Nearly 7,000 students fail: Should they repeat S4 or go back to S1

The recent conclusion of the 2024 Uganda Certificate of Education (UCE) examinations has left 6,974 students unable to proceed to higher educational levels, including Senior Five and tertiary institutions.
Under the newly implemented lower secondary curriculum, these students failed to meet the necessary criteria for obtaining a UCE certificate.
The modified curriculum emphasizes continuous assessment starting from Senior One, making it difficult for students to repeat Senior Four to improve their grades, a practice that was possible under the previous system.
Concerns have been raised by education stakeholders about the lack of clear guidelines for the future of these students. Filbert Baguma, the Secretary-General of the Uganda National Teachers' Union, expressed the need for a proper strategy to support these students while regular classes continue. "What is the correct approach for such learners?" he asked, highlighting the ongoing issue.
Although the Ministry of Education has acknowledged the situation, no specific solutions have been provided yet. However, options are being considered to integrate these students into the educational system.
Vocational and technical training institutes are now offering courses that do not require a UCE certificate, assessed by the Directorate of Industrial Training (DIT), which focuses on manual skills and potential career paths.
As the first term moves forward, the urgency to establish a definitive plan for these students grows. The Ministry, along with other educational authorities, is working swiftly to develop policies that offer affected students opportunities to continue their education or receive vocational training.
