the Dar es Salaam port for importing fuel into Uganda. This move comes at a crucial time as Kenya remains steadfast in its position against Uganda's importation demands, leading to a legal battle at the East African Court of Justice (EACJ). While the case is still pending, with no clear timelines for a resolution, there are indications that Uganda might consider withdrawing the lawsuit, a development that Kenya is eagerly anticipating. The tension between Kenya and Uganda took a diplomatic turn when Presidents William Ruto, Yoweri Museveni, and Samia Suluhu Hassan convened in an extraordinary tripartite meeting in Zanzibar. This meeting, reportedly initiated by Uganda, aimed to secure a smooth pathway for the importation of petroleum and other essential products into Uganda, amidst the ongoing impasse. Tanzania's timely intervention by offering an alternative route for Uganda's oil imports through the Dar es Salaam port is a testament to the evolving landscape of regional cooperation and economic strategies in East Africa. This strategic move not only offers Uganda a viable solution to its current predicament but also highlights Tanzania's growing influence and proactive approach in regional trade and diplomacy. The unfolding scenario underscores the intricate balance of geopolitical interests, economic strategies, and the pursuit of regional stability and cooperation among East African nations. As the situation evolves, the outcomes of these high-level engagements and Tanzania's offer to Uganda could have lasting implications on the region's trade routes, alliances, and economic frameworks, signaling a new chapter in East African geopolitics and trade relations . - Luiza Assistance Gap: Families Await Aid After September Storm
Luiza families were still awaiting assistance two weeks after September’s storm. Read the latest shelter needs, damage assessments and response gaps. LUIZA, DRC — 12 October 2026. More than 1,000 households remained without homes in Luiza, Kasaï-Central, on 11 October, according to Radio Okapi's latest follow-up . The report describes families still awaiting assistance two weeks after the destructive storm of 27 September. The Luiza assistance gap concerns what reaches affected households after damage has been recorded. An assessment, a fundraising initiative and a discussion of emergency financing do not establish that shelter materials or food have been distributed to the families waiting for them. What is the assistance gap in Luiza? The latest local reporting describes families still without secure shelter after the September storm, while residents organise fundraising for initial help. Earlier assessments documented extensive housing damage. The unresolved question is when affected households will receive verified assistance, rather than whether the disaster has been recognised. Residents organise initial assistance Radio Okapi reports that community representatives have established a commission to collect funds for affected households. Local civil-society coordinator Paulin Nkongolo Nsake called for rapid mobilisation. The initiative is intended to provide initial help. The report does not give a verified collection total, distribution list or timetable. Its existence should therefore be understood as a local response being organised, rather than proof that every affected family has already received assistance. The original assessment showed extensive housing losses Actualité.cd 's 29 September report attributed an initial estimate of more than 1,500 homes swept away to Luiza's mayor, Guillaume Shidi Milambu. The storm struck during the night of 26–27 September. The mayor described the estimate as provisional, with teams continuing assessments in affected neighbourhoods. Other homes and infrastructure had also suffered damage. Families were seeking shelter, food and essential household items after losing buildings and possessions. The report does not give a verified collection total, distribution list or timetable. Its existence should therefore be understood as a local response being organised, rather than proof that every affected family has already received assistance. ADVERTISEMENT The original assessment showed extensive housing losses Actualité.cd 's 29 September report attributed an initial estimate of more than 1,500 homes swept away to Luiza's mayor, Guillaume Shidi Milambu. The storm struck during the night of 26–27 September. The mayor described the estimate as provisional, with teams continuing assessments in affected neighbourhoods. Other homes and infrastructure had also suffered damage. Families were seeking shelter, food and essential household items after losing buildings and possessions. That earlier account establishes the scale of the damage reported at the time. It does not establish the number of households that later received aid, the condition of every surviving building or a final reconstruction cost. The current assistance question is therefore more specific than the initial damage count: which households still lack shelter, what support has reached them, and what remains outstanding? Houses and households are different measures The GDACS disaster-monitoring entry records 1,500 destroyed houses in Luiza in an impact assessment dated 30 September. It is an earlier disaster record, not a current register of assistance delivered. The latest Radio Okapi figure concerns households without homes. A household count and a destroyed-house count cannot be substituted for one another. They also come from different reporting dates and assessment processes. ADVERTISEMENT The numbers should not be added together or used to calculate how many families have recovered. Establishing progress requires comparable information on the same population: households initially affected, households assisted and households still needing support. GDACS also labels its information indicative and advises checking alternative sources before making decisions. Its record helps document the disaster, but it cannot answer whether a particular family has received a tarpaulin, food parcel or rebuilding materials. School damage adds another recovery task Radio Okapi's follow-up describes disrupted classes at affected schools. At Tshikokuani secondary school, its head reported collapsed perimeter walls and a classroom, along with damaged scientific and school equipment. Housing assistance and school rehabilitation address separate losses. Restoring a household's roof would not, by itself, replace classroom equipment or establish that a damaged school building is ready for use. A recovery plan needs to make clear which institutions are being assessed and which repairs have been completed. National discussion is not confirmation of local delivery Le Potentiel's 11 October account of the Council of Ministers includes the Luiza disaster in the humanitarian situation presented to government. It describes extensive destruction of homes and social infrastructure and increased accommodation needs. The same account discusses possible national emergency financing through the World Bank's Catastrophe Deferred Drawdown Option. This is a financing mechanism under consideration, subject to conditions. It is not confirmation of money paid to Luiza households or of a funded local distribution already completed. Civil Society Cornubia Housing Handover: What Is Delivered and Still Due? . ADVERTISEMENT The report also describes assistance in other places, including Pakadjuma in Kinshasa. Those operations must not be presented as deliveries to Luiza. A national account can recognise several emergencies while leaving the status of an individual locality unresolved. For wider regional context, XTRAfrica has reported on infrastructure investment in Kasaï and Kasaï-Central . That separate programme should not be confused with a household storm-relief allocation. What a concrete assistance update should establish A useful response notice would identify the organisation responsible, the places receiving assistance, the items distributed and the households reached. It should distinguish support already delivered from resources requested or promised. The remaining recovery questions include: Which families have received temporary shelter or essential household supplies? Where can affected households obtain information on any verified distribution? What repairs are planned for damaged schools, and who is responsible for them? What has the community fundraising commission collected and delivered? These questions do not establish wrongdoing or deliberate exclusion. They identify the information needed to measure whether assistance is reaching residents. The next meaningful development will be a dated delivery record or an operational response plan with clear locations and responsibilities. - DRC Launches Nationwide Security Plan Ahead of Festive Season
DRC’s Interior Minister unveils a national security plan to curb urban crime and ensure safe year-end celebrations under Tshisekedi’s reforms. Kinshasa, DRC — The government of the Democratic Republic of Congo has launched a new operational plan to strengthen security across the country during the end-of-year festivities, as urban violence and organised crime surge in major cities. Deputy Prime Minister and Minister of Interior, Security, Decentralisation and Customary Affairs, Maître Jacquemain Shabani Lukoo Bihango, chaired a high-level security meeting on Wednesday, 5 November 2025, focused on assessing the national situation and evaluating “Operation Ndobo,” the ongoing anti-banditry campaign targeting armed gangs. A Cross-Border Security Challenge Authorities in Kinshasa say the latest spike in urban crime is partly linked to regional dynamics. Across the river in the Republic of the Congo (Brazzaville), an ongoing crackdown dubbed “Operation Zéro Kuluna”, led by the Presidential Security Directorate and the elite Republican Guard, has driven dozens of criminal groups to flee across the border into the DRC capital. Kinshasa’s law-enforcement agencies now face a renewed wave of “Black Baby” gangs known for violent robberies and street assaults, prompting the Interior Ministry to tighten coordination between police, intelligence, and city authorities. At the meeting, senior security chiefs and the Governor of Kinshasa were instructed to finalise an operational plan to protect citizens and property through the holiday season. The New Plan: Focus and Duration The November 2025 – January 2026 national plan will reinforce police visibility, secure major roads and border points, and deploy rapid-response patrols in strategic urban areas. “The objective is clear: deter crime, reassure the population, and ensure safe celebrations across all provinces,” said a senior official present at the meeting. The plan builds on Operation Ndobo’s early results and seeks to integrate local task forces under unified command structures. Special attention will be given to urban transport corridors, markets, and nightlife zones, which often experience higher crime rates during festive periods. The Deputy Prime Minister reminded commanders of the Institutional Protection and High Personalities Unit (UPI/HP) to ensure that police resources serve public security first. ADVERTISEMENT “Every officer must be deployed where the population needs protection most — on the streets, not in private residences,” Minister Shabani stressed. He urged a more rational allocation of human resources, prioritising operational units such as the Traffic Police and Rapid Intervention Police to improve visibility and responsiveness. Modernising the National Police The meeting also reviewed the Programming Law for the Congolese National Police, recently adopted and promulgated by President Félix Antoine Tshisekedi Tshilombo. The law sets a multi-year roadmap to modernise infrastructure, strengthen logistics, and enhance both the working and living conditions of police officers. - WHY Uganda Marked Martyrs Day in Parish Churches
Uganda marked Martyrs Day locally after Ebola concerns cancelled the national Namugongo gathering. Uganda marked this year’s Martyrs Day through parish-level celebrations after the national gathering at Namugongo was cancelled over Ebola-related public health concerns, according to Vatican News. The June 3 public holiday remained in place, but dioceses were encouraged to hold local commemorations instead of the usual national pilgrimage. The decision reflected wider caution after an Ebola outbreak in neighbouring Democratic Republic of Congo raised concerns about large cross-border religious gatherings. Uganda’s State House said the postponement followed consultations involving President Yoweri Museveni, religious leaders, health officials, and other stakeholders over the risk linked to pilgrims travelling from eastern DRC as stated by State House Uganda . In Lira Diocese, Bishop Sanctus Lino Wanok led the main diocesan celebration at Uganda Martyrs Cathedral in Lira City. He urged Christians to follow the courage, unity, and faith of St. Charles Lwanga and his companions, describing the commemoration as a living call to Christian witness rather than only a remembrance of the past. The local celebrations also included pilgrims whose journey to Namugongo had been interrupted. Bishop Wanok linked the martyrs’ example to leadership, synodality, and community support, urging parishes to strengthen participation among youth, families, and the elderly. The health concern behind the shift came as international agencies continued monitoring the Ebola situation in Congo and the region.
