SOUTH AFRICA, 12 October 2026 — Registered voters who need a special vote for South Africa’s local government elections must apply by 17:00 SAST on Monday, 12 October 2026. That is 18:00 EAT. The deadline is for submitting an application; it is not the date on which applicants cast their ballots.
The government’s same-day deadline reminder confirms the cutoff ahead of the elections on 4 November 2026. Special voting accommodates eligible people whose circumstances prevent them from voting at their registered station on election day.
When is South Africa’s special-vote deadline? Applications close at 17:00 SAST on 12 October 2026. Eligible registered voters can apply through the IEC website or a local IEC office. SMS applications to 32249 are for voting-station special votes only. Home visits require the appropriate application and approval.
Choose the correct special-vote category
There are two broad categories. The first is a home-visit special vote for someone whose physical condition prevents them from travelling to a voting station. If approved, officials visit the voter at a qualifying address within the voting district where that person is registered.
The second is a voting-station special vote for someone who can travel to their station but cannot vote there on election day. It allows approved applicants to vote at their registered station before the main polling day.
SAnews’ earlier application guidance sets out this distinction. A work commitment or absence on election day should not be confused with an application for officials to visit a home.
Applicants should choose the category that matches their circumstances. Approval and the place where they will vote are separate from the act of sending an application.
Who may apply?
The Presidency’s Cabinet statement explains that special votes are available to eligible registered voters who cannot attend their voting stations on election day. It identifies people with disabilities, pregnant women, elderly voters and those with work-related commitments among the groups covered.

Who may apply?
The Presidency’s Cabinet statement explains that special votes are available to eligible registered voters who cannot attend their voting stations on election day. It identifies people with disabilities, pregnant women, elderly voters and those with work-related commitments among the groups covered.
The appropriate category still depends on the person’s circumstances. Someone able to visit a station before election day uses the voting-station route; someone unable to travel because of their physical condition needs the home-visit route.
This is an advance-voting arrangement for registered voters, rather than a new voter-registration exercise. Readers should confirm their registration details and registered station before submitting an application.
How to submit an application
The IEC’s published channels are its website, www.elections.org.za, and local IEC offices. Voting-station applicants also have an SMS option.
The IEC-supplied guide published by Vuk’uzenzele gives the following instructions:
Online: Use the IEC’s special-vote application facility.
SMS: Send your identity number to 32249 for a voting-station special vote. The published charge is R1 per SMS. This channel cannot be used to request a home visit.
Local office: Complete the Special Vote Application form and hand-deliver it. Another person may deliver the completed form on your behalf.

Forms cannot be submitted by email or fax. A friend or family member may also submit a home-visit application at the relevant local office.
The guide says applicants must be registered voters with a valid South African identity document. Accepted documents include a green barcoded identity book, a smart identity card or a valid Temporary Identity Certificate.
After processing, applicants receive an SMS informing them of the outcome and can also check their application status online. A submitted application should therefore be followed by an outcome check.
Special voting takes place in November
Approved voting-station applicants are scheduled to cast their ballots on 2 and 3 November 2026, ahead of the main election on 4 November.
East Coast Radio’s report quoting IEC chief electoral officer Sy Mamabolo confirms those advance-voting dates. It also explains that people away from their districts on election day, including essential-service, security-service and media workers, can qualify.
The application deadline and voting dates serve different purposes. Applying by 12 October establishes the request; the November arrangements govern when approved voters participate.
Journalists and other election-day workers
The South African National Editors’ Forum’s special-vote notice specifically addresses journalists, editors, photographers, videographers, producers, freelancers and community-media practitioners working during the elections.

It explains that deployment duties may prevent media workers from visiting their registered stations on election day. Special voting gives eligible workers an earlier opportunity to participate while carrying out those duties on 4 November.
The same application deadline applies. Being employed in the media does not replace the need to submit the appropriate request and receive approval.
Final checklist before the cutoff
Before submitting, confirm your registered voting district, identify whether you need a home visit or an advance station visit, and use the correct channel. If someone delivers your form, ensure it is the completed application for your circumstances.
Keep the application deadline in South African time: 17:00 SAST on 12 October 2026. After submission, check the IEC’s outcome and follow the arrangements for the category approved.
