Kenya’s High Court discharged Inspector-General of Police Douglas Kanja with a stern warning on September 28, 2026, after he had been found in contempt over Nairobi road closures. Kanja is a career police officer who became the fifth head of the National Police Service in September 2024 after rising through senior operational and command posts.

Why Douglas Kanja Is in the News

Justice Patricia Nyaundi discharged Kanja with a warning after considering his personal appearance in court, his undertaking to pass the court’s directions down the police command structure and his assurance that the breach would not recur. The September 28 court report said the judge did not see a reason to impose a punitive sentence on this occasion, while warning that a repeat could attract a custodial sentence.

That outcome did not erase the earlier contempt finding. On September 17, the court held Kanja personally responsible for failing to ensure that the public received timely notice before police erected emergency roadblocks and barricades during the June 25, 2026 protests. The distinction matters: Kanja was discharged with a warning at the sanction stage; the contempt finding itself was not reported as overturned or set aside. The case also drew attention to freedom of movement, protest rights and the duty of state officers to obey court orders. His Rise Through Kenya’s Police Service

Kanja’s official record presents a long career rather than a sudden political appointment. The National Police Service Commission profile says he joined the service in 1985 as a recruit police constable and advanced through operational, supervisory and command ranks over roughly four decades.

Before becoming inspector-general, he served as deputy inspector-general of the Kenya Police Service. His earlier leadership posts included five years as commandant of the General Service Unit, three years as the unit’s deputy commandant, Kilifi County police commander and deputy commandant of the Kenya Airports Police Unit. He also worked as chief armourer and deputy chief armourer at police headquarters.

President William Ruto nominated Kanja for the top police job in 2024. Parliament’s joint vetting process examined his suitability before the Senate approved his nomination on September 13. He then took office after a Supreme Court ceremony, becoming the fifth inspector-general. The National Police Service Commission’s swearing-in record dates the ceremony to September 19, 2024.
