Chairman Toyota's Call to Demolish Forest Mall in Kampala because of flooding

Kampala is dealing with a big problem. Chairman Toyota, the brother of President Yoweri Museveni, has made a strong statement. He leads the MK Movement and the Patriotic League of Uganda (PLU). He's very upset about the constant flooding in Kampala. He blames it on those building properties who don't follow environmental rules.
Chairman Toyota is especially upset with the owner of Forest Mall. He says the mall's owner has made flooding worse by blocking the ways water is supposed to flow away. He said, "Enough is enough! If KCCA and NEMA are sleeping on the job, then we shall wake them up with action. We shall raze this entire Forest Mall to the ground!" He's very angry about the careless building in the city and thinks it's time for the people to handle it themselves.
Recently, a lot of rain has caused floods in many parts of Kampala. This has damaged businesses, homes, and roads.
People have shared many videos and photos of others struggling through the flooded streets on social media. This has made many people very angry.
Chairman Toyota says the disaster happened because too much building is allowed near Lugogo, where it stops the water from draining away properly.
He thinks the people in charge, like the Kampala Capital City Authority (KCCA) and the National Environmental Management Authority (NEMA), have not done their job. They let builders make buildings without thinking about how it affects the water flow.
While some people think we need to be strict about environmental rules, others think Chairman Toyota's idea of destroying the mall is too extreme. They worry it might cause chaos.
Experts in the law say that if Forest Mall is really breaking environmental laws, then the matter should be handled in court, not by destroying the property.
As of now, the officials from KCCA and NEMA haven't answered Chairman Toyota's accusations. Everyone is waiting to see if the government will step in or if Toyota's call for action will lead to something happening.
