Ruto also said consultations between TSC and teachers’ unions on revised Career Progression Guidelines had concluded. The proposals were awaiting approval by the Salaries and Remuneration Commission, with the president expecting the process to finish within two weeks.
Kenyans.co.ke’s account of the address reported that the changes were intended to address teachers who had remained in the same job grade for extended periods.
The promotion target and the guideline review are related but separate developments. Increasing the number of slots addresses the scale of the exercise, while the guidelines govern career progression. Ruto’s expected two-week timetable is a forecast, rather than confirmation that SRC has approved the proposals.
The 50,000 target follows earlier commitments
The government had already publicly committed to promoting 50,000 teachers in the 2026/27 financial year.

A Government Advertising Agency report published on 2 June recorded Deputy President Kithure Kindiki announcing that target following consultations with unions. He said some teachers had remained at one job level for more than a decade.
Monday’s development is therefore a fresh instruction to expand the advertised exercise to the previously announced target. Ruto also said the annual teacher promotion budget had been doubled from KSh1 billion to KSh2 billion and promised further resources for the expansion.
Contract appointments are a separate measure
Alongside the promotion directive, Ruto announced plans to move 20,000 contract teachers who had completed two years of service onto permanent and pensionable terms from January 2027.
Nairobi News reported that the conversion would be supported by KSh4.9 billion in the 2026/27 budget. These appointments should be distinguished from the 50,000 promotion target: one changes employment terms, while the other concerns career advancement.

Salary negotiations remain another issue. Citizen Digital reported that Ruto said a proposed two-year collective bargaining cycle would be considered after the current 2025–2029 agreement. He did not announce that the existing agreement had already been shortened.
What teachers should watch next
The next practical questions concern TSC’s implementation of the expanded target, allocation of the additional slots and formal communication to applicants. SRC’s decision on the revised career guidelines will also be significant.
For now, teachers have a presidential commitment to a larger promotion exercise. The next stage is translating that commitment into funded positions and individual promotion decisions.
