The two heads of states will announce significant investments in green energy and health manufacturing in Kenya, alongside a debt reduction plan, during Ruto's state visit.
This marks the first state visit by an African president to the U.S. since 2008. Biden aims to bolster U.S. influence in Africa amidst increased Chinese and Russian activity on the continent.
Biden will designate Kenya as a major non-NATO ally, making it the first sub-Saharan African country to receive this status.
The leaders will also announce $250 million in new U.S. investments, including $180 million for affordable housing, through the U.S. International Development Finance Corporation, increasing its portfolio in Kenya to over $1 billion.
Additionally, Kenya's deployment of 1,000 paramilitary officers to Haiti to address gang violence and hunger will be highlighted. Biden plans an official visit to Africa in February, following the U.S. presidential election, reflecting his confidence in re-election.
Ruto's visit includes a state dinner featuring performances by Brad Paisley and the Howard University Gospel Choir, with a menu of heirloom tomato soup, butter-poached lobster, and smoked beef short ribs.
