ACCRA | 2 October 2026, Ghana's National Information Technology Agency has confirmed the appointment of ShaQ Express founder Anthony Owusu-Ansah as Acting Deputy Director-General. The announcement, already reported in late September, concerns the logistics entrepreneur whose company was established in 2020, rather than the same-name academic associated with KNUST's Department of Land Economy.
In an announcement on its official LinkedIn feed, NITA names Owusu-Ansah and specifies the acting role. The agency describes the appointment as part of its leadership arrangements for Ghana's digital transformation programme. The short announcement does not provide a term of office or a detailed allocation of his responsibilities.
Who is Anthony Owusu-Ansah, the NITA appointee? He is the founder of Ghanaian courier and logistics company ShaQ Express. NITA has named him Acting Deputy Director-General. His entrepreneurial background is distinct from the same-name KNUST land-economy professor's career. The appointment announcement does not identify a permanent term or a detailed portfolio.
The appointment was public before the reports published at the beginning of October. In a report dated 29 September, YEN.com.gh said NITA announced it on Instagram on Monday, 28 September. That date is the outlet's account of the original announcement; the accessible LinkedIn post does not display a precise original date and time.
MyJoyOnline's 1 October report also identifies the appointee as the ShaQ Express founder. Its publication date is not a separate appointment date. NITA's wording confirms an acting deputy position, rather than appointment as the agency's Director-General.
From parcel delivery to digital services
ShaQ Express's own company history names Anthony Owusu-Ansah as its founder and dates the business to 2020. It describes its operations as courier and logistics services, including parcel delivery, last-mile delivery, warehousing, fulfilment and interregional transport.
The company says it serves Ghana's 16 regions through a network supported by nine regional offices. Its current website also draws an important distinction: ShaQ Express and ShaQApp are separate businesses. The courier operation should therefore not be treated as interchangeable with every digital product associated with its founder.
Owusu-Ansah described the origins of his business in a 27 September 2023 interview with Orange Corners. Customers would order food from a vendor and then separately contact his company to arrange delivery, he explained. He saw an opportunity to connect those steps through a single ordering platform.
"Our core business is the delivery service, on that all the other things are built," he told the programme.

Orange Corners identified him as a graduate of its Ghana programme and a participant in its alumni accelerator. In the interview, he discussed training in investor readiness and plans to replace some fuel-powered delivery motorcycles with electric ones. Those comments describe the business and his plans in 2023, rather than a new policy programme for NITA.

The ShaQ founder and the KNUST professor
A separate institutional record concerns Professor Anthony Owusu-Ansah, an academic in real-estate finance and economics. In its 17 April 2025 announcement, KNUST reported his appointment as Acting Executive Secretary of the Lands Commission, following a letter dated 14 April.
That university report described the professor as head of its Department of Land Economy and set out his academic career. It concerns a different office and professional profile from the ShaQ founder's NITA appointment. The professor's academic record is not the business founder's biography.
Corporate experience and a university council role
Citi Newsroom's appointment report describes the entrepreneur's earlier work in business development, sales, marketing and management at companies including Vodafone Ghana, Millicom Ghana, Nestle Ghana and Enterprise Group. Those are reported career details, not responsibilities assigned to him by NITA.

MyJoyOnline also identifies him as a member of Cape Coast Technical University's governing council. The university's published council list includes Mr Anthony Owusu Ansah among its government nominees.
According to its official description of its mandate, NITA regulates and coordinates ICT and digital services, sets standards for government systems and manages infrastructure including the National ICT Backbone and state data centres. Its stated responsibilities also include interoperability, the security of public digital assets and technical capacity building.
These are the agency's functions, rather than a published personal portfolio for its new acting deputy. They place the appointment within the public infrastructure side of Ghana's technology sector, alongside the commercial services covered in XTRAfrica's earlier reporting on cloud-based IT in Ghana.
NITA's brief appointment announcement does not set out a handover timetable, individual project targets or any change to Owusu-Ansah's company responsibilities. Those details remain separate from the confirmed acting appointment. A fuller statement on his portfolio would establish which parts of the agency's work he will directly oversee.
